Guam
Driver's License Requirements On Guam
Active duty service members are exempt from
obtaining a Guam driver’s license so long as they
retain a valid (unexpired) driver’s license from
their home state. However, their dependents
must obtain a local driver’s license within 30
days of arrival to Guam to avoid potential fines.

The following documents are required to apply


for a Guam Driver’s License:
• Valid stateside or territory driver’s license
• Valid ID (Passport, Military ID, Green Card,
Guam ID, Stateside ID, Firearm’s ID,
Naturalization Certificate)
• U.S. Social Security Card or Social Security
Certification from the Social Security
Office

U.S. Coast Guard Sector Guam

Military Spouses Residence Relief Act (MSRR)
• The Military Spouse Residency Relief Act (MSRRA) does not exempt or override
dependents from having to adhere to the local Guam driving regulations/laws.
• The dependent in possess of all of the above mentioned documents will
surrender their valid stateside license (which will be returned to their possession
with a hole punched at the expiration year).
• The family member will have to complete the driver’s license application form,
have their picture taken, and pay a fee of $25.00 for a valid Guam driver’s
license. This license is valid for four years. (A higher fee can be paid for a five year
license.)

For those who are not staying in Guam for over a year but longer than 30 days, there
is the option of an extension that allows individuals to keep their out-of-state license
longer, for a fee of $25 which will have to be submitted and paid for at the Guam
Department of Revenue and Taxation -Motor Vehicle Division office in Tamuning.

How to obtain a Guam Driver's License:
• Active Duty Military Member with a valid driver’s license:
Active duty military personnel assigned on Guam are not required to get a Guam
license if their current license from one of the 50 United States or a United States
territory is valid.
• Active Duty Military Member without a valid driver’s license:
Follow procedures for First Time Driver over 18 years of age.
• First Time Drivers over 18 years of age must:
o Possess a valid certificate of completion from a driver's education service
consisting of 40 hours training (32 classroom hours and 8 in-car hours)
o Present a valid form of identification
o Complete Driver's License Application Form
o Pass written & road test
o Must be accompanied by a designated driver that is 21 years of age or
older holding a Guam driver’s license
o If a minor, parents need to accompany minor applicant and must have a
valid Guam driver’s license.
• Required documents are:
o Certificate of completion from Driver’s Education course;
o Original social security card (issued by Social Security Office);
o Photo ID.
• Spouse or Dependent with a valid driver’s license:
o A valid driver's license from any of the 50 U.S. States or U.S. territories may
be used for up to 30 days after arriving on Guam
o Must be at least 18 years of age
o Present a valid form of identification
o Complete a Driver's License Application Form
o Pass Vision Test
o No Written or Road test is required
o Social Security Card – original or certification from Social Security office
• Fees:
o Written Exam: $15.00
o Learner’s permit: $10.00 (valid for 2yrs from date of issue)

Appointments are required to take the driver’s written
and road examinations.

How to Obtain a Motorcycle License


In the event the active duty service member or dependent has a valid motorcycle
license from any of the 50 states of the United States or its territories, a Guam
motorcycle license must be obtained within 30 days of arriving. PLEASE NOTE: upon
obtaining your Guam ML, you will forfeit and surrender your prior state license(s).
• No exam is required, except for a vision test performed at the Department of
Motor Vehicles.
• To transfer the motorcycle license costs a $25 fee will be assessed
• The following are the documents required:
o A valid (unexpired) motorcycle license
o A photo ID (Military ID, Passport, Stateside ID, etc.)
o Social Security Card – original or certification from the Social Security
office

GUAM MOTORCYCLE TRAINING AND
LICENSING INFORMATION
Because of the unique conditions of Guam’s roads, all military personnel who wish to
operate a two-wheeled vehicle over 50cc’s must attend a motorcycle safety course,
regardless if he/she has already completed/passed such a course at another base. See
the following for more information on the use of motorcycles in Guam.

Motorcycle Training Requirements:


Operators shall be prepared to operate/ride their motorcycle/scooter, and must have
the following in their possession at all times while operating either on or off base:
• Valid Guam motorcycle license or permit (50cc engine and above)
• Valid vehicle operator’s license for 49.5cc and below
• Valid Motorcycle Safety Foundation (MSF) completion course card (If applicable
to take Level II)
• Current vehicle registration and proof of insurance

In addition, in accordance with NAVBASEGUAMINST 5560.2D, the following


Personal Protective Equipment (PPE) and safety equipment for operators and their
passengers shall apply:
• Helmet meeting Department of Transportation (DOT)/Snell standards shall be
worn and properly fastened under the chin. Fake or novelty helmets are
prohibited
• Protective eye protection designed for motorcycle operators (impact/shatter
resistant glasses/goggles, wrap around glasses sealing the eyes, or face shield
properly attached to the helmet) shall be properly worn
• Sturdy over the ankle footwear (shoes/boots) that affords protection for the feet
and ankles, and must have a heel. Athletic shoes do not meet the requirement
• Long sleeved shirt or jacket, long-legged trousers, and full fingered gloves or
mittens designed for use on a motorcycle

• Brightly colored outer upper garment during the day and a reflective upper
garment during the night (6 pm to 6 am). The outer upper garment shall be
clearly visible and not covered. Military uniforms do not meet these criteria.
• Motorcycle operators shall ensure motorcycle headlights are turned on at all
times while the motorcycle is being operated on or off base
• Motorcycles shall be equipped with all original safety equipment as designed and
installed by the manufacturer. Equipment shall be operable in accordance with
OPNAVISNT 5100.12J.

LEVEL I – Initial Course
Basic Riders Course (BRC) (23 hours)

DAY 3 (0830-1530 hrs) – Range

Privately Owned Vehicles (POV) and
Motorcycles Registration
The following documentation is needed to apply for Guam Vehicle Registration:
• Certificate of Ownership (title) or Lien Certificate from the financial institution
(lienholder) – Ask the bank the vehicle is leased or financed with.
• The original manufacturer's Certificate of Origin (for brand new vehicles only)
• Certification of Automobile Liability Insurance (proof that the vehicle is insured)
• Completed Guam Vehicle Registration Application Form
• A passed Guam vehicle safety inspection checklist

Registering under the Service Members Civil Relief Act (SCRA)


Service members can maintain their current plates registered with their state of
residence provided the state allows service members to keep their registration
active out of state (states have different laws in this matter. For more information
click here).
In general, you must meet the following requirements to register your vehicle under
the Service Members Civil Relief Act:
• Be an Active Duty member of the U.S. Armed Forces
• Possess a current Military Identification Card
• Have current U. S. Mainland Vehicle Registration Certificate
• Pass a Guam Safety Inspection Checklist
• Certification of Automobile Liability Insurance (Public Law 20-216)
• Complete Service Members Civil Relief Act Application Form

NOTE: Spouses and dependents with a power of attorney are not entitled to the benefits
enumerated under Title 50 U.S.C. 511 Section 574 of the Service members Civil Relief Act.

Registration Fees
Registration fees vary according to vehicle type and size. Fees are based on weight
and capacity. See the Guam Vehicle Tax website for more information.

Guam Vehicle Tax


• Any vehicle, new or used, owned less than ninety (90) days is subject to a 4% tax
when shipped to Guam, even if the car is validly registered in another state.
• The taxable amount is calculated on the basis of the purchased price of the
vehicle.

Base Registration
While POV stickers are no longer required, all personnel who drive on base must
register their vehicles at the Visitor Control Center, right outside of the main gate.
