The City Government of Manila, through the Department of


Public Services, in partnership with the Department of
Environment and Natural Resources – Ecosystems Research
and Development Bureau (DENR-ERDB) launched the “Nilad for
Maynila” project last December 29, 2020. The goal of this project
ESSENTIAL (E) 3
is to bring back the Nilad population in the tidal creeks and river
mouths of Manila to contribute to the Manila Bay rehabilitation
effort and Climate Change resilience of the country.
The City Government of Manila, through the Department of
Public Services, entered into an agreement with Clean Air Asia
and 3M Philippines for the “Asia Blue Skies” Project last
November 27, 2019. This is a 5-year project which aims to

deliver air quality solutions through the development of a
science-based Clean Air Action Plan for the City of Manila.
Under City Ordinance # 8174, otherwise known as an ordinance
creating the Manila emission control system for motorized
vehicles and providing penalties for smoke-belching vehicles
plying and traversing the territorial jurisdiction of the City of ESSENTIAL (E) 3
Manila, the Department of Public Services shall implement and
enforce the vehicle emission standards to uphold the
environmental sanitation of the City.
There are other Local Government Units (LGUs) that issue an
Environmental Clearance to establishments that are compliant
with their own Environmental Codes and other national
government sanitation and environmental standards. This URGENT (U) 3
clearance is valid for one (1) year and must be renewed
annually. Currently, this is not being issued because there is no
City Environmental and Natural Resources Office (CENRO).
The City of Manila has a total of thirty-one (31) esteros. Most of
these esteros have been riddled with garbage and are not fit for
life. To aid in the clean-up of esteros, the Department of Public
services created its Estero Rangers who are tasked to conduct
regular clean-up operations of Esteros. There is a need for the
rehabilitation of these esteros especially those connected to the
URGENT (U) 3
Manila Bay in order to achieve the water quality standard Class
C level which is suitable for the propagation of aquatic life. There
must be established linear parks and other greening programs to
ensure the rehabilitation of these esteros.
The City Ordinance # 8729, otherwise known as “An Ordinance
authorizing the Deputation of Environmental Police under the
Department of Public Services (DPS), defining their duties and
functions and for other purposes” was approved by February 26,
2021. Under this Ordinance, authorized deputized personnel

under the DPS to apprehend all violators of the different
environmental laws and ordinances for the protection of the
environment.
In compliance with Section 32 of the Republic Act No. 9003, also
known as “Ecological Solid Waste Management Act of 2000”,
there should be an established Materials Recovery Facility
(MRF) in every barangay or cluster of barangays. The City of
Manila established its MRF located inside the Manila Zoological
and Botanical Garden which will cover the Barangays with
neither MRF nor MRS. It started its regular operation last
January 24, 2022. It has a drop-off area that holds the incoming
waste for segregation and the waste for disposal. Recyclables
are stored in the storage rooms after sorting. It is also equipped ESSENTIAL (E) 2
with equipment that can process biodegradable wastes. The
Bioreactor was donated by the Department of Science and
Technology (DOST) with a capacity of 500 kg per day and the
Biocomposter was donated by DENR with a capacity of 1,000 kg
per day. The final output of both technologies/equipment is a soil
conditioner that can be used for ornamental plants, backyard
gardening, landscaping, and greening programs in the City.
Currently, the Public Recreations Bureau (PRB) used it on
ornamental plants located in the Manila Zoo.
In line with section 12 (1) of the Republic Act # 9003, otherwise
known as the “Ecological Solid Waste Management Act of 2000”,
the City Solid Waste Management Board shall develop the City
Solid Waste Management Plan that shall ensure the long-term
management of solid waste, as well as integrate the various solid
waste management plans and strategies of the barangays in its URGENT (U) 3
area of jurisdiction. The City of Manila submitted its 10-year Solid
Waste Management Plan to the National Solid Waste
Management Commission (NSWMC) last 2015 which will be
valid until 2024. There is a need for the updating of the 10-year
Solid Waste Management Plan before its expiry.
Crafting the Climate Resilient and Localized Urban Greening
Plan which will guide the city in establishing and maintaining
sufficient area of greenspaces to promote healthy urban living as

well as to adapt in the different effects of Climate Change.
Realizing the need for a greener urban environment to elevate
the quality of the life of its citizens, the current administration of
the City of Manila through the CPDO-MNL has committed itself to
design and develop the Manila Urban Resource Green Network
for Connectivity, Resiliency, Identity, Security, and Productivity.
This Project entails the following:

- Development of Connecting Pedestrian and Bike Networks to
Adjacent Parks
- Continuous Tree Planting and Green Landscaping of the City
The project aims to increase the areas allotted for Urban/City
green spaces such as vertical farming or urban agriculture to
improve air quality, provide a well-balanced environment, and
increase in food production. The project involves an assessment ESSENTIAL (E) 3
for the preparation of vertical farming project followed by
training/seminar workshop for the barangays and launching of
the vertical farming project.
The project aims to increase the areas allotted for Urban/City
green spaces such as vertical farming or urban agriculture to
improve air quality, provide a well-balanced environment, and
increase food production. The project involves an assessment for NECESSARY (N) 3
the preparation of the vertical farming project followed by a
training/seminar workshop for the school personnel and the
launching of the vertical farming project.
The creation of an ERT aims to ensure the security and safety of
the people within the workplace and throughout the community.

The creation of wastes is inevitable, they are everywhere. The
