1 Preface / Pendahuluan
This method describes the General Instruments Installation carried out in the Makassar
WWTP B1 project.

Metode ini menjelaskan pekerjaan pemasangan Instruments secara umum yang


dilaksanakan di proyek WWTP B1 Makassar.

This work method statement made as a direction for ensure that all works regarding
field Instruments (flow, level, pressure, temperature, analyzer) installation, testing and
commissioning. Installation for Instrumentsation Works shall be done in accordance
with standards and all other applicable international codes and standards.
metode kerja ini dibuat sebagai arahan untuk memastikan bahwa semua pekerjaan
mengenai instrumen lapangan (aliran, tingkat, tekanan, suhu, penganalisis) instalasi,
pengujian dan commissioning. Instalasi untuk Pekerjaan Instrumentasi harus dilakukan
sesuai dengan standar dan semua kode dan standar internasional lainnya yang
berlaku.

2 Scope of Works / Lingkup Kerja


3 The scope of work discussed in this working method is regarding the installation,
precommisioning, and commisioning of Instrument. The process involves as below:
a. Material On Site: A process Material on Site include procurement, delivery,
storage material or equipment properly stored and safeguarded on the site, and
then do the inspection with Engineer’s.
b. Installation Material: the installation process includes foundation marking, fixing
anchor and bolts, and then Instrument installation.
c. Finishing Material: before running the instrument, process finishing material
include testing and commissioning (flushing and loading media) and then
performance test (runing the instrument) according to shop drawing approved.
Lingkup pekerjaan yang dibahas dalam metode kerja ini adalah mengenai Instalasi,
precommisioning, dan commissioning. Prosesnya meliputi seperti dibawah ini :
a. Material on site: Proses material on site meliputi pengadaan, pengiriman, dan
penyimpanan material atau peralatan yang disimpan dan dijaga dengan benar di
lokasi, kemudian melakukan inspeksi dengan engineer.
b. Installation material: proses instalasi material meliputi menandai pondasi,
pemasangan jangkar dan baut, dan kemudian instalasi instrument.
c. sebelum menjalankan instrument, proses finishing material meliputi testing dan
commissioning (flushing and loading media) dan kemudian performance test
(runing instrument) sesuai dengan shop drawing yang telah disetujui.

7 Personnel Job & Responsibilty / Tugas & Tanggung Jawab Personil


7.1 Project Manager
• Prepare work to be carried out in safe conditions according to safety standards and
procedures.
• Coordinate and communicate with contractor key persons, supervisor, engineers
and related parties in connection with such work.
• Monitor the implementation of occupational safety systems in the performance of
the work.
• Provision all required resources, safe equipment, and safe environmental.
• Provide Risk Assessment and Job Safety and Environmental Analysis (JSEA) to
reflect the current condition.

• Mempersiapkan pekerjaan yang akan dilakukan dalam kondisi aman sesuai


dengan standar dan prosedur keselamatan.
• Berkoordinasi dan berkomunikasi dengan kontraktor, supervisor, insinyur dan
pihak terkait sehubungan dengan pekerjaan tersebut.
• Memantau penerapan sistem keselamatan kerja dalam kinerja pekerjaan.
• Menyediakan semua sumber daya yang diperlukan, peralatan yang aman, dan
lingkungan yang aman.
• Menyediakan Risk Assessment dan Job Safety and Environmental Analysis

7.2 Site Engineer


• Prepare a working method that is used as a reference in the field in the form of
tools and materials.
• Checking the stages of work in the field.
• Preparing working drawings.
• Prepare material documents.
• Work with supervisors related to monitoring and procuring materials.
• Perform technical coordination with related subcontractors.

7.3 Superintendent
• Ensure all necessary Permits for the work are obtained and current.
• Organize and supervise the work to conform standard and other documentation
such as the Job Safety and Environment Analysis (JSEA).
• Conduct pre-start meetings each day.
• Communicate work plans to everyone involved.
• Raise any concerns or changed conditions to the Site Manager and General
Superintendent.
• Ensure access safe to use for workers and emergency response.
• Record work progress in the daily diary.

• Pastikan semua Izin yang diperlukan untuk pekerjaan diperoleh dan terkini.
• Mengatur dan mengawasi pekerjaan agar sesuai dengan standar dan dokumentasi
lain seperti Job Safety and Environment Analysis (JSEA).
• Lakukan pertemuan pra-mulai setiap hari.
• Komunikasikan rencana kerja kepada semua orang yang terlibat.
• Sampaikan kekhawatiran atau perubahan kondisi apa pun kepada Manajer Lokasi
dan General Superintendend.

