EXECUTIVE SUMMARY
On Tuesday, November 3, 2020, the 2020 United States Presidential Election was held; however,
the results of the election were contested, with many still arguing the election was fraught with
fraud. This has caused both sides to become embroiled in protests and their respective
supporters declaring their candidate to be the victor.
On the weekend of November 13, 2020, several demonstrations occurred supporting the
President's bid for reelection. These demonstrations, led by "Women for America First,"
attracted counter-protestors resulting in several fights between the groups. Further, the
Metropolitan Police Department (MPD) made a variety of arrests during the weekend.
On Saturday, December 12, 2020, there were several demonstrations in the District of Columbia,
once again led by "Women for America First." Unfortunately, the weekend was also marred
with fights and arrests between protestors and counter-protestors.
On Wednesday, January 6, 2021, Congress meets in joint session to count the electoral votes.
Due to the significance of this date, a "wild" protest has been announced to occur in the District.
Many organizations, including, "Women for America First," have filed permits to host
demonstrations. There are demonstrations to occur on Freedom Plaza, the Ellipse, and at the
United States Supreme Court. Further, due to internal politics between the organizing groups,
there will be demonstrations on Tuesday, January 5, 2021.
On Tuesday, January 5, 2021, the March to Save America, Stop the Steal, and Eighty Percent
Coalition will host a joint event on Freedom Plaza from 1300 hour to 2030 hours. On
Wednesday, January 6, 2020, the March for Trump in association with Women for America First
will host an event on the Ellipse from 0900 hours to 1700 hours.
Leading up to this point, the political season has been controversial due to protests and riots
related to George Floyd's death, the COVID pandemic, and other continuing First Amendment
demonstrations. Due to the increased First Amendment activity and the potential for violence,
MPD has developed the following plan for the time period from Monday, January 4, 2021
through Thursday, January 7, 2021.
On Monday, January 4, 2021, MPD will begin to activate CDU platoons with a full activation of
28 platoons to occur on Tuesday, January 5, 2021 and Wednesday, January 6, 2021. MPD will
work closely with the United States Park Police (USPP) and other law enforcement agencies to
ensure the safety off all involved with the weekend activity.

The Investigative Services Bureau (ISB), Professional Development Bureau (PDB), and the
Internal Affairs Bureau (IAB) will provide personnel for road closures and the Special
Operations Division will be activated to assist with any demonstrations during this timeframe.
ISB personnel will staff the Internal Traffic Box around the area of 16 th Street and these closures
will be implemented on Monday, January 4, 2021 at 1800 hours. Further, the intersection of 16th
Street and H Street, NW will be restricted to pedestrian foot traffic at the same time.
On Tuesday, January 5, 2021 and Wednesday, January 6, 2021, MPD, with USPP, will make
extensive traffic closures in the downtown area to ensure the safety of the public and participants
of these demonstrations and to allow for easier movement of law enforcement personnel.
MPD personnel will monitor the hotels, churches, and planned demonstration areas and maintain
high visibility.
The objective of MPD is to assist with the safe execution of any First Amendment demonstration
and ensure the safety of the participants, public, and the officers. CDU personnel and SOD
members will monitor for any demonstration and/or violent activity and respond accordingly.
Officers are reminded to be vigilant and on the lookout for any suspicious activities, no matter
how small, and immediately report it to their official. Officers shall have with them at all times
their issued Personal Protective Equipment (PPE), Chem/Bio Equipment, and wear a face-
covering while outside of their vehicle or anywhere in the public.
The following assignments listed in the manual are tentative and may change due to any
unforeseen demonstration or violence, which may be occurring that day.

Unified Command
Once activated, the JOCC's activation will last until it is determined demonstrations and/or other
activity has subsided and there is no longer a need to monitor the activity. Members should
make notification and report any incidents to include, but not limited to, terrorist attacks,
protestor activity, arrests, and use of force incidents, suspicious activity, property damage, and/or
injuries to personnel or citizens to the JOCC (or CIC). The JOCC commander will be Director

Due to the volatile political climate during this election cycle there is potential for violence in the
District of Columbia. Many organizations/groups have expressed a desire to commit violence if
they do not agree with the outcome of the election. In relation to events taking place around the
city, members must remain extremely vigilant for suspicious activity. Further, the Intel Division
will continue to monitor for any new information.
DC Code§ 7-2509.07 prohibits the carrying of firearms at a gathering or special event open to
the public. The code outlines the posting of signs and a restriction of 1000 feet from the posted
signage. SOD personnel will post signs along 15 th Street, Pennsylvania A venue, Constitution
A venue, and the 16th Street area prohibiting firearms in the First Amendment activity area.
Metro Stations in the downtown area will be operational from 0500 to 2100 hours on Monday
through Friday.
The DC Fire and Emergency Services are aware of these planned demonstrations and have
up staffed their personnel. Members needing the services of DCFD should request their
assistance from EMS #1 through the JOCC on the MPD radio zone (SDl-EVT).
The designated ADA accessible mass transit is any METRO Rail and METRO Bus. Individuals
may be dropped off and picked up at the following locations, which are also designated as Safe
Havens Sites and are ADA accessible:

All security perimeters erected shall ensure that no ADA access points are blocked and are kept
within the requirements of the District of Columbia Municipal Regulations and/or Federal

Should there be a need for any translation services, the member may request assistance from a
qualified member or utilize the Language Access Line (1-800-367-9559, Client ID: 911010,
Organization Name: MPD, Access Code: 601001).
The District's Department of Transportation (DDOT) will support this event by posting
Emergency No Parking (ENP) signs, blocking trucks, and Traffic Control Officers (TCO's).

