Introduction
On 25th of November 2022 We visited Moragolla Hydropower Project
Located in Kandy district along with our Course Director Rukshan
Manchanayake and Lecturer H.G.P.Indira.
After that we visited the two dam sites in order to note down the
necessary details regarding the pre contract and post contract activities
of the project to make the report. Two engineers guided us to the dam
sites and explained the construction process of the ongoing project.

Location
The Moragolla Hydropower Project site is located in the upper
reaches of the Mahaweli River in the Central Highlands, approximately
22 km south of Kandy City, near Ulapane Village, Kandy District,
approximately 130 km northeast of Colombo. The site is located in a hilly
area with an elevation of EL. 470m to EI. 650 m. The dam is located at
7°06'N, 80°34'E, approximately 3.5 km downstream from the confluence
of the Mahaweli and Kotmale Oya rivers. The power plant site is located
approximately 3 km downstream from the dam site and approximately
0.5 km northwest of the outlet of the existing Kotmale hydroelectric
power plant.

Project Background
Named the Green Power Advancement and Energy Effectiveness Venture
Program, the undertaking will subsidize different speculations through the
Asian Improvement Bank's (ADB) Multitranche Supporting Office (MFF). The
Moragorlla Hydropower Undertaking (MHP) is one of a few hydropower
projects recognized by the Public authority of Sri Lanka (GoSL) to moderate the
job of petroleum derivative power age. It has supplanted hydropower over the
most recent 30 years as effectively available areas were utilized. The expanded
significance of hydropower will advance economical turn of events, diminish
ozone depleting substance outflows in accordance with public environmental
change arrangements, and cutoff dependence on fluctuating global fuel costs.
Requirement organization is Service of Force and Sustainable power (Sulk),
Authorization office is Ceylon Power Board (CEB)

Pre-Contract Activities
Initial surveys were conducted to identify vegetation patterns in
and around the direct impact zone of the project. Based on the
results of the initial survey, land-use maps of the study area, and
satellite imagery, detailed field surveys were conducted at
locations along the identified project impact zones. A total of 40
locations were sampled covering the full extent of the impact
zone.
• Meetings with project promoters
• On-site visits to cover the project area, including reconnaissance
visits to various sites to understand the overall potential impacts;
• Literature survey of available printed material on the project
area.
• Data collection from government agencies in the project area
and around Colombo.
• Collection of secondary information from relevant government
agencies;
• Discuss with communities living near the site of project
intervention.

National Benefits
After the completion of the project the average annual power generation is
about 100.5GWh and is a great significance for reducing greenhouse gas
emissions and the adverse effects on price fluctuations of international crude oil
which will greatly improve the power shortage of local people promote the
stable and healthy development of Sri Lanka’s economy and society

Execution of the Moragolla Hydropower Undertaking is as of now in the pre-
development stage and guaranteeing consistence is a significant and
profoundly esteemed viewpoint. The inception of the undertaking on friendly
insurance perspectives started with a survey of the task's experience records
connected with resettlement and social security issues. It has every one of the
components set up to institute a proficient assurance system, execute the RP
and screen federal retirement aide issues. Oversight of government managed
retirement and resettlement is generally finished by zeroing in on arranging
exercises and itemizing the situation with remuneration and installments
under the FP. Other observing pointers are additionally utilized. This
incorporates direct balanced correspondence with the AP connecting with
property assessment and remuneration installments, complaint result and
complaint remediation, and generally actual advancement in executing
resettlement plans in unambiguous conditions. It is incorporated. In any case,
by the detailing period the land obtaining and acquisition processes for the
development of resettlement towns will be completed. Since the land securing
process must be finished before different exercises of the task, each work
ought to be made to facilitate the land procurement. Responsibility for
resettlement site and the vast majority of the undertaking part land has been
taken over by his CEB. The acquisition cycle for the development of the
resettlement town has been finished and the agreement granted to the
neighborhood worker for hire. Sierra Development Co., Ltd.

Health and Safety Activities
Construction hazards come in many forms and it is essential to implement the
health and safety guidelines issued by the Sri Lankan Ministry of Labor. This
guide describes typical possible hazards and what you can do to avoid them.
All qualified operators engaged in the operation of heavy equipment such as
excavators and earthmoving vehicles. All cut slopes, fills, and other erosion-
prone work areas must be stabilized to the extent practicable to complete the
work. All excavated soil should be brought to the landfill as soon as possible
without accumulating near the work area. Care should be taken in handling
excavated loose material before handling it for compaction or disposal,
especially if it is stored on relatively flat ground. A safe slope must be
maintained during and immediately after excavation to avoid personal injury
or property damage from embankment or rock crevices. Strict material
handling requirements and guidelines must be included in contract documents,
especially when it comes to earthworks. Use controlled blasting methods and
proper support and drainage systems designed and supervised by a qualified
engineer during tunnel construction. To prevent accidents caused by noise,
toxic gases, dust, fire and smoke, an occupational safety and health plan
should be developed before starting tunnel construction. Mosquito breeding
sites such as ponds, depressions, and shallow water areas should be backfilled
with extra excavation.
During the operational phase, an oil spill from the Bowser could bring fuel into
the internal tanks in the event of an accident or the like. Although the risk of
accidental spills and subsequent adverse effects from improper storage and
transportation is small, it is still essential to take the necessary measures to
minimize or prevent significant releases. However, Sri Lanka currently does not
have adequate laws regarding the safe storage and transportation of such
hazardous materials. However, the following basic measures should be
implemented to prevent possible spills from vehicles transporting dangerous
goods:
21 | P a g e
• Tank-mounted pressure relief devices and other safety devices must be in
good condition.
• Enforcement of strict speed limits is very important and violations carry hefty
fines
• Bowers transporting kerosene must ensure that such vehicles are adequately
sealed to prevent spillage or loss of contents. For example, pressure outlets
should be checked to make sure they are properly plugged with an empty
flange or cap on the outside of the pressure valve.
• Store hoses to prevent fluid leakage during transportation.
In addition, power station authorities will take the necessary steps to safely
store any hazardous materials that may be brought to the site. To this end, it is
paramount that power station authorities employ individuals who are qualified
and have extensive experience in safely storing and transporting hazardous
materials. Alternatively, you should seek professional advice or assistance from
a person or reputable organization with sufficient knowledge and experience
in handling hazardous materials or hazardous materials. The nearest hospital is
in Ulapane. A suitable vehicle with a driver to remain on site and transport the
injured or sick to the hospital if necessary. In addition, first aid kits are installed
at key points on site to treat injuries, and staff are trained in emergency care.

Conclusion
After visiting the site and experiencing the actual work space and construction
environment, I realized that the work was very different from the actual site,
such as the extreme heat and the presence of dangers, and that it was hard
work. This site visit will help you gain practical knowledge that cannot be
obtained from theoretical knowledge. It also has a theoretical side and a
practical side can be distinguished. Construction techniques and how they
were used on site. Safety is one of the most important things I learned on a
construction site.
During the site visit I can get better understanding of a safety with the site
conditions. The communication is also important condition, and it can improve
by communicating with team members while surveying the site. Teamwork is
very important to complete the project on time with good quality and within
the budget.
Furthermore, I have learnt many things about construction equipment and
construction materials. And learnt about construction processes. Finally, I
believe that this site visit is a very worthwhile one to be in. since this site visit is
the first chance, I must visit a construction site. I really hope to be given a
similar chance in the near distant future as it not only enhances my knowledge
on the materials and technologies it also is beneficial to my future.