7.4 HSE Supervisor


• Review this Work Method Statement (WMS) and ensure that applicable Job safety
Analysis (JSA) are created (or already exist) that adequately address the risks
associated with the works.
• Arrange tool box meeting in every working day in the morning time before work
started.
• Ensure equipment, sign, support tools, work platform, and work area are inspected
safe to use by competent person.

• Tinjau Work Method Statement (WMS) ini dan pastikan bahwa Job safety Analysis
(JSA) yang berlaku dibuat (atau sudah ada) yang secara memadai menangani
risiko yang terkait dengan pekerjaan.
• Atur pertemuan toolbox di setiap hari kerja di pagi hari sebelum pekerjaan dimulai.
• Pastikan peralatan, tanda, alat pendukung, platform kerja, dan area kerja
diinspeksi aman untuk digunakan oleh orang yang kompeten.

7.5 QC Inspector
• Coordinating Work Inspection Request.
• Conduct inspection of work in accordance with the stages mentioned in the
Inspection & Test Plant (ITP) and ensure the results of the work are made and
stored properly.
• Make a report of deviations that occur Non- Conformance Report [NCR] and follow
up.
• Create a working quality report (Request for Inspection (RFI), Inspection & Test
Plant (ITP), Inspection Test Report (ITR) and Documentation).

• Mengoordinasikan Permintaan Inspeksi Kerja.


• Melakukan pemeriksaan pekerjaan sesuai dengan tahapan yang disebutkan dalam
ITP dan memastikan hasil pekerjaan dibuat dan disimpan dengan baik.
• Membuat laporan penyimpangan yang terjadi Non- Conformance Report [NCR]
dan menindaklanjutinya.
• Membuat laporan kualitas kerja (Request For Inspection (RFI), Inspection & Test
Plant (ITP), Inspection Test Report (ITR) dan Dokumentasi).

7.6 Surveyor
• Setout orientation Instrument.
• Setout limits and equipment Instrument.
• Setout access equipment Instrument.

• Menetapkan lokasi orentasi.


• Menetapkan batasan dan peralatan Instrument.
• Atur jalur peralatan Instrument.

7.7 Personnel & Training Requirements


All equipment shall be operated by suitably qualified and experienced personnel.
Specialised labour requirements for the works that will be involved are divided into
function/role, qualification/license required and activity specific training required.

Semua peralatan harus dioperasikan oleh personel yang berkualifikasi dan


berpengalaman. Persyaratan tenaga kerja khusus untuk pekerjaan yang akan
dilibatkan dibagi menjadi fungsi / peran, kualifikasi / lisensi diperlukan dan pelatihan
khusus kegiatan yang diperlukan.

8 Planning and Preparation / Perencanaan dan Persiapan


8.1 Mandatory Documentation
The following items must be in place prior to activities under this Work Method
Statement (WMS) commencing:

• This Work Method Statement (WMS) has been approved (all signatures must be
showing on the Approval page).
• All Drawings applicable to the works have been approved and Issued for
Construction.
• The Job Safety Analysis (JSA) applicable to the works have been approved.
• An Employer/ Project Implementation Support Consultant (PISC) Work Permit has
been approved and has not expired.
• All personnel who will be involved in the activities have been briefed about how the
works will be conducted, understand the risks and their responsibilities, and have
signed the briefing attendance record.
• All of the above documents are printed and kept in a folder at the Site Office.

● Hal-hal berikut harus ada sebelum kegiatan di bawah Work Method Statement
(WMS) ini dimulai:

• Work Method Statement (WMS) ini telah disetujui (semua tanda tangan harus
ditunjukkan di halaman Persetujuan).
• Semua gambar yang berlaku untuk pekerjaan telah disetujui dan Diterbitkan untuk
Konstruksi.
• Job Safety Analysis (JSA) yang berlaku untuk pekerjaan tersebut telah disetujui.
• Izin Kerja Pemberi Kerja / Project Implementation Support Consultant (PISC) telah
disetujui dan belum kedaluwarsa.
• Semua personel yang akan terlibat dalam kegiatan telah diberi pengarahan
tentang bagaimana pekerjaan akan dilakukan, memahami risiko dan tanggung
jawab mereka, dan telah menandatangani catatan kehadiran pengarahan.
• Semua dokumen di atas dicetak dan disimpan dalam folder di Site Office.

