STATE OF MISSISSIPPI
COMES NOW, the State of Mississippi, by and through the Hinds County District
Attorney, and respectfully moves this Court to revoke the bond granted in this cause to
defendant, Ryan Christopher Hopkins, and enter a finding that said defendant not be
granted further bail. In support thereof, the State would show unto the court the
following, to wit:
1. On June 30, 2020, Defendant was indicted, by the Hinds County Grand Jury, of
Conspiracy in violation of Mississippi Code Annotated section 97-1-1 and for Deliberate

2. Prior to his indictment, Defendant was given bond and placed on house arrest. Exhibit

3. Following his indictment, upon a motion by counsel, Defendant’s bond was modified

(11) count indictment charging Defendant with two (2) counts of Kidnapping, five (5)
counts of Aggravated Felonious Sexual Assault; one (1) count of Second Degree Assault;
Aggravated Felonious Sexual Assault; one (1) count of Criminal Restraint; one (1) count
of Criminal Threatening; and one (1) count of Felon in Possession of a Deadly Weapon.

6. Article 3, Section 29(2) of the Mississippi Constitution of 1890 governs situations where
one previously admitted to bail for a felony has been charged with a new felony offense
punishable by more than five (5) years of imprisonment. Upon a finding of probable
cause for the new offense, either by the reviewing court or another court with
jurisdiction (such as the court in which the new charge has been filed), the provision
requires revocation of the prior bail and directs that the person not be admitted to
further bail. See Dendy v. State, 931 So. 2d 608, 614-15 (Miss. Ct. App. 2005), cert.
7. In the instant matter, the Defendant was released bond on April 8, 2020. Subsequently,
while out of jail on that bond, the Defendant was arrested and indicated on various

9. As such, the State requests that the prior bond granted in the instant matter be revoked,

I, DETECTIVE NARCISO GARCIA JR, a certified police officer in the State of New
Hampshire, being duly sworn, set forth below facts establishing that RYAN CHRISTOPHER
RYAN
HOPKINS (the "Defendant") has committed the felony offense(s) of:

Det. Marvin Alfaro and II responded to the Elliot hospital where we met and spoke with
the victim, identified as M JJ B (d.o.b. 10/20/1997). Ms. B
(d.o.b. was willing to
speak with us and stated the following:
Ms. B is originally from Chicago, Illinois but now resides in Arkansas. She had met
an individual online by the name of of Ryan Christopher Hopkins, a tractor trailer truck driver, who
offered to show her the country should she want to travel some time. Ms. B took Mr.
Hopkins up on his offer, traveling to Kansas to meet up with him. She stated she had been on on the
road with him for a couple of weeks before she decided she wanted to go home. B advised
us that she told Hopkins on Wednesday, August 24, 2022 she wanted to go home. home. Hopkins
refused to let her go home and changed his mind about helping her get back home. B stated
that Hopkins had begun making her feel uncomfortable as he started asking her to have sexual
intercourse with him.
B stated that Hopkins returned to the truck and inquired again about having sexual
intercourse. When she refused and started gathering her things to get out of the truck, Hopkins
began hitting her and pushing her to the back area of the cabin where the bed was located. B
stated that Hopkins told her to get undressed and they had intercourse.

B states that Hopkins also put his hands around her neck andand "choked" her. She stated that
he "choked" her hard enough to restrict her breathing and that afterwards, he even gave her a wet
towel to breathe into to help her breathe easier as she was coughing from her restricted airway.

B told him that she did not want to have sexual intercourse. At her refusal, Hopkins began
hitting her again, with what B described as closed fists.

told her that when they were done he would drop her off and give her back her cell phone. They
had intercourse again and B stated that Hopkins got his bodily fluids all over her clothes,

he cleaned up
and that she believes may still be on the floor.
After the interaction, Hopkins drove B to the exit 88 Circle K gas station in Hooksett
and told her to get out of of the truck. She asked him for her cell phone but he refused to give it to
her. She then went in to the gas station and called the police. The cell phone was later pinged and
found on the side of Hackett Hill road in Hooksett by Hooksett PD. Det. Alfaro and I went to
Hooksett PD and retrieved the phone. B was able to show us a picture ofof Hopkins from
another phone she had that did not have cellular service, but could access the internet through the
free WiFi.

performed a felony stop ofof the truck, detaining Hopkins. The truck was seized pending a search
warrant and he was transported to the Londonderry Police Department for follow-up questioning
by LPD detectives.

Mr. Hopkins during the interview as well.

At approximately 1:30 PM, Det. Alfaro and I interviewed Mr.Mr. Hopkins, reading him and
having him sign his Miranda Rights form. Once the interview began, Mr. Hopkins reported that
his time in New Hampshire was brief, at first stating that he arrived around 55 PM to Londonderry
on Saturday, August 27, 2022 to pick up aa load from Coca-Cola, only to be denied and told to
come back the following day as his order was not ready yet. He advised us he was alone and
after being denied, went straight to a Pilot gas station (as there was only one in NH) about 20
minutes north. He stated he went there as it's a truck friendly gas station. Once there he stated he
remained parked there for the evening and did not return back to Londonderry until the following
day.
Hopkins stated that early in the morning on August 28, 2022 he awoke and saw Ms.
B walking through the Pilot gas station parking lot. He advised that he pulled up next to her

and asked her if she needed a ride. He admitted that he found her attractive and was trying to see
if he could pick her up. She stated she did need a ride and advised that she would ride with him.

Once in the cabin, the two spoke and Hopkins states they exchanged phone numbers before
getting to know each other. Hopkins states that she told him she was from Chicago but lived in
Arkansas and that she was a "hustler" which he took to understand as a prostitute. Hopkins stated
that they discussed rates for sexual acts but he told her that he did not have any money currently

THIS CAUSE came on for consideration by this Court through Petitioner, Ryan
Hopkins, by and through the Office of the Hinds County Public Defender, having filed a Petition
for Writ of Habeas Corpus [Dkt. No. 1] in the above-styled and numbered matter. The Court
having considered the facts and circumstances surrounding the allegations and arguments of
counsel heard via videoconference on April 3, 2020, finds that the best interest of justice would
