GUIDELINES IN CONDUCTING INNOVATION PROJECT IN SCHOOL

To: Assistant Schools Division Superintendent

All Other Concerns

1. In compliance with the Republic Act 11293 or the Philippine Innovation Act, Section
2.g, to wit:
“The state shall place innovation at the center of its development policies,
guided by a clear and long-term set of goals that shall take into consideration
the key advantages of the country and the opportunities in the regional and
global economic arena.”
And pursuant to Republic Act 9155 known as Governance of Basic Education Act of
2001, which states that all teaching and non-teaching personnel are encouraged to
create and or innovate school-based initiatives, relative to projects promoting the
improvement of the teaching- learning process and school governance, this office
issues the official guidelines on the conduct of innovation projects.

2. In furtherance of this policy, attached are the enclosures to guide the proponents in
conducting a project for innovation in school.

A. Summary
o Write the background of the project being proposed. The School
Improvement Plan and the School Report Card can be sources of
information.

o The project must be highly relevant and directly related to the priority in
school problems and needs identified in the school’s Priority
Improvement Area.

B. Issues being addressed


o What are the main causes of the issues?
This section briefly summarizes the situation within which the
problem/opportunity exist. Give the reasons why this project is important
to the improvement of the school.
o Cite specific causes or issues based on your characterization in the
School Monitoring, Evaluation and Adjustment (SMEA), and /or results
of the problem analysis in the Continuous Improvement Process (CIP).
o Cite related issues or school concerns affected by the main issue if ever
there is a chain effect.

IV. Objectives and Outputs


A. General Objectives
o What will this project contribute to achieving higher aims of the institution
(Division, School, Community Learning Centers or CLCs)?
B. Specific Objectives
o What this project seeks to achieve. This must be SMART. (Specific,
Measurable, Attainable, Result-Oriented and Time-bounded).
C. Outputs
State the project outputs.
Specific and tangible products from inputs and activities (Learning
Materials, Lesson Plans, Documented Approaches, and Strategies, etc.)

o What are the components of the project? Divide into the following:

ENCLOSURE NO. 3. GUIDELINES IN WRITING PROJECT PROPOSAL

The proposed projects shall have the following characteristics:

1. Align with DepEd thrust and will contribute to the attainment of DepEd’s Vision
Mission and Core Values.

2. Show the reasons in conducting the project, and what the proponent intends to
create or innovate to address concerns, issues, gaps, and challenges.

3. Meet the criteria to benefit the learners and DepEd community.

4. Consider realistic management plan and the resources needed to complete the
project within a calendar year.

5. Include a layout/ project design in the proposal if it is an infrastructure project.


Example: establishment of solar panel and creation of e- library.

6. Sustain projects through donations, income generating projects and other sources,
and not taken from the Maintenance and Other Operating Expenses (MOOE).

7. Prohibit solicitation.

8. Show proof of donation, Memorandum of Agreement (MOA) or any evidence of


proof from source of fund.

9. Monitor project if it is completed by the Division Technical Working Group (TWG),


and a Certificate is issued if the project is already finished, if it is on-going, the
TWG will conduct progress monitoring in the implementation.

10. Promote sustainability and scalability to influence the quality of Philippine or global
education.

Reminder: All project proposals related to DepEd’s current programs and projects are not
necessarily to be approved as innovation, for these are embodied in the SIP/AIP of the
school. Examples: Gulayan sa Paaralan, Pera sa Basura, Construction of School Fence,
playground, and amenities.

Indention (0.5”) one half inch; All subheadings and first lines of each

Pagination Begin the body of the report in number 1; preceding pages
are counted as pages i,ii,iii etc.