If any of the Permits listed above have expired, all works must cease until a new
Permit has been issued.

Jika salah satu Izin yang tercantum di atas telah kedaluwarsa, semua pekerjaan harus
berhenti sampai Izin baru dikeluarkan.

If any ground conditions in the field are found to be different to those described in this
WMS, then works must cease and be re-assessed by the General Superintentdent.

Jika ada kondisi lapangan di lapangan yang ditemukan berbeda dengan yang
dijelaskan dalam Work Method Statement (WMS) ini, maka pekerjaan harus dihentikan
dan dinilai ulang oleh General Superintentdent.

8.2 Flowchart

9 Construction Method / Metode Pelaksanaan


9.1 Preparation
a. Ensure the drawing has been approved and checked by engineer as a guide in the
field.
Pastikan gambar telah disetujui dan diperiksa oleh engineer sebagai panduan di
lapangan.
b. Install the safety equipment as described on risk assesment and ensure all personil
use their Personal Protective Equipment (PPE) according to their requirement.
Memasang perlengkapan keselamatan sesuai dengan risk assesment dan
memastikan semua personil memakai Alat Pelindung Diri (APD) sesuai
kebutuhannya
c. Preparing working routes, working areas, and traffic management system during
execute installation work.
Mempersiapkan jalur kerja, area kerja, dan sistem pengendalian lalu lintas selama
melaksanakan pekerjaan pemasangan.
d. Preparation of equipment, tools and materials, and ensuring that equipment, tools
and materials are fit for use.
Persiapan peralatan, alat dan bahan, dan memastikan bahwa peralatan, alat dan
bahan layak dipakai.

9.2 Instrument Delivery


After Instrument fabrication is complete, before shipping the Instruments will be packed
into a wooden crate to avoid damage so the Instrument are in good condition until it
arrive in the site project in Metro Tanjung Bunga, Makassar.

Setelah pembuatan Instrument selesai, sebelum pengiriman Instrument akan dikemas
kedalam peti kayu untuk menghindari kerusakan sehingga Instrument dalam kondisi
baik sampai tiba di lokasi proyek WWTP B1 Makassar.

9.3 Instrument Storage


When the Instruments arrive at the site project, the Instruments will be arranged in the
storage warehouse in the site project to protect from the damage. Do not open the
wooden crate before the Instruments will be installed.
Ketika Instrumen tiba di proyek lokasi, Instrumen akan diatur di gudang penyimpanan di
proyek lokasi untuk melindungi Instrumen harus ditutup oleh lembaran plastik. Jangan
membuka Instrumen peti kayu sebelum Instrumen dipasang.

9.4 Inspection
After the Instruments arrive in site project, The Instruments will be inspected by
contractor quality control and engineer quality control according to approved Inspection
Test Plan (ITP) to ensure each material received in good condition.
Setelah Instrument tiba di lokasi proyek, Instrument akan diperiksa oleh tim quality
control dan tim engineer sesuai dengan Inspection Test Plan (ITP) yang disetujui untuk
memastikan setiap material yang diterima dalam kondisi baik.

9.5 Foundation Works & Fixing Anchor Bolt


1. Place the anchor bolt after installation works for Instrument and refer to approved
shop drawing and Instrument installation layout plan.

2. Measure the distance between the base and make sure them matches according to
approved shop drawing and Instrument installation layout plan.

gambar yang disetujui dan rencana tata letak instalasi Instrumen.
2. Ukur jarak antara alas dan pastikan sesuai dengan gambar yang disetujui dan
rencana tata letak pemasangan Instrumen.

9.6 Instrument Installation Prosedure


1. Field Instrument shall be installed as per approved drawing and typical installation
details drawing or manufacture’s instruction.
2. Instrument shall be accessible for use, calibration and repair without requiring the
removal of piping, grating or other structure. This requirement also applies to the
removal of any covers or housing that is part of the instruments or its installation.
Also ensure that the installation shall not be subjected to shock excessive vibration
or temperature extremes.
3. Supports, brackets, hangers etc. for equipments and materials should be installed
so as not weaken the structure to which they are attached.
Field Instrument consist of;
a. Installation of Flow Meter Instrument.
- Manufacturer’s installation requirements shall be followed as a minimum.
- Before installation of all the instruments, it should be calibrated/pre-
installation calibration.
- Flow meters are installed partially which are then installed sequentially
(shown as fig.5).

