CHARTER OF DUTIES

(a) Ensure safety and security of Cadets during training events. To be


conversant with procedural provision of medical aid to the NCC cadets attending
both indoor/outdoor events, especially in case of medical emergencies.

(b) Escort the Girl Cadets for various types of Camps/Courses


(bothways).

(c) Assist the.Officer Commanding/ANO in Girls Bn in enrolment of the


Cadets for NCC.

(d) Check daily attendance of Cadets on parades in respect of Coy and


Platoon.

(e) Attend various types of Camps when so detailed.

(f) Assist OC in preparing and conduct of lessons during training periods


of Institutional training and Camp training.

(g) · Assist OC in range classification.

(h) Issue and po!;ition training stores before each parade and return the
same after parade is over.

O) Attend central duties at RD Camps at New Delhi, if so detailed.

(k) Assist to organise and conduct social service activities.

(1) Officiate as ANO in the absence of Lady ANO.

(m) Assist OC in training the cadets essentially in First Aid, Home Nursing,
Child Care, Mothercraft and posture training.

(n) Any other job directly concerning NCC activities as assigned by the OC
Unit.

1. At present 20% posts of the authorization of PI Staff in Girls Cadet


Instructors (GCis). It was desired by the DG during Dy DG conference-94 that
GCis must not be equated with the PI Staff when dealing with them for
administrative facilities. All the GCis are well educated ladies and don't quite fit
into the category of PI Staff whose educational level is relatively much lower.
They must be treated with due respect. Equation with PI Staff was only for the
purpose of their employment and not for other purposes.
2. The Minutes of the Dy DG Conference-94 were circulated all Dy DGs vide
letter No. 15102/Gen/DGNCC/Coord (D) dated 02 Jun 94. It may please be
confirmed that the DG's view has been disseminated to all the Girls Bn.

TYPES AND ENTITLEMENT LEAVE

GENERAL PRINCIPLES

• Right to leave [CCS Leave Rule - 7)


• Leave cannot be claimed as of right.
• When the exigencies of public service so require, leave of any kind may be
refused or revoked by the authority competent to grant it, but it shall not be
open to that authority to alter the kind of leave due and applied for except
at the written request of the Government servant.

• Commutation of one kind of leave into another [CCS Leave Rule-10).

(1) At the request of a Government servant, the authority which


granted him leave may commute (convert) it retrospectively into leave of a
different kind which was due and admissible to him at the time the leave was
granted, but the Government servant cannot claim such commutation as a
matter of right. However, no such request shall be considered wtles~
received by such authority, or any other authority designated in this behalf,
within a period of 30 days of the concerned Government servant joining his
duty on the expiry of the relevant spell of leave availed of by him.

(2) The commutation of one kind of leave into another shall be subject
to adjustment of leave salary on the basis of leave finally granted to the
Government servant, that is to say, any amount paid to him in excess shall
be recovered or any arrears due to him shall be paid.

(1) Except as otherwise provided in the CCS (Leave) Rules, 1972, any
kind of leave may be granted in combination with or in continuation of any
other kind ofleave. However, Casual Leave which is not recognized as leave
under these rules shall not be combined with any other kind of leave
admissible under these rules.

ANNUAL LEAVE

• Annual Leave up to a maximum of 30 days in a calendar year. ~ 10v ~


• This can be accumulated upto a maximum of 180 days only. ~
• Cash payment in lieu of unavailed annual leave upto a maximum of 180
days is permissible in the year of retirement provided it has not been availed
earlier during the preceding years.
• Need to publish part II order.

CAUSAL LEAVE
Casual Leave (CL) is not a recognized form of leave and is not subject
to any rules made by the Government of India A Government servant on
casual leave is not treated as absent from duty and his pay is not intermitted.

• In a calendar year 15 days of causal leave is permissible.


. • Casual leave can be combined with special casual leave/ vacation but not
with any kind of leave.
• It cannot be combined with joining time.
• Sundays/public holidays/restricted holidays/weekly offs can be
prefixed/suffixed to casual leave.
• Saturdays, Sundays, Public Holidays and weekly offs falling within the
period of Casual Leave, or preceding or following it, should not be counted
as part of the Casual Leave
• Casual leave can be taken while on tour, but no daily allowance will be
admissible for the period.
• Casual leave can be taken for half days also.
• Essentially intended for short periods. It should not normally be granted for
more than 10 days at any one time, except under special circumstances.
• LTC can be availed during Causal leave.

• CCL may not be granted for less than 15 days.
• CCL should not ordinarily be granted during the probation period except in
case of certain extreme situations where the leave sanctioning authority is
fully satisfied about the need of Child Care Leave to the probationer. It may
also be ensured that the period for which this leave is sanctioned during
