AECOM India Private Limited in Association with URS Scott Wilson India Private Limited
have been appointed in the preparation of detailed project report for 4 laning of
Kerala/Karnataka border to Vengalam of NH-17 (new NH-66) from km 17.200 to km
230.000.
The main objective of the consultancy service is to establish the technical, economical, and
financial viability of the project and prepare detailed project reports for widening of existing 2
lane road to 4 lane configuration.
The project highway is divided in four packages, details are as given below:
The proposed alignment starts on NH-17 (New NH-66) at existing Km.17.200 (Design
Km.17.200) near Thalapady village and ends at existing Km 57.200 (Design Km 56.200) near
Changala Village.

The Rate of Analysis and cost estimate has been worked out based on following;
1. The quantities have been worked out on the basis of inventory, design and drawing of bridges,
structures, geometric design output obtained from MX Software. The pavement quantities
have been worked out based on typical cross sections and pavement designs. The pavement
design is done based on traffic and laboratory investigations. The calculation sheets are enclosed
with the estimate.
2. The rate analysis has been prepared based on the Standard Data Book for Analysis of Rates year
2001-2002, first Revision published by IRC. The following considerations have been made with
regard to the basic inputs of rate analysis:
a) Labour Rate: Labour rates for rate analysis have been based on Delhi Schedule of Rates
(DSR-2016), Central Public Works Department, Govt. of India, with Cost Index applicable
from 01.04.2017 as per circular issued by Chief Engineer, P.W.D., Roads & Bridges and
Administration, Thiruvananthapuram, vide Memo No. CE/Admin/PLA/1014/2005 Dated
31.03.2017.
b) Plant &Machinery: Hire charges of machineries have been taken from year 2015-16 w.e.f.
01.11.2015 MOM issued by Chief Engineer (National Highways) and the same has been
escalated to present year.
c) Material: The basic rates for materials have been taken on approved quarry rates from Delhi
Schedule of Rates (DSR-2016), Central Public works Department, Govt. of India, with Cost
Index applicable from 01.04.2017 as per circular issued by Chief Engineer, P.W.D., Roads &
Bridges and Administration, Thiruvananthapuram, vide Memo No. CE/Admin/PLA/1014/2005
dated 31.03.2017. The sources of material are as follows
The above input components have been considered in the Standard Data Book and the individual
item rates arrived.
Summary of cost
· Main carriageway is at a higher level around the half of the length and hence, requirement of
Retaining wall and Reinforced earth wall all along, due to restricted of ROW 45m. Earth work cost
is on higher side due to high embankment.
· Main Carriageway width is proposed 2x10.5m.
· Major Bridges width is proposed for reconstruction 2x16m as per figure 7.3 and at widening
location is proposed to be as per Fig.7.6 / Fig. 7.7 of IRC: SP:84-2014.
· Major bridges and Minor Bridges in marine environment, total 8 numbers of bridges.
· 1.300 km long Flyover is proposed at Kasaragod Town and as per requirement higher no. of
VUPs/LVUPs and culverts per km length i.e. 11nos. VUPs/LVUP and 75nos of culverts in 39kms;
· Provision of concrete crash barrier throughout the project highway (as per TCS I to TCS III);
· Service road and RCC Covered drain throughout the project road length (From TCS I to TCS III
and TCS VII to TCS IX);
· Entire section of project road is proposed for re-construction.
· Repair and rehabilitation is proposed for the existing bridges (Which are in partially good condition)
Following issues / Points are highlighted with respect to provision/deviation from manual:

2 2.3 Right-of-Way 45 m
· Protective painting on exposed concrete surface and fusion Bonded Epoxy Coating for
reinforcement of bridges has been included in the cost estimate; As the proposed bridges are in
marine environment.
· Environmental clearance approval form MoEF is not required as per clause 7(f) of EIA Notification
2006 and subsequent amendment issued from MoEF.
· Clearance under wild life (protection) Act 1972 is not required.
· Forest land diversion as per Forest Conservation Act 1980 is not required as the proposed alignment
does not pass through any Reserved or Protected Forest.
· Costal Regulation Zone Notification (as per CRZ 1991 and applicable Amendments till date) is applicable.
