Brief Description of Duties and Functions

OPA Staff and Personnel

A. Provincial Agriculturist Office


1. Provincial Agriculturist – Ms. Lilibeth P. Caroro
 Supervise in the preparation of Agricultural Development Plans, programs and activities
 Monitor the implementation of plans, programs and activities and see to it that the
accomplishment is in conformity of the plans and budget
 Give directions to permanent and casual employees in the implementation of field
activities and projects.
 Proper planning, organizing, staffing, directing and controlling of personnel and
Agricultural Development Programs.
 Attend meetings, conferences, forums, trainings and seminars as needed.
 Submit accomplishment reports, Annual Procurement Plan/Project Procurement
Management Plan and Office Performance Commitment and Review.
 Submission of Programs of Works and Activity Designs supportive to Project
Implementation and Activities/Trainings to be conducted.

2. Clerk IV/Administrative Assistant II – Vacant


 Receive/release incoming and outgoing communications and documents.
 Encode communications, memorandum, office orders and letters for transmittal.
 Sort file communications/transmittals
 Records incoming/outgoing communications, documents, reports and others
 Records payroll, vouchers, work plan and remittances.
 Answer telephone calls and act on request
 Prepare liquidation reports of personnel telephone calls and prepare voucher for
payment.
 Take minutes of meetings, conferences and other gatherings.
 Entertain visitors of the Provincial Agriculturist Office and facilitates action on various
request.
 Log in visitors coming in to the office to transact business.

B. General Administrative services
1. Supervising Administrative Officer – Rommel S. Diate
 Supervise administrative to support staff and technical personnel.
 Review and countersign vouchers, payrolls, remittances, daily time records of
permanent personnel and casual employees.
 Update registration of vehicles.
 Prepare Project Management Procurement Plan.
 Prepare Program of Works on Building Maintenance.
 Supervise janitorial and carpentry works in the office.
 Liquidate the usage of diesels, gasoline and other lubricants.
 Prepare issuance of diesel and countersign Trip Tickets.
 Act as advisory to Department Head on Personnel and Administrative matters.
 Act on personnel matters whenever requested and prepare communications intended
for the purpose.
2. Human Resource Management Officer I – Bernardita L. Salve
 Prepare payrolls and various remittances/sundries account.
 Prepare certifications, service records, and employees’ record.
 Prepare employees claims, notice of salary adjustments/step increments and other
emoluments due to employees.
 Collect/sort employee’s application for leave and daily time records as supporting
documents for payrolls.
 Prepare loan application of employees.
 Disseminate information on CSC updates and other issuance relative to government
service.
 Keep and update personnel 212 file
 Acted as liaison to GSIS, HDMF and other offices regarding personnel matters.
 Acted as authorized officer of GSIS on authorization and confirming of loans.

3. Clerk IV/Administrative Assistant II – (1) Vacant


 Prepare Purchase Request for supplies and materials
 Prepare Disbursement Vouchers for payment of water/electrical/telephone bill/vehicle
registration, catering services, supplies and materials.
 Record registration of office supplies and materials, catering services and all others.
 Prepare abstract of bids, pre/post – inspection report on deliveries of supplies and
materials.
 Maintains recording of prices of supplies and materials for updating of the Project
Management Procurement Plan formerly called as Annual Procurement Plan.
 Do inspection of deliveries of supplies and materials in the field.
 Prepare memorandum receipts for materials to use by end user.
 Prepare request for supplies and materials intended for PA’s office.
 Keep record of stock supplies and materials
 Keep linens at Guest Quarter clean and orderly

4. Driver II – Severino M. Malinis


 Drive and transport employees, office supplies and materials from origin to point of
destination.
 Prepare Trip Tickets as required before the transport of employees and others.
 Does minor repair of vehicles before and after the travel.
 Maintain cleanliness of garage and vehicles before and after the travel.
 Submit Trip Tickets already signed by the passengers for liquidation.
 Do other works as Coastal Resource Management aspects as mandated by the
management.

5. Carpenter II – Orlando T. Enorio


 Do carpentry repair of chairs, tables, cabinets and fixtures.
 Do minor electrical repair and installation at OPA building and other structures.
 Repair of building, comfort rooms and water installation.
 Conduct repainting of the OPA building, as necessary.
 DO other related works as mandated by the management.