Religious Institutions
On Saturday, December 12, 2021, criminal activity occurred at a few of the religious institutions
in the District of Columbia. Specifically, at 926 11 th Street, NW, the Asbury Methodist Church,
a "Black Lives Matter" banner was destroyed and set on fire. The following are list of houses of
worship that are in the immediate area. Members will pay special attention to these locations for
any further criminal activity.
DPW bicycle racks are positioned on the north and south ends of the 800 block of Vermont
Avenue, NW. This area will be a staging location for MPD personnel and vehicles. Further,
DPW will provide bicycle racks for the following locations. The bicycle rack, in conjunction
with police cars and blocking vehicles will create a barrier in which no person or vehicle will be
allowed to pass. The bicycle rack for these locations will be delivered at 1800 hours on Monday,
January 4, 2021.

Officers and sergeants working this detail shall wear their Class "B" service uniform and all
members in the rank of lieutenant and above shall wear the Class "B" service uniform with white
shirt. CDU members assigned to mountain bikes shall wear their issued mountain bike uniform.
Required Equipment
All members shall bring their duty belt, Personal Protective Equipment (PPE), visibility vest,
whistle, laser glasses, fully charged flashlight, and issued Body Worn Camera (BWC). All
members on this detail shall wear their issued MPD radio earpiece.
CHEM/BIO Equipment
Members are to bring ALL of their issued CDU and Chem/Bio Equipment to this detail. CDU
officials are responsible for ensuring all members arrive with the required equipment.
The Public Information Office, under the direction of Mr. Dustin Stembeck, will be in charge of
media relations regarding this event. The PIO will arrange all press conferences and the staging
of the press and news media vehicles, in cooperation with the Incident Commander.

Intelligence Division (Intel)
Intel will have members assigned to this detail and will monitor for any new information in
reference to First Amendment activity.
With the heightened potential for civil disobedience to occur, the Narcotics and Special
Investigations Division (NSID) shall activate High Volume Prisoner Processing protocols
beginning at 0900 hours on Tuesday, January 5, 2021 and Wednesday, January 6, 2021. NSID
will provide transportation assets on Thursday, January 7, 2021 beginning at 0900 hours. These
transport vehicles will stage in the 800 block of Vermont Avenue, NW.
With the heightened potential for civil disobedience and/or violence to occur, the Internal Affairs
Bureau (IAB) has activated a rapid response team to respond to any incident involving serious
uses of force or complaints serious allegations against MPD Members beginning at 0900 hours
from Tuesday, January 5, 2021 through Thursday, January 7, 2021.
With the heightened potential for civil disobedience and/or violence to occur, the Criminal
Investigations Division has activated rapid response teams to respond to any criminal activity
related to this detail and demonstrations beginning at 0900 hours from Tuesday, January 5, 2021
through Thursday, January 7, 2021.

PERSONNEL ASSIGNMENTS
On Saturday, June 6, 2020, Mayor Bowser officially dedicated the stretch of roadway on 16th
Street between I and K Street, NW as "Black Lives Matter Plaza." This area continues to be the
focal point of marches and demonstrations.
For any member working the 16th Street Detail, it is imperative the members maintain a visible
presence along 16th Street, H Street, and I Street. Members must ensure there are no vendors in
the area, to include any vendor with carts, tables, or tents. Further, food trucks are not be to be
parked along I Street or H Street, NW. The purpose of the strict enforcement is to ensure the
area does not become a party or vending zone. In keeping the area clear of food trucks and

unnecessary issues associated with illegal vending and groups gathering with ill-intentions.
The CDU squads assigned to the 16th Street detail are responsible for the following assignments.
CDU squads will pay attention to the following areas, no matter their assignment:
The Fence: While MPD is not maintaining a presence on what was formerly known as the
"chute" in front of St. John's Episcopal Church, it will be important to monitor the
fence line. No person is to cross the police line (the metal fence) or hang signs on
the fence. It is important for the members to monitor the fence line and ensure
that pedestrians do not block H Street at the intersection of 16 th Street, NW.
The Street: Members will monitor 16th Street and the surrounding area for any demonstrations
or for any potential issue or disturbance. It is important to not allow any vending in
the area.
Traffic: Members assigned to traffic posts will be positioned to make closures if necessary
for public safety. No vehicle is allowed to drive on 16th Street between H Street
and K Street except for vehicles being valeted at the St. Regis Hotel or traveling to
the Hay Adams Hotel. The hotels are allowed to use the valet driveway in front of
their respective locations. However, members should deny access ifthere is a
public safety issue on 16th Street, which would cause an incident if a vehicle drives
onto 16th Street. Further, it is important for the members at 16 th Street/I Street
and 16 th Street/K Street monitor and respond to any potential disturbances.

