(Proper Handling of Dangerous and Hazardous Wastes)

Introduction

Hazardous Wastes these are substances that are without any safe
commercial, industrial, agricultural or economic usage and are shipped,
transported or brought from the country of origin for dumping or disposal
into or in transit through any part of the territory of the Philippines.

By-products, side-products, process residues, spent reaction media,


contaminated plant or equipment or other substances from
manufacturing operations and as consumer discards of manufactured
products which present unreasonable risk and/or injury to health and
safety and to the environment.

A hazardous waste is a waste with properties that make it


dangerous or capable of having a harmful effect on human health or the
environment. Hazardous waste is generated from many sources, ranging
from industrial manufacturing process wastes to batteries and may come
in many forms, including liquids, solids gases, and sludge’s.

Hazardous waste refer to solid waste or combination of solid


waste or pose a substantial present or potential hazard to human health
or the environment when improperly treated, stored, transported, or
disposed of, or otherwise managed.

CHARACTERISTICS OF HAZARDOUS WASTE:

 Explosive
 Flammable Liquids/Solids
 Poisonous
 Toxic
 Ecotoxic
 Infectious Substances
 Clinical wastes
 Waste oils/water, hydrocarbons/water mixtures, emulsions.
 Wastes from the production, formulation and use of resins, latex,
plasticizers, glues/adhesives.
 Wastes resulting from surface treatment of metals and plastics.
 Residues arising from industrial waste disposal operations.
 Wastes which contain certain compounds such as: copper, zinc,
cadmium, mercury, lead and asbestos.

CHARACTERIZATION OF HAZARDOUS WASTE:

Hazardous or chemical waste includes but is not limited to any


stock chemical or chemical reagent that may inhibit one or more
of the following physical hazards:

1. Toxicity - the materials exhibit a significant characteristic or


toxicity to human health or the environment.
2. Reactivity or explosiveness - the material reacts violently with
water, forms potentially explosive mixtures with water, generates toxic
gases, vapors or fumes when mixed with waste, or is unstable and can
undergo a violent physical change.
3. Ignitability - the material presents a significant fire hazard at room
temperature.
4. Corrosivity - the material has a pH, whether acidic or basic, that
will corrode steel or injure human tissue. This includes materials with a

pH less than 5 or greater than 10, regardless of strength of the acid or


base.

CLASSIFICATION OF HAZARDOUS WASTE:

Hazardous wastes are classified on the basis of their biological, chemical,


and physical properties. These properties generate materials that are
either toxic, reactive, ignitable, corrosive, infectious, or radioactive.

1. Toxic wastes are poisons, even in very small or trace amounts.


They may have acute effects, causing death or violent illness, or
they may have chronic effects, slowly causing irreparable harm.
Some are carcinogenic, causing cancer after many years of
exposure. Others are mutagenic, causing major biological changes
in the offspring of exposed humans and wildlife.
2. Reactive wastes are chemically unstable and react violently with
air or water. They cause explosions or form toxic vapours. Ignitable
wastes burn at relatively low temperatures and may cause an
immediate fire hazard.
3. Corrosive wastes include strong acidic or alkaline substances.
They destroy solid material and living tissue upon contact, by
chemical reaction.
4. Infectious wastes include used bandages, hypodermic needles,
and other materials from hospitals or biological research facilities.
5. Radioactive wastes emit ionizing energy that can harm living
organisms. Because some radioactive materials can persist in the
environment for many thousands of years before fully decaying,
there is much concern over the control of these wastes. However,
the handling and disposal of radioactive material is not a
responsibility of local municipal government. Because of the scope
and complexity of the problem, the management of radioactive
waste particularly nuclear fission waste is usually considered an
engineering task separate from other forms of hazardous-waste
management.

Occupational Safety and Health Standards (OSHS)

Occupational Safety and Health Standards (OSHS) refers to a


set of rules issued by DOLE which mandates the adoption and use of
appropriate practices, means, methods, operations or processes, and
working conditions reasonably necessary to ensure safe and healthful
employment.

The OSHS is the DOLE’s tool for promoting and maintaining a safe
and conducive working environment so that workers are protected from
work-related hazards and risks.

Republic Act No. 11058

Republic Act (RA) No. 11058. An Act Strengthening Compliance


with Occupational Safety and Health Standards and Providing Penalties for
Violations Thereof (OHS Law).

With the enactment of Republic Act No. 11058, Filipino workers are
given better protection in the workplace. This law ensures safer
workplaces by requiring employers to provide complete safe work
procedures, information dissemination about work-related hazards, safety
and health training, and protective equipment.

