Restoration of Ration in kind.

1. GoI, MoD vide letter No. 03(01)/2016/D(QS) dated 31/07/2017 have issued
the orders for grant of Ration Money Allowance (RMA) to Officers of Defence Forces
in Peace Areas under Direct Benefit Transfer (DBT) System in lieu of ration in kind
w.e.f. 01/07/2017. Accordingly, RMA has been admitted by this office to entitled
officers as per the grant notified in Part II Orders along with requisite certification.
2.(a) The orders for restoration of ‘Ration in kind’, in lieu of Ration Money
Allowance to the officers of Defence Forces posted in Peace Areas w.e.f. 07/08/2019
have been issued by GoI, MoD vide letter No. 03(01)/2016/D(QS) dated 07/08/2019.
(b) CGDA Office vide letter No. AT/I/1484/VII dated 23/09/2019 addressed to
SAPCS, ADGPS, IHQ of MoD (Army) has intimated that the date of implementation of
restoration of ration in kind as per the Govt. order dated 07/08/2019 is with immediate
effect i.e. 07/08/2019. However, as an interim measure, RMA could be admitted till
15/10/2019 and ex-post facto sanction may be sought from MoD regarding extension
of date of implementation of above Govt. order.
(c) The intimation from QMG’s Branch regarding extension of date of
implementation of above Govt. order is awaited. Therefore, in view of CGDA Office
letter dated 23/09/2019 ibid, Ration Money Allowance admitted to the Officers posted
in peace areas has been discontinued w.e.f. 16/10/2019, pending receipt of ex-post
facto sanction.
3. CGDA Office vide their letter No. AT/I/1484/VII dated 23/09/2019
addressed to ADGPS have clarified that, “there is no provision regarding availability
of option for Army Officers to opt and select RMA or Ration in kind in lieu of RMA as
per GoI, MoD letter dated 07/08/2019. As such, it is requested to obtain specific
approval for providing choice for opting RMA or Ration in kind from MoD, in prior. In
case sanction in the above mater is not received till 15/10/2019, no option can be
exercised by the officers from 16/10/2019.” Further communication in this regard is
awaited from AG’s Branch .
4. CGDA Office vide their letter No. ARMY/BR/OF./ALLOW/1223/Misc dated
07/10/2019 have clarified that the role of PCDA (O) is to admit RMA on monthly basis
under DBT for officers posted in peace areas only. Further, admittance of SRA to
officers posted in peace area under the conditions w.r.to AI 28/90 are applicable for
JCOs/NCOs/PBORs etc posted in field/concessional area the same is not admissible
to Officers.
5. CGDA Office vide their letter No. AT/I/1484/VII dated 25/10/2019 addressed
to ADGPS, have also clarified that “earlier existing provisions of cash in lieu of rations
(prior to issue of GoI, MoD letter No. 03(01)/2016/D(QS) dated 31/07/2017) were
being admitted by concerned regional PCsDA/CsDA. Since the ration in kind in peace
areas stands reintroduced, these provisions will continue to be in operation by
concerned regional PCsDA/CsDA only.”