Bike Rack: Members assigned to the bicycle rack will restrict pedestrian and vehicle movement
upon making the closure of the police lines. The following locations will be posted
with bicycle rack:
All members will monitor 16 th Street and the surrounding area for any potential issues or

All issues will be reported to the SOD Incident Commander.
On Monday, January 4, 2021, at 1800 hours, the bicycle rack and police lines will be established
around the intersection of 16th Street and H Street, NW. No person or vehicle will be allowed to
enter cross the police lines unless they are a patron of the hotel or an employee of one of the
businesses or government buildings.
Patrons attempting to exit or leave the Hay Adams Hotel by vehicle will use the vehicle gate at
Connecticut A venue and H Street, NW. It should be noted, the parking garage for the Hay
Adams is located in the 1500 block of I Street, NW and the valets will be allowed to drive
counterflow on I Street from Connecticut A venue to access the garage.
Patrons attempting to exit or leave the Hay Adams Hotel by foot will be allowed to use the
vehicle gate at Connecticut A venue and H Street, NW or northbound on 16th Street through the
bicycle rack.

Traffic Assignments
Overview
In order to manage and mitigate any potential demonstration and response by MPD, members
will be on post ready to make traffic closures in the following areas.
Instructions
Traffic posts are to act as vehicle gates. A vehicle gate is a blocking vehicle to restrict traffic
from entering the block that is closed. With some of the traffic posts, there will be a DPW
blocking vehicle (dump truck) with the MPD traffic post. Please ensure the blocking vehicle or
the MPD vehicle is not blocking the crosswalk. Further, leave one outbound lane open for traffic
to exit the traffic exclusionary zone, while, at the same time, ensure it is clear to approaching
motorists that the street is closed.
If a motorist approaches your post and they live within the restricted area, or have credentials
showing they work in the area (Secret Service, State Department, Smithsonian, etc.,) then allow
the vehicle through if it is safe to do so (in other words, it is safe because there are no
marches, demonstrations, or people blocking the streets).
This box will be located from 15 th to 17th Streets NW and H to K Streets NW and will be
implemented on Monday, January 4, 2021 hours at 1800 hours. Only hotel traffic, or essential
employees, will be allowed in this area while it is safe to do so. This closure will be held
through Thursday and will be reopened at the discretion of the SOD Incident Commander.
This traffic box is designed to minimize the amount of traffic and prevent unnecessary vehicles
from traveling through the area, which will aid in response for emergency vehicles, assist in
mitigating moving demonstrations, and provide demonstrators protection from vehicles.
Beginning on Tuesday, January 5, 2021 and Wednesday, January 6, 2021 at 0600 hours, MPD
will close the Traffic Exclusionary Zone. These posts will be covered beginning at 0930 hours
on Thursday, January 7, 2021 - but will only be closed for public safety reasons.
This traffic box extends to the east of the Traffic Exclusionary Zone. On Tuesday, January 5,
2021 and Wednesday, January 6, 2021, MPD will close these posts prior to the march to the
Supreme Court and at the discretion of the SOD Incident Commander.

District CDU
District CDU platoons have been activated and will be deployed to assist with the 16 th Street
Detail, First Amendment demonstrations, and/or response to any violence.
All CDU platoons will be provided passenger vans for transportation to their detail assignment.
Mountain bike platoons will also be provided a van to store their CDU equipment.
The CDU platoon lieutenants will conduct roll calls at their respective districts and check in with
the designated SOD official within thirty minutes from the start of their tour and send a copy of
the roll call to [email protected] and [email protected].
The following assignments listed in the manual are tentative and may change due to any
potential demonstration or riotous activity, which may be occurring that day. Check in
with the SOD Incident Commander to confirm the assignment listed or for new
instructions.
CDU lieutenants will respond to their designated areas and sergeant shall ensure their squads
maintain high visibility. Members are reminded to be aware of their surrounding and monitor
for any criminal or suspicious activity.

Special Operations Division (SOD)
SOD will have personnel to assist with this detail and will assist with any demonstration.
• Long Range Acoustical Device (LRAD) - The LRAD along with the warning sheets shall
be deployed by the DSO members along with the munitions load out and arrest kits.
• Ensure that the CIC is notified of any demonstrations that come up immediately.
• Should any demonstrations come up wherein demonstrators block intersections or
roadways, give timely allowance and accommodate by utilizing personnel to bump traffic
out and detour the traffic around the affected area. Any decisions to make arrests for
blocking passage shall come through consultation with the Special Operations Division
Commander.
• Any individual acts of violence or crimes committed shall be handled in accordance with
the MPD Standard Operating Procedure on Handling First Amendment Demonstrations.