- Flow Meters in liquid service shall be installed so that meters are always full
of liquid and trapping of gases is avoided and in gas service, liquid trapping
shall be avoided.
- The use of strainers and eliminators shall be considered and evaluated to
protect metering devices.
- Flow Meter installations shall be in accordance with the specified electrical
area classification refer to instrument standard installation.
- Ensure that there are no leaks in the connection between the flow pipe and
the flow meter.

b. Installation of Level Transmitter (Ultrasonic) Instrument.


- Manufacture’s installation requirements shall be followed as a minimum.
- Before installation of all instruments, it should be calibrated/pre-
installation calibrated.
- Unit Installation (shown as fig.6);
 The installation location should be far away from the inlet otherwise
the indicator meter will produce output errors caused by liquid
fluctuations at the inlet.
 Mount the transducer away from the inlet to avoid false echoes.
 Do not mount at an angle and do not mount where obstacles will
intrude on sensor’s beam width.
 In cone bottom tank, position the sensor over the deepest part of
the tank.

 If installing on a flange, select a flange with a thread that is equal to


the thread of the unit.
 If the size of the flange is larger than the thread of the sensor, use a
reducer bushing to help mount the sensor.
c. Installation of Level Switch Instrument
- Mount the Liquid Level Switch to a solid structure so that the switching
level is equal to the level that the switch needs to activate.
- Level switch installation requires to mount the device while fixing the
cable above the tank or well.
- Uses a snug wedge to fix the cable into place (shown as fig. 7).

d. Installation of Pressure Meter Instrument


- Gauges should be installed on the located that minimize the effects of
vibration, extreme ambient temperatures and moisture.
- Pressure Gauges should meet the duty point.
- Adjustable wrench used to tighten the gauge into the fitting or pipe
threads require the use of a suitable thread sealant, such as pipe dope or
tape, and must be tightened very securely to ensure a leak tight seal

(shown as fig.10).
 Do not install the gauge by turning the casing.
 Use a wrench or wrench to turn the socket tube.
 A shut-off valve should be installed between the gauge and the
process in order to be able to isolate the gauge for inspection or
replacement without shutting down the process.

- Gauges should be kept free of piping strains. The gauge case mounting

e. Installation of Submersible Instrument
Submersible Instrument such as (pH meter, Dissolved Oxygen (DO) meter,
Mixed Liquor Suspended Solids (MLSS) analyzer, Chemical Oxygen
Demand (COD) analyzer) should installed on the located that minimize the
effects of vibration.
- Submersible installations require that the sensor must be immersed
vertically into the liquid.
- Sensors should be inserted at the same depth each time so stratification
of the process does not affect the measurement.
- The dip tube should be as short as possible and be easily removable so
the sensor can receive proper maintenance.
- Sensors with detachable cables should be avoided as they may create
more issues with leakage and shorted outputs.
- threads require the use of a suitable threadolet sealant and must be

1. Instrumen lapangan harus dipasang sesuai gambar yang disetujui dan gambar
detail instalasi atau instruksi pembuatan.
2. Instrumen harus dapat diakses untuk digunakan, dikalibrasi, dan diperbaiki
tanpa memerlukan pelepasan perpipaan, kisi-kisi, atau struktur lainnya.
Persyaratan ini juga berlaku untuk menghilangkan penutup atau perumahan
yang merupakan bagian dari instrumen atau pemasangannya. Pastikan juga
bahwa instalasi tidak akan mengalami guncangan getaran yang berlebihan atau
suhu ekstrem.
3. Penopang, breket, gantungan dll, untuk peralatan dan bahan harus dipasang
agar tidak melemahkan struktur tempat meraka terpasang.
Instrument lapangan terdiri dari:
a. Pemasangan Instrument Flow Meter
- Persyaratan pemasangan pabrikan harus diikuti seminimal mungkin.
- Sebelum pemasangan semua instrument, harus dikalibrasi/pra-
pemasangan kalibrasi.
- Flow meter dipasang sebagaian yang kemudian dipasang berurutan
(lihat gambar 5).
- Flow meter dalam layanan cairan harus dipasang sehingga meter
selalu penuh dengan cairan dan perangkap gas dihindari dan dalam
layanan gas, perangkap cairan harus dihindari.
- Penggunaan saringan dan eliminator harus dipertimbangkan dan di
evaluasi untuk melindungi perangkat pengukuran.
- Pemasangan Flow Meter harus sesuai dengan klasifikasi area
kelistrikan yang ditentukan mengacu pada instalasi standar
instrument.
- Pastikan tidak ada kebocoran pada sambungan antara pipa aliran
dan aliran meter.
b. Pemasangan Pemancar Level (Ultrasonic) Instrumen
- Persyaratan pemasangan pabrikan harus diikuti seminimal mungkin.
- Sebelum pemasangan semua instrument, harus dikalibrasi, pra-
instalasi dikalibrasi.
- Unit instalasi (lihat gambar 6)
 Lokasi pemasangan harus jauh dari saluran masuk jika tidak,
indicator meter akan menghasilkan kesalahan keluaran yang
disebabkan oleh fluktuasi cairan pada saluran masuk.
 Pasang transduser jauh dari saluran masuk untuk menghindari
gema palsu.
 Jangan pasang miring dan jangan pasang ditempat yang akan
menggunakan sensor lebar balok.
 Ditangki bawah kerucut, posisikan sensor diatas bagian
terdalam tangka.
 Jika memasang pada flensa, pilih flensa dengan utas yang

