Rashene Davis Bowe 2223rtkl0155 Email Orig

This email thread discusses funding from the University of Pennsylvania for Lea Elementary School. Joe D'Alessandro asks for details on how much of the $800k+ in funding from Penn will be in cash versus in-kind services. Rahshene Davis-Bowie and Penn representatives are working to provide those numbers. Joe says he can budget dollars for the school without a formal agreement as long as the Office of Management and Budget will cover any shortfall, but an agreement between Penn and the School District is still being finalized by the District's legal department. Rahshene asks if a placeholder can be provided now so the school does not lose staff while waiting for the final agreement.

Hi Joe,
Dean Grossman of Penn GSE and her team are working on those numbers now, in
conjunction with Principal Gerwer. They should have something by Monday at the
latest.

Does anyone have an educated guesstimate of what the cash number will be? If not,
Jen, what cash number are you comfortable loading to the school budget for the
2022-23 SY?

Hi Joe and Rahshene,

We are comfortable with budgeting for this on grants and with OMB covering in case of a shortfall, as
long as the budgeted amount on grants has a reasonableness to it given the best information we know
at this time.

Liz - any update on the agreement?

Hi Rahshene,

Are you talking about filling positions in the current school year? Or next year? In
any case, I'm willing to load dollars to the school's budget without a formal agreement
executed (a letter from Penn with amounts would be helpful) as long as OMB agrees
that, if more dollars are loaded than actual cash received by Penn either this year or
next, OMB will cover the difference by shifting the shortfall to Operating.

I've cc:d Liz on this email to see if she has a status update on the completion of the
agreement. In a recent conversation with Liz, I emphasized that timing of school
resource allocations should be at the forefront in the agreement...that Penn's yearly
decision of what the value of in-kind services are each year and how much in cash
needs to be decided and communicated to the SDP by the first week of February each
year for the following school year so the school can make logical resource decisions
regarding all of their funds.

Thanks Joe,

I met with Dean Grossman last night and she informed me of this. Once the
agreement is finalized, we can move the funds. In the meantime, if principal Gerwer
have positions he would like to fund with the money, is there a letter or something
that can be created to serve as a place holder so he doesn’t lose staff or can begin
site selection?

Hello,

I don't have a fully executed agreement. In addition, a portion of the resources are
in-kind services; some in cash. Until those issues are settled in the agreement
between the SDP and Penn, and the school year the payment of funds is to apply
to, nothing can be loaded to the school budget. I believe Liz Gutman in Legal is
working on the agreement.

Hi Jenn,

I hope this email finds you well. Lea just received board approval for the $4.1
million dollar grant from UPenn over the next few years. Will this money be
loaded prior to budget? Do you need anything from me or UPenn?

Thank you,
RD
