Greetings from the Dialysis Coalition of the Philippines!

I am Dr. Michael T. Manalaysay, and I am writing on behalf of the Dialysis Coalition of the
Philippines Inc. (DCPI).

DCPI is a non-stock, non-profit organization, duly approved by the Securities and Exchange
Commission under company registration No. CN201914580, August 29, 2019 in accordance
with the Revised Corporation Code of the Philippines (Republic Act No. 11232). (See attached
SEC Registration)

It is the sole aggrupation of dialysis clinic owners in the Philippines with the 2 main goals:
delivery of safe, quality, affordable and accessible dialysis treatment to uplift and prolong the
lives of dialysis patients and to partner with DOH, Phil Health, and Philippine Society of
Nephrology and Patients in a quadripartite manner to ensure and sustain the industry.

For the past two and a half years, DCPI has gained some ground as we have started working
with DOH, Phil Health and PSN especially during the COVID 19 pandemic. We play a major role
in the dialysis industry as two-thirds of the dialysis centers in the country are free-standing. We
likewise believe that we are a crucial and integral player in the effective implementation and
utilization forthcoming Universal Health Care Law. But, we are still faced with a gargantuan task
and we need to overcome several obstacles in reaching our goals. We need all the help and
support from Department of Health (DOH) as the main governing body of the dialysis industry
and health care industry as a whole. In this regard, we would like to seek an official recognition
and endorsement as one of your major partners in the delivery of health care services for
dialysis patients.

This recognition and endorsement will help us to be accepted as an important stakeholder that
can contribute in strengthening the dialysis industry. In addition, this will also motivate and
encourage all free-standing dialysis centers in the country to join DCPI. There are still many
free standing centers who are on their own and struggling to make their presence and voices
heard in many important activities of DOH and other related agencies. All free-standing centers
need to come together as one, so that as a group, we can be more relevant and contribute to
government initiatives. This

will result in faster and efficient communication dissemination vertically and horizontally and a
stronger collaboration and cooperation among its members and DOH and other stakeholders
for excellent outcomes.
