The purpose of this procedure is to outline the methodology for performing a vacuum decay
test on an Air Cooled Steam Condenser. The contents of this procedure shall be subject to
amendment at the discretion of SPG DC.
The members of SPG DC Site Erection and Commissioning Teams shall act in an advisory
capacity only in respect of performance of a vacuum decay test. Performance of the test and
the consequences of such shall remain within the sole domain of the party responsible for
the commissioning of the Air Cooled Steam Condenser, to whom this procedure is issued.
Adherence to this procedure shall not be considered mandatory. Variation from the detail of
this manual is solely at the discretion and risk of the party responsible for the commissioning
of the Air Cooled Steam Condenser.
This procedure is issued to the party responsible for the commissioning of the Air Cooled
Steam Condenser for guidance purposes only and does not constitute an instruction to work
in any particular way or sequence that will give rise to future claims for additional costs from
that party.
This procedure is issued to the party responsible for the commissioning of the Air Cooled
Steam Condenser with the assumption that all commissioning activities will be executed in
accordance with good working practice. Furthermore, it is assumed that the party responsible
for the commissioning of the Air Cooled Steam Condenser has sufficient experience and
knowledge to commission the plant described and will deploy personnel resources at the site
and project levels accordingly.
The party responsible for the commissioning of the Air Cooled Steam Condenser shall
ensure that all aspects of personnel and plant health and safety and environmental
requirements are considered during performance of a vacuum decay test.
This procedure shall be supplemented by a detailed method statement and risk assessments
produced by the party responsible for the commissioning of the Air Cooled Steam
Condenser. Such detailed method statement and risk assessment shall be submitted to SPG
DC for approval and may vary from the detail of this procedure. Any such variation shall be at
the discretion of the party responsible for the commissioning of the Air Cooled Steam
Condenser, who shall be responsible for meeting all applicable project and site requirements
and regulations. Such variations shall be subject to formal approval by SPG DC with
consideration being given to:
The details set out in approved engineering documentation including drawings and
P&IDs.
Standards of good working practice, personnel welfare, health and safety and
environmental concerns.
2. SCOPE OF SUPPLY
One Air Cooled Steam Condenser with total volume of 6841 m3 (excluded condensate tank)
where the volume of tube bundles is 611 m3.
3.1. Scope
The purpose of a vacuum decay test is to check the air tightness of the turbine and Air Cooled
Steam Condenser under operating conditions. If the installation is not air tight, the leaks should
be detected using a Helium leak detector. See separate SPG DC commissioning procedure.
3.2 Principle
Under steady-state conditions of the plant and with fan step control system not in “Auto Control”
and at nominal load, the turbine backpressure is monitored as a function of time with the
vacuum holding unit disconnected from the Air Cooled Steam Condenser.
4. OUTLINE PROCEDURE
At time zero, close the air suction isolation valve(s) to the vacuum holding ejectors or stop
holding pump unit(s).
Record wind velocity, air temperature and temperatures of the air take off and condensate
lines as a function of time to check the steady state conditions.
Open the air suction isolation valve(s) to the vacuum holding ejectors or start holding
pump units if the turbine backpressure is too high or when the vacuum decay test is
finished.
5. ACCEPTANCE CRITERIA
With the vacuum system off, the turbine back pressure will rise due to the leakage of air into
the Air Cooled Steam Condenser. The air leakage rate (kg or lb / hr) calculated from the
turbine back- pressure rise, at a given ambient air temperature, should be smaller than the
capacity of the vacuum holding unit.
