Introduction | Hazard and Operability (HAZOP) study for the Vendor Packages _P&lDs for Central Processing Facilities: Phase-1- Badra Oil Field Project was carried cut between 3° September 2012 and 13° September, under the Chairmanship of Mr_Sundara rajan from Environmental Resources Management (ERN), an independent HSE consultancy. This report presents the details ofthe HAZOP Study carried ou 3.2. Project details The project consists of new onshore oil field development in Iraq, The Detal Engineering for Phace | for B BADRA oi field development is divided into two phases: Early production consist mainly ofa gathering system from 8 wells (Badrat, 605, 804, 1803, B02, PS, P6, PA}; separation train; crude oll export pumps to cater to the equiremént of TRAIN'A™. The custody metering line; all necessary power and instrumental faclities. No produced water is expected in ths early field Wife. The plant shall be capable to produce up to 60,000 BOPD. Phase |Full field development: Where 170000 BOPD will be produced from 17 well ‘Adaitional Oil Processing Trains 8 and C with design capacity identical to TRAIN A shall be added. Phase Il Full field development: Gas from all the three trains shall be processed in two {5 processing trans. In tis phase, produced Water treatment and water injection facilities will be added. (Exciuded from the ‘scope of supply of Phase t contractor). 3.3. Study Objectives and Scope of Work “The objective of the HAZOP study is to identity hazards and operability problems that may be encountered during the operation of the Equipments with a goal to provide an opportunity to make rmitigating design changes on a timely bass. It will also identity safety and operability issues with potentially significant cast impact, not Considered in the current design, thereby verifying the design bass ‘or a controlled cost estimate suzon aren Fox veorpnccacs| ATE se | Petrofag @é EAZPROM bone 2043-205.8P 005 oy ‘The scope of work consists of the follwing Vendor Packages forthe Phase 1: [aie Genetatln ace 2 [Ot pert eter pada 5 [tut ony so 4 Intent A Canpreior © Die PARGGE an ‘topes Conran Pacase Ft Gas Membrane Pocage Gas Engine Gato Potage fire Pecage 4.0 HAZOP PROCEDURE/METHODOLOGY ‘The HAZOP Stuy was conducted in accordance with the HAZOP Review Procedure [1]. ‘The procedure i Briefly explained inthe following subsection. ‘Though the following fs the general Procedure adopted , since the present HAZOP is for Equipment being supplied by the vendors, in some of the places this procedure could not be applied. inthis case, the operation of the system was discussed in detail land the Recommendations have been recorded 4.1, Nodes For Study ‘The process was broken down into manageable sections (nodes) based on the plant design and its complexity. Parameters ‘The guidewords and parameters used for the study are presented in Table 4.1. Each rode was considered in detail to identify any. potential problems in safety or ‘operations that may arise due to deviations in the process parameters, The Causes fand Consequences of each deviation were Identified and the HAZOP team then evaluated the adequacy of existing safeguards, and where necesary, additional Safeguards were recommended a5 Actions, Table 4.1 Guidewords/Parameters and Related Deviations razor renonrronvenoonacxaces| AEebusmee | Petrofag (>) DEVIATIONS _ | HAZOP GUIDE WORDS | PARAMETER ‘COMMENT [Noftow Fiow | Ne/Low ~ | tow More Flow ‘Morel High Flow — Reverse/Misdirect [Reverse Flow ed Flow ore/High "Wore High Pressure Pressure4 cazpram coon sosamvenmaoe | A eonoa 6 CE ERLEROM | sazor neronr ron venoorpacxaces| pyre were” | Petrofag DEWTIONS | WAZOP GUIDE WORDS | PARAWETER | CONMENT tor Fesure [Low Presre [ds van wore gh NOTA Tense Tongestuce i Cow erp | To at ge ————f oa - (Dev Taw terete a feet, Imre lon level od (osafmertee eet _| ontaiaion | wll ca SantoatPhoe [°° Compete at Toxmpaition ie aso wea thorge! assaf Phe | Rhee apleate phase [ar oie Tube ak, oer es ro vty freesRe QcATPROM | op ttrenrYonrnccrrnnors| Oe se0 |Petrofac @ HAZOP process is shown above schematically z L “(epee je isk Ranking during Hazop: In order to have an idea about the Risk levels, a ris-ranking scheme has been used during the HAZOP study according to their estimated severity and likelihood. A Ust of recommendations arrived at is ‘included in Section 6 under the Tables 6.1 £0 6.9 Wherever identical streams are available, HAZOP has carried out for one stream and the recommendations arrived at shall be applicable forthe other stream als. 4.5. Assumptions Following assumptions were made regarding the basis of the design and these were generally agreed by the HAZOP study team In case of multiple equipment (with duty and standby/spare equipment) inside a uit, the study was conducted for one set of equipment. The recommendations from this study will therefore apply for such similar systems as well. The study has however, considered the impact of simultanous operation of systems in parallel or soriet Including the control requirements and the effect of trip of one system an the other. Hazards arising from a double jeopardy were not considered as the prebability of such fallue is remate, A single check valve was deemed to be an acceptable safeguard against reverse flow, ‘unless the team felt that fallure of the valve would lead to. unacceptable ‘consequences, o the ciferental pressure is so high that leakage would be inevitable, Rupture of equipment was not considered except for tube rupture/ seal leak; however, overall 33s leakfire scenario was reviewed, ‘The plant was assumed tobe well maintained. Valves specified as LO/LC or CSO/CSC are not considered as causes for deviations due 19 operator error. ‘Common plant operating practices in some cates were Usted as safeguards and were assumed to be included in the Standard Operating Procedure (SOP}, although the Procedure had not been drafted at the time of the HAZOP meting. It =Rev Eh sateHOM | coo tehrNctacertreuces] See | Petrofac @ recommended that this HAZOP report should be referred when developing the plant ‘operating procedure. 5.0 HAZOP SESSIONS 5A.