6. Utility Worker II (Administrative Aide) – Hermie Pagente


 Clean the office vicinity and surrounding including comfort rooms.
 Provide water to comfort room’s water containers.
 Clean windows and ceilings to include the OPA conference room.
 Water the plants and throw garbage properly.
 Check water pipelines and electrical installations.
 In – charge on the collections of fees that lodge at the OPA Guest Quarter.
 DO ran errands as necessary.

C. Extension/Production Support Services

1. Supervising Agriculturist – (2) position vacant


 Supervise of the implementation of every commodity like rice and high value
commercial crops development programs.
 Oversee the implementation of Soils Development Programs and irrigation system
funded from different sources.
 Coordinate with the conduct of techno demos for the varietal trials on rice, location
specific demonstration trials and all other demo trials for rice.
 Supervise on the extension technology services on the program coordinators of the
different commodities like vegetables, Red Bulb Onions, Mango, Bananas for greater
productivity.
 Check all monthly reports submitted from the Municipal Coordinators of all
commodities for consolidation and submission to the Regional Office.
 Supervise the operation of the Provincial Nursery on its production of sexually and
asexually propagated seedlings.
 Check and monitor on the operation of the Provincial Rice Production Area for
distribution to the farmers.
 Coordinate with the Municipal Coordinators on Rice & HVCDP on the distribution of
production support from the Regional Office and preparation of documents.
 Do miscellaneous office works as mandated by the management.

2. Senior Aquaculturist (2) – Darell T. Pasco - (1) VACANT


 Assist the Supervising Agriculturist/Assistant Provincial Agriculturist in the preparation
of plans, programs and activities for Fishery Development Programs.
 Act as Team Leader on the implementation of livelihood project on fisheries funded
from RFTC and BFAR.
 Act as Team Leader on the rehabilitation of Marine Protected Areas/Sanctuaries which
was damaged by typhoon.
 Render Technical Assistance on Fishpond Development, Tilapia Production, Seaweeds
Production and other Fishery Gears/Paraphernalia’s.
 Supervise on the conduct of seaborne patrol activities, surveillance and foot patrol
against illegal fishing activities of the intruders.
 Assist the Supervising Agriculturist in the preparation, collection and consolidation of
reports for submission.
 Coordinate with public & private institution and to the fisherfolks on the preservation,
protection and conservation of the marine resources.
 Act as Team Leader on planting mangroves to feasible areas for growing the specie.
 Coordinate with the Municipalities on Red Tide Monitoring.
 Do miscellaneous works as mandated by the management.

3. Senior Agriculturist (2) – Nida D. Abada & Emigdio P. Coritico


 Assist the Supervising Agriculturist on the preparation of plans and programs relative to
the Soils Development Programs and in Seeds and Fertilizer Subsidy Program.
 Act as Team Leader on the Pre – Post Harvest Facilities Availment funded from the DA
Regional Office and the Seeds Procurement and Distribution Program.
 Render technical assistance on soils and seeds related activities, marketing,
organizational strengthening and other extension services.
 Assist the Supervising Agriculturist on the implementation, monitoring of RD&E Projects,
Corn and Rice Program, MPDP’s and all other related projects.
 Coordinate with Municipal Coordinators in the preparation of monthly reports and assist
the Supervising Agriculturist thru the Provincial Report Officers of Rice and Corn
commodity in the consolidation in the reports for submission to DA Regional Office.
 Follow – up all Purchase Request in relation to the Seeds Procurement Program.
 Follow – up the BIO-IV Mixing & Plant and to the Trichoderma Laboratory on their daily
operation for better production.
 Coordinate with the seeds growers on their farm activities for the production of seeds
for the farmer availment.
 Prepare other related jobs as maybe required by the management.

4. Marketing Specialist III – Ledda C. Anoos


 Assist the Supervising Agriculturist on the preparation of Plans and Programs relative to
marketing activities.
 Monitor Market prices of vegetables, fishery products, rice and corn grits, meat
products and all other prime commodities.
 Make reports on commodities which are overpriced and submit to DTI and to the Chief
Executive when necessary.
 Coordinate with farmers, RIC’s and fisherfolks on marketing their products at reasonable
prices.
 Establish market linkages to prospective buyers to products in volumes for farmer’s
greater profitability.
 Coordinate with other agencies on attending/conducting market Fair Forums, Tabo sa
Barangay, Bagsakan Centers and others.
 Assist Municipal, 4-H, RIC and P4MP coordinators on strengthening their Rural Based
Organizations and enlighten the group on the benefits of being a member of RBO’s and
molding to become outstanding farmer.
 Coordinate with line agencies on agri-business activities and facilitate investment for
entrepreneurial development.
 Do other miscellaneous works as mandated by the Management.