sama dengan utas unit.


 Jika ukuran flensa lebih besar dari ulir sensor, gunakan
bushing peredam untuk membantu memasang sensor.
c. Pemasangan Instrumen Level Switch
- Pasang Liquid Level Switch ke struktur padat sehingga level
switching sama dengan level yang perlu diaktifkan switch.
- Pemasangan switch level perlu dipasang pada perangkat saat
memasang kabel di atas tangki atau sumur.
- Menggunakan irisan yang pas untuk memperbaiki kabel ke
tempatnya (ditampilkan pada gambar 7).
- Braket ini terpasang ke dinding menggunakan baut atau sekrup
sederhana (ditampilkan pada gbr.8)
- Setelah pemasangan, sesuaikan sakelar level (beralih diferensial)
diikuti dengan pengukuran yang diperlukan mengacu pada gambar
yang disetujui (ditampilkan pada gambar.9)
d. Pemasangan Alat Ukur Pressure Meter
- Pengukur harus dipasang pada lokasi yang meminimalkan efek
getaran, suhu lingkungan yang ekstrem dan kelembaban.
- Pengukur tekanan harus memenuhi titik point.
- Kunci pas yang dapat disesuaikan digunakan untuk mengencangkan
pengukur ke dalam fitting atau pipa, benang memerlukan
penggunaan sealant benang yang sesuai, seperti obat bius pipa atau
selotip, dan harus dikencangkan dengan sangat aman untuk
memastikan segel yang rapat bocor (ditampilkan pada gambar.10).
 Jangan memasang pengukur dengan memutar casing.
 Gunakan kunci pas atau kunci pas untuk memutar tabung
soket.
 Katup penutup harus dipasang antara pengukur dan proses
agar dapat mengisolasi pengukur untuk inspeksi atau
penggantian tanpa mematikan proses.
- Alat pengukur harus dijaga agar bebas dari ketegangan perpipaan.
Kaki pemasangan casing pengukur, jika berlaku, akan memastikan
jarak antara pelepas tekanan kembali dan permukaan pemasangan.
e. Pemasangan Instrumen Submersible
Instrumen Submersible seperti (pH meter, Dissolved Oxygen (DO)
meter, Mixed Liquor Suspended Solids (MLSS) analyzer, Chemical
Oxygen Demand (COD) analyzer) harus dipasang pada lokasi yang
meminimalkan efek getaran.
- Instalasi submersible mengharuskan sensor harus direndam secara
vertikal ke dalam cairan.
- Sensor harus dimasukkan pada kedalaman yang sama setiap kali
sehingga stratifikasi proses tidak mempengaruhi pengukuran.
- Tabung celup harus sesingkat mungkin dan mudah dilepas sehingga
sensor dapat menerima perawatan yang tepat.
- Sensor dengan kabel yang dapat dilepas harus dihindari karena
dapat menimbulkan lebih banyak masalah dengan kebocoran dan

Plant and equipment associated with the works will be in good working order and have
the capacity to safely and efficiently do the work required. The type, size and number
of machines used will depend on the quantity of material, scheduling and access
restrictions. Necessary plant inspections and operator competency assessments will
be undertaken as part of the Project Safety Management Plan.

Mesin dan peralatan yang terkait dengan pekerjaan akan berfungsi dengan baik dan

1) The introduction of occupational safety and health must have been introduced to
everyone involved in the project before construction work begins through Health
Safety and Environment (HSE) induction.

2) Work order, potentials that can cause work accidents, both equipment, materials and

start meeting. This is outlined in detail in the Job Safety Analysis (JSA).
