Executive Order 10 - GFPS
WHEREAS, pursuant to RA 9710 known as the Magna Carta of women and JMC 2013-01, Guidelines
on the Localization of the Magna Carta of Women, City Government affirms its commitment to integrate
women and gender concerns into the city’s development mainstream;
WHEREAS, Section 37 of the IRR of the Magna Carta of Women emphasizes the vital role the
barangay in mainstreaming of Gender and Development (GAD) in the local development planning and
budgeting; particularly in addressing the special needs and concerns of women;
SECTION IV. The Barangay GADFPS shall have the following functions and responsibilities:
1. To formulate a community Gender and Development (GAD) plan and budget consistent with
that of the city;
2. To coordinate the integration of gender concerns and issues in the Barangay Development Plan;
3. To allocate 5% of the Barangay Budget for GAD and monitors its proper utilization;
4. To develop policies and strategies that will ensure equity in access to and responsiveness of basic
services for the special needs and concerns of women in the barangay;
5. To submit Annual GAD Plan and Budget & GAD AR or Accomplishment Report of the City
Planning and Development Officer for review and approval.
This order shall take effect immediately.