Under the new OSHS act, also known as RA 11058, employers are
now required to comply with occupational safety and health
standards, including updated training requirements, mandated on-site
clinic facilities, audit and tracking of compliance, informing workers on all
types of hazards in the workplace and giving workers

AIMS OF OCCUPATIONAL SAFETY AND HEALTH STANDARDS


(OSHS):
1. The promotion and maintenance of the highest degree of physical,
mental and social well-being of workers in all occupations;
2. The prevention among workers of departures from health caused by
their working conditions;
3. The protection of workers in their employment from risks resulting
from factors adverse to health;
4. The placing and maintenance of the worker in an occupational
environment adapted to his physiological and psychological
capabilities; and
5. The adaptation of work to man and each man to his job.

How to Handle Wastes


Waste management is the process of treating wastes, and it offers a
variety of solutions for recycling items that don’t belong in the trash. This
is a process that each and every household and business owner in the
world needs. Waste management disposes of the products and
substances that you have used in a safe and efficient manner.

STEPS IN PROPER HANDLING OF DANGEROUS AND HAZARDOUS

WASTES:

1. Evaluate your waste – to be able to handle the waste properly,
the company first needs to determine whether the waste is
hazardous or not, and whether handling of that particular waste
is regulated by legislation. This step is often called classification
or categorization of the waste.

2. Store your waste – depending on the type of waste, there will


be different requirements in terms of storage facilities. Waste can
be in solid or liquid form, so it is important to store it according to
its characteristics. Hazardous waste must be stored in a sturdy,
leak-proof container that is kept closed when not adding or
removing waste. Different kinds of waste may require different
types of storage containers. The container must be labelled with
the words “Hazardous Waste“, a clear description of the contents,
and the date when the waste is first placed in the container.
Containers must be stored on an impermeable surface with
enough aisle space to allow for weekly container inspections.
Additional requirements for outdoor storage include:
 Controlling access to the containers
 Protecting the containers from the elements
 Storing containers of liquid waste on a curbed and
impermeable surface to contain accidental leaks

3. Label the waste – non-hazardous waste doesn’t have to be


labelled in any special way. On the other hand, hazardous waste
labelling is often prescribed by law and in most countries; the
company must obtain a license for even generating some kinds
of hazardous waste. The label for marking packed hazardous
waste usually contains the following information:

Warning: HAZARDOUS WASTE


 Information about the waste owner who packed the
waste: name, address, telephone, date of packaging,
name and surname of the person qualified to be
responsible for that job.
 Physical characteristics of the waste: powder, solid,
viscous substances, pastes, sludge, liquid substance,
gaseous substances.

4. Transport and dispose your waste properly – the company


is responsible for its hazardous waste forever. To help ensure that
hazardous waste is transported and disposed of properly, and to
reduce your liability, choose a transporter that fulfills the
following requirements:
 Has a hazardous waste identification number
 Is currently licensed or permitted as a hazardous waste
transporter
 Has fulfilled specific training requirements
 Maintains adequate liability insurance
 Carries credentials in the vehicle
 Transports the waste to a permitted hazardous waste
facility

5. Plan for emergencies – handling hazardous waste leaves room


for emergency situations caused by mistreatment of the waste or
any other cause. Plan for emergencies in the following
ways:
 Maintain spill and appropriate emergency response
equipment in an accessible area.
 Train employees in the emergency response procedures
that are appropriate for your site.

6. Train personnel – training all employees who have any role in


handling, storing, or otherwise managing hazardous waste is a
necessary step for ensuring compliance with hazardous waste
rules. Personnel must be familiar with each waste’s hazards,
appropriate safety procedures, and all aspects of compliance.
For each of the employees who will be engaged in any segment
of the waste management system, it is necessary to provide
adequate training and working conditions.
The training should include an introduction to:
 Basic procedures for waste management;
 Human and environmental risks;
 Measures of precaution in waste management; and
 Responsibilities and authorities.

In the process of implementing a waste management system,


the training should be conducted by professionals who have
worked on the creation of the waste management plan.

7. Keep records – the purpose of keeping records is to provide


evidence that the waste is stored according to the procedures.
The usual records to be kept are the ones of generated waste by
type and amount, and records of waste deployed to an
authorized organization.

PRELIMINARIES/INTRODUCTION (WHAT I NEED TO KNOW)
 Let the students think and give their idea about performing processing
farm wastes (Proper Handling of Dangerous and Hazardous Wastes
According to OSHS) agricultural crop production on page 8 on this
module. This module encourages you how to perform processing farm
wastes (Proper Handling of Dangerous and Hazardous Wastes
According to OSHS). Various activities are provided for you to meet the
target skills.
PRE ASSESSMENT (WHAT I KNOW)
 Answer the 15-item questions under “What I Know” on page 8-9 on this
module.
Reminder: Read the direction carefully. However, scores are not recorded.
Questions are given to check the prior knowledge of the learner to the
lesson to be discussed.
 After answering the question under “What I Know”, instruct the learner to
read the introduction of the lesson.