5. Agriculturist II/Aquaculturist II – Celso T. Jumawan, Novelyn B. Omandam, Jimbo Israel C. Casalta


(2) Vacant/ Chuchie Cherry L. Gamo and Rogelio B. Bayron, Jr.
 Under the direct supervision of the Senior Agriculturist, he has to render technical
assistance to farmers, related to HVCDP, Fisheries, Crops (Rice and Corn) Cassava,
Infrastructure (FMR’s, Irrigation, MPDP’s and others) and others.
 Establish technology demonstration on various crops.
 Render technical assistance among farmers on crop production, nutrient/fertility
management, technology transfer on various matured research, fisheries production,
marine resources conservation and production.
 Assists Rural Based Organizations on molding the members to be nominees on the
Search for Outstanding Gawad Saka Awardees.
 Coordinate with Municipal 4-H Coordinators on making Project Proposals for funding to
LEAD Programs.
 Assists farmers, fishermen, homemakers, 4-Hers and cooperatives in their farm activities
and livelihood projects for entrepreneurial development.
 Conduct/attend farmers, fishermen, homemakers, youths and cooperatives monthly
meeting and classes.
 Conduct traceability survey on mango tree population.
 Coordinate with Municipal Corn Coordinators on the distribution of HYV Corn Seeds.
 Coordinate with PAFC/MAFC’s on the conduct of monthly meetings and make reports to
live agencies’ performance and submit to RAFC for actions.
 Conduct Information and Education Campaign for the planting of vegetables especially
on private and public schools for nutrition awareness of the school children.
 Coordinate with the MAO’s and AEW’s on the conduct of Farmer’s Field School (Rice,
Corn Vegetables and Mangoes); Farmers Scientists Training Programs and all Technology
Trainings for greater production.
 Assist farmers/fisherfolks on the growing of tilapia especially on the hinter barangays.
 Coordinate with RBO’s on the availment of farm machineries into the 85:15
counterparty scheme.
 Assist DA-RFO7 Engineering Staff and DPWH in Geo Tagging of Proposed Farm to Market
Roads, Irrigation System and all other MPDP’s Infrastructure Projects Supportive to
Production services.
 Prepare monthly reports on accomplishments for up to date submission to immediate
supervisors.
 Facilitate on the strengthening of RBO’s (FA, RIC, 4-H, and Fisherfolks Association) and
its registration.
 Monitor projects implementation funded from the DA-RFU7 Provincial 20%
Development Fund, Non-Office and all other fund sources.
 Do miscellaneous office works as mandated by the management.

6. Agricultural Tehnologist – Rodolfo S. Nalam and Rio B. Duhaylungsod – (2) Vacant

 Act as leader on the promotion of High Value Crops like Bananas, Peanut, Vegetables
and other commodities.
 Moni9tor the progress of the Banana Lakatan Demo Project in the Municipalities.
 Assist farmers on the Research, Varietal Trials Techno Demonstration on Rice as show
window to farmers who have the attitude of “wait and see”.
 Technology dissemination to the farmers on the Natural Research conducted to have a
better harvest.
 Assist the Agricultural Technology II on the information dissemination on High Value
Crops growing to schools and to the barangays.
 Monitor projects implemented which are funded from the DA-RFU7 especially on the
distribution of materials for vegetable growing.
 Facilitate in the strengthening of RBO’s and assist on the preparation of Project
Proposals for funding.
 Coordinate with the OPA Staff on the technology extension services to Agri-Pinoy
Programs for Corn, Rice and HVCDP.
 Prepare monthly reports for HVCDP props, for submission to DA-RFU7
 Do other miscellaneous works as mandated by the management.

