Annex 02 - Scope of Work and Technical Specifications

- The vendor should provide datasheets and catalogs of the proposed lighting system components (LED
chip, Battery, PV module, Controller ...etc.);
- The bidder shall submit testing certificates for the proposed lighting system components indicating that
they have successfully passed the tests prescribed by the relative international standard specifications;
- UNOPS intends to utilize the existing lighting poles where applicable as well as installing new lighting
poles in some cities, and it is the contractor's responsibility to Remove, dismantle, transport, and
handling the existing lighting luminaire including its old lamps and arms to the relative authority's stores
as directed by the UNOPS engineer;
- It is the contractor's responsibility the safe and reliable installation of the lighting systems on the existing
poles; and inspect the existing poles with calculation analysis for the poles load capacity.
- Bidders shall comply with the manufacture instructions, international standards and local regulations in
terms of system grounding. The work includes testing and repairing the existing poles' grounding, and
ground any ungrounded poles.
- The contractor will be responsible for providing training course focusing on the lighting system
components operation and maintenance, the scope of training and schedule shall be proposed by the
contractor and approved by UNOPS engineer;
- UNOPS may request to provide samples prior to awarding the project;
- UNOPS may request to provide a third party testing, selected after awarding the project;
- In addition to the requirements stated in the aforementioned tender and the contract, the following
items shall be performed by the contractor at his own expense:

- All-in-one LED street lighting installing, testing and commissioning;
- Maintenance for all of the All-in-one LED street lighting components according to the manufacturer's
recommendations to guarantee the system's safe and normal operation starting at the first operation of
the system and ending by the end of the DNP;
AC / Solar PV powered Light consisting of LED luminary (LED + Driver) along with solar PV module(s) and
battery of given capacity, necessary control electronics-inter connecting wires /cables, module mounting
structures and brackets to operate the load for dusk to dawn (all in one).
- Broad Performance Parameters All components shall be CE and RoHS complaint or equivalent.
- Bidders are advised to use high quality material and the latest available technology for Solar PV panel
and LED lamp/luminaire and charging controller/ converter.
- Integrated system, all in one design including PV modules, LED lamp, storage system and charging
controller/ converter, PV panel and batteries ... etc., shall be assembled together in an integrated
functional manner in into single enclosed housing including all the required supports for the internal
components.
- The luminaire shall be mounted in the existing pole at a suitable angle to maximize illumination on the
ground.
- Full automatic operation, the light shall switch on in the evening and switch off in the morning;
- The system shall be able to withstand harsh weather and environment conditions as exists in Yemen
under actual usage conditions;
- All accessories shall be supplied with each unit including but not limited to: wiring, clips, arms and
remote control ;
- The system should have indicators for charging and load cut respectively and can turn on /off over
remote control;
- The system shall allow dimming option, and this shall allow to define at multi-stage of illumination level
0-100 % and morning stage.
- Housing made of Aluminium in addition to the internal components support.
- IP not less than IP65.

Only tier1 module’s manufacturer can be used in this project, and it shall follow below:
4 Battery
Low Maintenance lithium iron Phosphate battery integrated with the all of the system components into
same enclosure, and it shall fulfill below specs:

- It should have AC/ DC converter that connected to AC main that supply the controller as back up ( the AC
connections points should be accessible without dismantling the enclosure);
- power supply when the battery state of charge reach to specified stage (No enough charge).
- The controller should support automatic change of the lamp brightness in multi-stage of the full
capacity, where the duration of each stage to other can be adjusted in individually for each unit
- Necessary wiring, switches and protection should be provided.
- Should have protection against battery overcharge, deep discharge and short circuit,
- Adequate protection should be provided against battery reverse polarity.
- Manufacturer warranty shall be at least 5 years.
7 Mechanical Hardware
- Metallic frame structure to be fixed on the existing pole to hold the PV module.
- The frame structure should have provision to adjust the tilt angle between 0 to 45 degree.
- The all in one enclosed housing should be water proof and should be painted with a corrosion resistant
paint.
- All components that installed inside the unit should be hold with separate frame/ holder that ease the
dismantling of the components.
- Holder/frame of components should be made from anti corrosive materials the same as the outer
frame.
- Enough spacing should be kept between the battery and the PV module (no direct contact).

9 WARRANTY
In addition to the required warranty as per technical specifications, Manufacturer warranty for all in one
units shall be at least 3 years delivery date.

10 Occupational Health and Safety
- Contractor shall implement all the Health, Safety and social requirements stated in the Environmental
and Social Clauses ,EHS and ECOP.
- Contractor shall prepare and implement a Health and Safety Plan including the risks assessment,
mitigation measures, monitoring plan.
- Contractor shall submit periodic safety reports and HSSE statistics according to the UNOPS HSSE
management system and requirements.
- Contractor shall have a permit to work system.
- The contractor is responsible for safety at the construction or work site. The contractor is also
responsible for preparation of a safety plan and for carrying out the safety plan.
- The contractor staff shall maintain conformance to the health and safety plan throughout the course of
construction.
- Contractor inspectors shall consider safety a key element of their daily inspections.
11 Training Program
- The contractor shall include in his tender cost of training of operators and maintenance staff and local
focal point;
- The training should focus on two major topics which are listed below, and it shall be provided at the site
level to ensure competence in the operation and maintenance of the system provided, it shall include
hands on training;
- The training program shall include but not limited to the following elements and activities:
▪ System safety and Operation
• System description including system features, components and their functions, system
software and interface;
• System operating procedures;
• On-site system operation.
▪ System Maintenance
• System and components and simple troubleshooting;
• On-site inspection and operation and maintenance
• Schedule of maintenance, safety checks and procedures
• Types of alarms and notifications;

13 Notes
- Certifications and catalogues regarding the factory and the product itself and each of its components
are to be provided for assessment to UNOPS.
- The manufacturer has to provide certifications of internationally recognized bodies, including ISO, ROHS,
CE, TUV, UL or similar Product certificates for each part of solar lighting set is required as well.
- Bidder shall provide a complete training in installation, operation and maintenance including
documentations, devices, tools and materials required.
- Bidder shall provide operation and maintenance manuals (in both Arabic and English Languages) to end
user.
