Part A. Please read the contents of the presentation of the DILG PCVE PMO
(consolidated from the inputs of different agencies). You may give some
comments and insights on the presentation.

The presentation of the DILG on the Strengthening and Localizing the


Implementation of the National Action Plan on Preventing and Countering Violent
Extremism (PCVE) provides a holistic and step-by-step approach to make a
localized plan of PCVE adapting what is happening on the ground. The thing that
strikes me the most in the presentation is the employment of a systematic process
mapping, starting from the identification of root causes, identifying gaps in specific
areas, and employment of initiatives through a whole-of-nation approach to address
the gaps and meet the desired objective of preventing violent extremism.

In my point of view, one of the turning points of PCVE is promoting awareness


and advocacy among all sectors on what is violent extremism. People should be
aware of what it is all about for them to be educated and its significance. Also,
customizing different strategic plans to different target vulnerable sectors makes it
more effective and efficient in addressing the problem.

Part B. Accomplish performance task (Workshop 2). This is similar to the


sharing/discussions we started during my lecture. This is an individual work.

STEP 1: Identify the geographical area and time period coverage to be


included in the outcomes mapping exercise.

GEOGRAPHICAL AREA:
Marawi, located on the island of Mindanao, is the capital of Lanao del Sur, one of
the five provinces of the Bangsamoro Autonomous Region. It’s officially known as
the Philippines’ only ‘Islamic city’, giving it symbolic significance in a predominantly
Catholic nation.

TIME PERIOD:
The Marawi Siege happened in 2017. For five months, a battle between extremist
forces and the Philippine military raged, displacing nearly 400,000 residents and
forcing them to leave their homes and livelihoods behind

STEP 2: What are the key issues on violent extremism and PCVE based on your
knowledge of the context? What are the most salient drivers of violent extremism
and violence in the context?
Key Issues  Frustration born out of continuing perceived and
actual marginalization of Muslims in Mindanao;
 Dire political (poor governance) and economic
situation (lack of socioeconomic packages);
 Frustration with the MNLF and MILF leadership
and the peace process
 Local Communist Terrorist Group (LTG) remains
difficult to defeat because of community and
family support, community tolerance, and
silence due to fear of reprisal, communities also
benefit socially, and foreign support
Key Stakeholders and  The general public and different nexus points
their roles (Schools, Colleges and Universities,
Madrassah, Torils/Orphanages, Vulnerable
Communities) – increase awareness
 Government agencies, NGOs, CSOs, Muslim
traditional leaders, and non-Muslim groups –

STEP 3: What approaches to address these issues and engage key


stakeholders? How did your project reduce vulnerability to VE and
strengthen resilience? What drivers/factors of VE were addressed?

The line of efforts implemented by the security forces in the rehabilitation of


Marawi is an information awareness campaign, stakeholder engagement,
utilization of third-party advocates, restricting access of potential foreign/local
terrorists, education and training, and optimizing JAPCRC for PCVE.

STEP 4: What changes did you observe relative to resilience or vulnerability


to violent extremism? What happened as a result of the interventions?
Describe the behavior and practices, relationships, actions, activities,
policies, or conditions of these identified stakeholders before and after
PCVE implementation.

 Capacity-building and development initiatives through the Payapa at
Masaganang Pamayanan (PAMANA) Program administered by the Office of
the Presidential Advisor on the Peace Process
 Assistance from international support to promote sustainable peace
 Regional and international cooperation on CVE
 Community engagement and educational initiatives
 Deradicalization and rehabilitation in prisons
 Legal measures

STEP 6: Were there any other changes in the context or other interventions
that could have impacted on resilience or vulnerability to VE?

Other interventions that may be explored that could have impacted on resilience or
vulnerability to violent extremism is the strengthening the narrative on PCVE
countering the narratives of extremists by having a strategic communications plan
for Marawi as we as the maximization of technology and the internet in the
dissemination of information.
