1 Background of the Study

The education system of any country is the nucleus and teachers in that system like the genetic
transmitting the generation of the future.Teachers play a vital role in the process of education.
Because they are the real practitioner deciding every activity of the students and the future of the
international community is perceived and advocate by great teachers of this word as the internal
goal of humanity.Teachers are the most important resources in education organization because
they involve in the task of teaching and entrepreneur in school to accomplish school goal. But
one needs to know that all teachers do not perform their tasks in the same way .some devote
more energy and talent to their task and better attain their goals. Were as anthers are less work
oriented and devote very little of their time and energy and usually they are law achiever; this
implies that employees do not contribute equally to the organization goal achievement .Thus
organizational managers Need to measure the contribution of individual employee by
implementing several of performance appraisals (Ronald, 2001).

Evaluation is an important factor in an organization .In organization employees are daily


evaluated by their manager’s .Colleagues and subordinates.The fore evaluation cannot be espied
and it is all necessary for the development of the employee and organization .These differences
are natural and cannot be avoided even by giving the same basic education and training to theme.
They for it is necessary for management to know these difference in the development of teachers.
Teacher’s performance appraisal is the process of evaluating teachers. Worth or quality in terms
of the requirement of the job that is knowing how well a teacher performs assigned is
organizational activities( Melaka, 2007).

Performance evaluation is as essential factor that contributes positively to the development of


teacher. Teacher’s evaluation is often designed to serve two purposes to measure teacher’s
competence and to foster professional development and growth (Ronald T.C2001.32).

Hence teacher who seek to improve their performance are interested to know other people and
students view them and this can be better achieved it fair and reliable evaluation teachers’
performance in school. Performance educational practices of the principals, with this background
that the researcher want to assess how teacher performance evaluation is practiced and related
problem in woldia town to the melkakole primaryschools.In practice the teachers education
system in most developing nations is relatively young and still grappling with constraint of

2.the problem Statement of

Performance a appraisal of teachers enables us to understand who needs continuous professional


development and supervisory guidance as well as used to update their skill and knowledge. But
performance evaluation is challenging task to many educational managers because it leads to in
accuracy if not properly administered.The inaccuracies of performance appraisal in turn in give
rise to improper decision regarding, motivation training and development and remunerationByers
and Rue (2004)

Teachers are most of the time complaining about the fairness and usefulness of the appraisal
system because the criteria is not appropriate and did not take in to consideration the existing
condition in the schools of rural and urban areas. Although helping teachers improve their
performance is one of the educational manager’s most important tasks. Most educational
managers consider performance appraisal as their most difficult task.This is because some
teachers do not have willingness to accept negative feedback about their performance and lack
offavorable perception of teacher.This often encounter when the educational mangers make
unfair decisionaboutteachersperformance based above stated problems the researcher tried to
answer the following basic research questions:

1. Whatare themajor problemsthat encountered while appraising teachers performance?

2.How are stakeholders participate in teacher performance appraisal?

3. What are the challenges of teacher performance appraisal?


3 Objectives of the Study

3.1 General Objective

The general objective of this study is to assess the practice of teacher performance appraisal in
Woldia town to the Melkakoie primary schools.

3.2 Specific Objectives

The specific objectives of this study are

1 To identify the problem that encountered while appraising teachers performance.


2 To identify the stakeholders involvement in teacher performance appraisal.
3 To figure out the challenge in the teacher performance apraisal

4 Significances of the Study

The finding of this research is assumed to have the following significances:

1 The result assists educational manager and school to overcomethe problemsof teachers’
performance appraisal.
2 The result may help the educational manager to have some awareness on the teachers’
performance appraisal process.
3 The result study will help to widen the awareness of all concerned bodies who are
involved in teacher performance appraisal.
4 Give direction for educational manager to use improved techniques of teacher
performance appraisal.
5 The result may serve as source of information for other researchers who want to conduct
forother researcher on similar areas.
5 Delimitation ofthe Study

There isperformance appraisal in the numerous government school in woldia towns. Assessing the
practice of teachers’ performance appraisal in all these school of the towns is assumed to be
difficult and very broad.If is more objective if the study is delimited in terms of scope.Therefore,
boundary of the study covers the only selecting primary schools. Since the town covers the area of
small size there are similar problems addressed in all school in it this study there for the study
Will be delimited to melka kole ,etege taytu ,and adengur primary schools in wolidya town.In
This three schools are 265 teachers and 15 principals from 265 teachers the researcher select
75 sample size of teachers proportionally from three schools from 8 principals the researcher

Research Design and Methodology

6.1 Research Design

The study will be usedescriptiveresearch method in its research design that concerned with
assessment, individual opinions and procedures. As Koul(2002) stated the researcher employed
descriptive methods because it can tell us about what exist at presented by determining the nature
and degree of existing if also involve systematic collection and presentation of relatively data
and justifies the current status and magnitude of the various factors and challenges in strategic
planning formulation its implementation.

6.2 Sources of Data

Data that were collected consist of both primary and secondary data sources .The primary data
sources were from the respondent who involved in filling questionnaire and interview. On the
other hand the secondary data source were from review of literature and published materials.

6.3 Population and Sample size

According those three schools there are 265 teachers and, 3 principals. From 265 teachers
researcher selected 132 sample size of teachers, proportionally from 3 schools from 3 principals
researcher selected 3 of them using purposive sampling technique.

Sampling Techniques and procedure

According to woldiya city administration education department statics,there are total public
primary schools.Due to financial factors and for the fact school is in similar geographical future.
The study will be targeted on three selected public primary schools. Namely Melk kole,Etege
Tayitu,and Adengur primary schools.In this three schools are 265 teachers and 3principals from
265 teachers the researcher select 132 Sample size of teachers proportionally from three schools
by simple random sampling and from3 principalsthe researcher selected 3 of them using
purposive sampling technique.

6.4 Data Gathering Tools

Data sources for this study include both primary and secondary sources will be from teachers
who involved in responding to the questionnaires.Whereas schools principals who were selected
will be respond to the prepared interview

 Questionnaires; the researcher prepared questions that enable him to answer the basic
research questions and distributed to the selected teachers of the primary schools.
 Interview: the writer of this paper also conducted an interview with four schools principle to
get more accurate and relevant data for the study.

6.5Data collection of procedure

The student researcher administrate questionnaire himself by seeking collaboration of respective


school principals and teacher in each schools.Finally to supplement the data information
obtained through questionnaire, interviewand document analysis of association of practice of
teachers performance appraisal in woldia city in primary school.The researcher will be
prepared25 questionnaires with both close and open ended questions use to collect data from
principals and teachers.

6.6 Techniques of data analysis

The researcher used both quantitative and qualitative approach of data analysis and presentation.
Accordingly the data gathering through structured questionnaires were processed (edited,
shorted, classified and arranged) by using tabulation form.Then the extracted information
presented by using percentage and interpreted in statement of words.The data obtained through
interview were also presented by using word expression .The researcher employed these methods
believing that itVery simple and most understandable statistical methods of data analysis and
presentation researcher at educational level.
