B-Administrative Performance

The Dapitan City Police Station had a productive year in 2020 despite challenges from natural disasters and the COVID-19 pandemic. Under the leadership of Acting Chief of Police ARESTON DOMINGO LIMOS, the station supported the national and local governments' efforts against illegal drugs, crime, and in implementing health protocols. The station strengthened security through new infrastructure projects, equipment acquisitions, and training programs for its 94 personnel. Key accomplishments included the near completion of a new police building, construction of additional outposts, and acquisition of vehicles, radios, and other resources with funding support from the local government.

HIGHLIGHTS OF THE 2020 ACCOMPLISHMENTS

The Dapitan City Police Station is privileged to be led by one of the best Acting Chief of
Police that made the organization focused and persistent in the performance of its
mandated tasks.

As the whole country started to experience the blitz of natural disaster, from
experiencing typhoon to COVID-19 pandemic in the early part of year 2020, the
organization together with its stakeholders did not stop from serving every individual
and its constituents as a whole by ensuring them a safer place to live in. New and lone-
term initiatives were implemented in response to the various challenges that the PNP
had encountered during year 2020.

Aligned with the established PNP thrusts, missions and objectives, the Dapitan City
Police Station persistently supported the national government down to Local
Government in the relentless campaign against illegal drugs, corruption, and criminality.
Likewise, the station also helps the local government in implementing minimum health
protocols to minimize the spread of the COVID-19 virus in the Dapitan City.

In spite of all the catastrophes that we had experienced, Dapitan CPS is able to
implement laws and adopt the new norm condition to serve the Dapitanons and for
Dapitan City to remain as a peaceful city in the province.

The Highlights of the PNP accomplishments from July 1, 2020 to May 15, 2021 include
the following:

Human Resource Management

The Dapitan City Police Station


is manned by the Acting Chief of Police,

LIMOS, with the support of his Deputy
Chief of Police, PAMJ ROCHEL E.
GALO, and PLT RONNIE RAINE G.

Dapitan CPS has a total number of 94 personnel including NUP. These personnel were
tasked to man the seven (7) COMPACs and two (2) outpost in the islands of this city
namely Aliguay and Selinog. The present police to population ratio is 1:1032

Learning and Growth


Despite the continuous fight against the corona virus, education and training were
pursued by adopting the blended learning platform wherein classes are conducted
virtually. Dapitan CPS personnel were able to attend and participate the classes of the
following specialized and mandatory courses conducted.

Marksmanship Trainings
For the period covered, this office
participated the Bolo Man Challenge
sponsored by the ZNPPO as well as the RD’S
Cup held in Sibugay, Zamboanga del Sur.

Dapitan CPS together with the Local


Government Unit conducted semestral
Marksmanship training for PNP which was
participated by the stakeholders and other
gun shooter’s club in Zamboanga del Norte.

Physical Fitness
Pulisteniks is one of the programs of the
PNP to enhance the commitment and
participation of all members of the PNP involving
physical health and wellness that aims to
improve the physical, mental and morale state of
the PNP Personnel and monitoring of Body

Mass Index to the participants of mandatory career courses were strictly implemented.
With this, Dapitan CPS ensures the fitness of its personnel, especially for those who will
be undergoing trainings. Likewise, a 4-minute exercise every 10:00AM and 3:00PM was
introduced and was performed daily by PNP personnel of this station. This office also
created the R.U.N. (Remove Unnecessary Nutrients) Program among the personnel to
achieve the 100% Normal weight.

LOGISTICS

Resource Management –
Despite the downfall of our economy
due to COVID-19 pandemic, Dapitan
CPS with the support of the Local
Government Unit of Dapitan City,
were able to procure facilities,
equipment, supplies and materials
that are necessary for the
performance of its administrative
and operational functions.

Move, Shoot - Firepower and Lift


Resources of Dapitan CPS, include
112 firearms broken down as
follows; 27 Long firearms and 87
short firearms with one (3) vehicle
issued by PNP. With continuous
support of the Local Government
Unit of Dapitan had loan this office
five (5) vehicles, two (2) sea assets
and two (2) motorcycle to strengthen
more our capabilities in giving
quality services to the Dapitanons.

Communication – The Dapitan


CPS optimized the utilization of its
financial and logistical resources to

enhance capabilities on move, shoot, and communicate. The station proposed to the
LGU the procurement of radio base and 15 high end handheld radios amounting to P3,
000.00 which was then approved for appropriation by the committee.

As of this period, this office has five (5) base radio and forty-eight (48) handheld radios
which are loaned from LGU; with one (1) investigation kit, one (1) Fingerprint Kit and
one (1) police line.

Various donations from the


different stakeholders received by
this office that helped enhance
the security as well as the
/capability. The LGU of Dapitan
City was able to procure several
equipment worth P500,000.00
CCTV cameras, P25,000.00 Body
Cameras, P600,000.00 Laptop,
Desktop Computers, Printers,
Camera, Air conditioned, TV
Monitors and monthly office
supplies to enhance the services
of the Dapitan CPS personnel.

Real-Estate Management – Dapitan City Police


Station is temporarily situated in the Old City Hall
Building of Dapitan City which is along City Hall Drive,
Sta. Cruz, Dapitan City near the Dapitan City Cultural
and Sports Center. Due to the consistency of the
ACOP in pursuing to have a new PNP building and the
transfer of the donated land title is now in the state of
ongoing process. It had also forged Usufruct
Agreement for the seven (7) COMPACs located in
different strategic places in Dapitan.

Infrastructure Management – For the period covered, Dapitan CPS new building,
located at Road 17, Lawaan-Banonong, has its 95% completion up to this date. The
four (4) additional COMPACs located in coastal areas were properly turned-over by the
Local Government Unit to the Dapitan CPS. This aims to strengthen the security
measures in the city.

FINANCE

Monitoring optimal use of resources. With the implementation of the PNP anti-
corruption efforts and as part of the internal cleansing, transparency in the utilization of
financial resources, the Chief PNP directed the PNP Finance Service to directly deposit
the allocated funds from regional level, to provincial level down to city and municipal
police station by opening an account for each police station thru their finance officer.

Likewise, to ensure the optimal usage of the downloaded financial resources, regular
audit is conducted.

Aside from the regular budget for the Dapitan PNP, LGU Dapitan City funded
several projects amounting to a total of P 1,881,536.00 from the CPOC fund, as follows:
