1. Terms of payment
• The terms of payment ) It was not mentioned in the unpriced
commercial offer except for the 15% as an advanced payment).
ARC requests united engineering to submit the terms of
payment mentioned under unpriced commercial offer, so that
it pays 15% of the total contract value as an advance payment
in exchange for opening a bank guarantee letter for the full
value of the contract issued by the Libyan Foreign Bank, and
this credit remains valid Until the issuance of the work
completion certificate, provided that the remaining 85% is
distributed according to the following breakdown:
1.1 Part I (Erection)
o paying 50% of the total value of the erection works
according to the progress monthly works within 30 days
from the date of invoices.
o Paying 5% of the total value of erection works within 30
days from the date of issuance of the initial acceptance
certificate.
o Paying 5% of the total value of erection works after 12
months of issuing the completion certificate for each
tank.
1.2 Part II (supply of material)
o Paying 15% within 30 days of submitting shipping
documents.
o Paying 5 % within 30 days of the receiving materials at
the site and approval by ARC.
o Paying 5% after 12 months of issuing final acceptance
certificate.
• The Acceptance of foreign currency rates will be according to
the bulletin issued by the Central Bank of Libya corresponding
to the closing date of receiving offers on 15/11/2022.

• The acceptance of the general conditions contained in the bid
document and the technical and financial requirements it
contains, including a letter of good performance. Please accept
ARC ask United Engineering co. to submit complete technical proposal for tank
preventive maintenance as per tender’s documents and according to API653.
The technical offer shall include the following information including our
amendment in our scope of work, technical specification, BOQ and supply of
materials.

The following required list has been sent to all bidders, the bidder shall submit
the missed ones to fulfil the ARC's requirements, where the final procedures
shall be submitted to ARC for approval prior to commence any work.
1. Tank foundation repair procedure
2. Tank bottom plates replacement and repair procedure
3. Tank shell plates replacement and repair procedure
4. Door sheet opening procedure
5. Welding procedure specification (WPS) and welding procedure
qualification records (PQR) for supporting (WPS)

offer accordingly.

1. Tank Bottom plates (SOW)

• New point (4.2.6) in case of removing and renewing of
bottom accessories which is not falling within the area
of plate replacement the specific unit rate is required
to be added on the Bill of Quantities for “removal and
renewal of tank bottom accessories which is not
falling within the area of plate replacement such as
drain nozzles, bottom sump, roof support pads and
level deck”. please amend
2. Foundation pads (SOW)
 • Point (4.4.8.4) The Contractor shall supply and lay fire proofing
(vermiculite cement) (H.D. cement) according to API
2218 approved by ARC and metal mesh if necessary for
06hours. Please amend your proposal and BOQ
accordingly
3. Painting (SOW)
• Point (4.12.1) “Surface preparation prior to applying the
coating by using grit blasting type copper slag (NAstra).