7. Agricultural/Aquacultural Technician I & II – Wilbur C. Maghanoy and Vidalita E. Gom-os/


(3) Vacant
 Act as Provincial Coordinator on the mango commodity which render technical
assistance from flower induction, care and management of the tree/fruits, harvesting
and up to marketing.
 Conduct FFS to mango growers for better production.
 Under the supervision of the Supervising Agriculturist, he has to assist on the
implementation of agricultural development programs in the office.
 Conduct meetings to farmers, homemakers, youth and even farming classes in the
advent of technology information dissemination.
 Conduct farm and home visits and assist farm families in their crop production fisheries
production and livelihood projects.
 Render technical assistance on Fishery related activities especially in the Tilapia culture
in pond Saline tilapia in cage, Kitong production in cages and seaweeds production.
 Assists Municipal RBO Coordinators in molding RIC members as nominees for
Outstanding Gawad Saka Awardees.
 Maintain Provincial Mangrove trees Nursery at the Provincial Demonstration Station.
 Assist in the conduct of seaborne/foot patrol activities and surveillance against all forms
of illegal fishing activities in the seawaters of the Province.
 Coordinate/assist RIC Members on their activities for livelihood/entrepreneurial
undertakings for income enhancement in the family.
 Conduct information education campaign on the presentation, conservation and
protection of the marine habitats.
 Coordinate with CCEF Inc. on the conduct of Marine Protected Areas Assessment and
Coral Reef Rehabilitation damaged by Typhoon Pablo.
 Collect monthly accomplishments on Fisheries Extension and Regulatory for
Consolidation and submission to the Regional Office of BFAR 7.
 Do other miscellaneous works as mandated by the management.

D. Provincial Nursery and Rice Production Support Services


1. Farm Superintendent III & FS II – Lowel L. Salve and Aiza Ann Daligdig
 Act as Provincial Red Bulb Onions Coordinator and assist farmer clientle on the seed
growing, transplanting, care and management, harvesting & marketing of the product.
 Coordinate with the FS II, Farm Worker, Pest Control Worker on the production of
sexually and asexually propagated seedlings for distribution to farmer beneficiaries (for
sale) and its maintenance.
 Supervise FW, PCW and casuals on the production of rice seeds at PDS for distribution to
rice farmers targeted to plant the rice produced at PDS.
 Supervise Farm Worker and casuals on the maintenance of the Coconut Trees (for seed
production), vegetables area, nursery shed house and Vermicast production at PDS.
 Assist Provincial Mango and Banana Coordinators on the proper distribution of planting
materials to the targeted beneficiaries.
 Coordinate with the Supervising Agriculturist and FS II on the remittance of the Nursery
and PDS production sale to the Provincial Treasurer.
 Submit monthly reports of Accomplishments on the production of seedlings, Red Bulb
Onion Accomplishment Reports and all others covered by the FS III & FS II assigned
works.
 Conduct FFS on Red Bulb Onions and lecture farmer – participants on the culture of the
said commodity and its advantages.
 Do other miscellaneous works as mandated by the management.
2. Farm Worker II – (a) Rollie Jun C. Romano
(b) Isidro O. Maghinay
 (a) Act as member of the Siquijor Municipal Bantay Dagat Task Force (as requested by
the LCE) to combat illegal fishing activities in the Municipality.
 Assist the Coastal Conservation Education Foundation Inc. team on the Coral
Rehabilitation to Marine Protected Areas damaged by Typhoon Pablo.
 Coordinate with the Sr. Aquaculturist on the conduct of Marine protected Areas
Assessment to be able to determine the growth of flora and fauna on the area.
 Coordinate with the OPA Regulatory Services and to CCEF Inc, on the
production/construction of AR modules for rehabilitation to damaged MPA’s.
 Assist Fisheries Regulatory Team & CCEF Inc. on the planting of mangroves to feasible
areas together with the fisherfolks and high school students on schools near the area.
 Assist the team on replanting Corals to the laid down plastic screen underneath the sea,
as breeding places of fish.
 (b) Assist the FS II & FS II on the production of asexually propagated seedlings on the
Provincial Nursery.
 Act as caretaker of the draft/working animal (carabao) at PDS as a good source for land
preparation, leveling of rice paddies at the Provincial Rice Production Area.
 Maintain the farm equipments at PDS and to inspect all pre – post harvest equipments
in the municipalities to have good performance on its operation.
 Serve as liaison of OPA for distribution of communications to MAO’s office and all other
offices.
 Do miscellaneous works as mandated by the management.

3. Pest Control Worker – Mary Dee D. Tumarong


 Assist the Farm Superintendent III and FS II on the production of asexually propagated
seedlings in the Provincial Nursery.
 Water the seedlings stocked at the Provincial Nursery for better growth and
performance.
 Coordinate with the Supervising Agriculturist and MAO’s on the incidence of Pest and
Disease in the municipalities.
 Do miscellaneous works as mandated by the management.
