Project Descriptions/ Summary:


Using a novel approach, a strategy that is a fresh


intervention used to treat independent variables
that may be eclectic or distinctive. The
Implementation of the Division Mobile Library Hub
supports the DepEd Order no 64 s. 2009,
Institutionalization of DepEd Library Hub Project in
All Regions and Schools Division Nationwide and in
support of the implementation of the Learning
Recovery and Continuity Plan, anchored the existing
guidelines of the Division Mobile Reading Carousel
Project, which seeks to alleviate and develop the love
and habit of reading among pupils and students in
public elementary and secondary schools by bringing
library hub books to their districts equipped with
story books and supplementary reading materials to
be of use in providing activities in reading and
setting. This Mobile Library Hub is designed to
operate for a month, per cluster from A to E
Clusters schools on January 16 until May 16, 2023. In
addition, this will operate a book lending club in each
school district visited, which allows avid and
interested readers to borrow books and return
them to an appointed school reading coordinator,
school book In-Charge and LRMS coordinator upon
the scheduled time.

Statement of the Problem:


The development of early literacy skills


is essential for making the transition
from learning to read to reading to
learn, not just in English but other
learning areas. Moreover, it is also the
cornerstone of later academic
achievement by cultivating the skill in
reading that serves as a starting point
for the development of academic
abilities in all subject areas. Thus, there
is fear that inadequate reading
instruction during the pandemic would
have cascading implications for years
to come. These children who fall behind
in learning to read can quickly find
themselves struggling to stay up
throughout their schooling and it is
clear to schools division-wide.
Project Goal/Objective:
The objective is to promote and enrich
literacy among learners under Learning
Recovery and continuity Plan; cultivate the
schools’ community the love for books and
reading; strengthen partnerships and
linkages among stakeholders as it supports
the program; access reading resources in
the implementation of functional school
reading remediation/intervention for
learners who were assessed as struggling
readers.
Project Target:

This project targets school learners


who lack access to educational
opportunities and relevant exposure
which comes from access to books.
Every five clusters composed of
district schools will receive, account
for, and facilitate the reading materials
to be borrowed, distributed, and used
by all schools in the district. These
books will then be transferred to the
next district based on the attached
timeline.
Project Value Proposition:
1. This project is based on the idea that a child
must meet several prerequisites early in life to
develop the necessary abilities and mindset to
contribute to society and be relevant in the
twenty-first century. A reading culture from
an early age is essential among such
foundational factors. The Project will
therefore create an early reading culture,
basic knowledge, worldwide trend awareness,
critical reasoning ability, as well as general
competitiveness that otherwise the
backgrounds of such children development at
an early stage, by simply introducing books to
learners in school.

2. The Project will further effect to lessen


concerns like struggling readers, and low
comprehension abilities by making literature
accessible, which in turn exposes the mind to
concepts and high ambitions.

3. The district/ schools’ readers' hub &


activities will also provide a new form of
beneficial group recreation & collective usage
of school district areas portfolios in reading.
Project Funding Sources:

The mobile library hub project will


seek and attract support from
potential stakeholders to donate and
outsource children’s books and
supplementary materials for school
learners in the district to assure the
sustainability of the project before
the school year ends. The project
costs including personnel
expenditures, transportation, and
other delivery maintenance will be
accommodated by SEF and other
sources of funds subject to usual
accounting, auditing, and COA rules
and regulations.
Potential for Scaling Up:
The Project is intended to access
reading books and materials from
the five library hubs of this Division.
Cluster A- c/o Magsaysay I Library
Hub, Cluster B- c/o Talisayan Library
Hub, Cluster C- c/o Balingasag
Central, Cluster D- c/o Claveria
Central and Cluster E c/o Division
LRMS. With more funding and
stakeholder support the potential to
scale up significantly so that instead
of visiting the district for a month,
each school in the district can
access in the following phase, a small
network of Mobile Libraries centers
to other schools and an outdoor
reader's hub shall operate to cater
all learners throughout the school
year.
Project Success Indicator:
The learners from every grade level
will answer the book reading report
after borrowing and doing the
reading activities set by the
advisers per week. The first week of
the book reading report will serve
as a Diagnostic Reading Activity the
following thereafter per week. A
total of four (4) book reports from
the learners. This will serve as an
indicator of this project and provide
an impact on developing learners’
skills in reading.
The class adviser will record and
assess answers/book reports from
the learners and submit the
consolidated results after a month.
