ln accordance with the provisions of Republic Act No. 't 1223 or lhe Universal Health
Carc Act, and to ensure the widest access to affordable health services, the National
Govemment has launched the Konsultasyo ng Sulit at Tama Program or Konsulta, a
primary care benefit package that includes consultations, health risk screening and
assessment, laboratory tests, and maintenance drugs and medicines. This benefit
package may be availed of by PhilHealth members and their declared legal
dependents in their accredited facility of choice.
The Office of the President (OP), through the initiative and leadership commitment of
the Honorable First Lady Marie Louise "Liza" A. Marcos, aligned with their efforts to
ensure human development by making preventive health care accessible to all
especially the marginalized Filipino families, enjoins the support of our LGUs to the
Konsulta program and its related initiatives.
As authorized Konsulta providers may be LGU-operated health units and facilities, the
program thus serves as an opportunity for LGUs to directly provide these significant
health care services to their constituents.
1. Through their respective rural health units, LGU health offices, and other LGU-
operated health facilities as Konsulta providers, offer the Konsulta package to
PhilHealth members within their respective localaties;
2. Accredit said local health facilities as Konsulta providers through their Local
Health lnsurance Oflice, subjecl to the standards imposed by PhilHealth, for
access to the capitation fund provided by PhilHealth under RA 11223;

4. Conduct IEC campaigns regarding Konsulta and its inclusions, to allow their
constituents to maximize the benefits of this program.
Finally, all DILG Regional Directors shall cause the immediate dissemination of this
issuance to all LGUs in their respective areas of responsibility.
