In the early 1970s, work was nearing completion on the Bay Area Rapid Transit (BART) system
in the San Francisco Bay metropolitan area. The design for BART was very innovative, utilizing
a highly automated train system with no direct human control of the trains. In the spring of 1972,
three engineers working for BART were fired for insubordination. During the course of their work
on the project, the three had become concerned about the safety of the automated control
system and were not satisfied with the test procedures being used by Westinghouse, the
contractor for the BART train controls.
Unable to get a satisfactory response from their immediate supervisors, the engineers resorted
to an anonymous memo to upper management detailing their concerns and even met with a
BART board member to discuss the situation. The information on the problems at BART was
leaked to the press by the board member, leading to the firing of the engineers. They
subsequently sued BART and were aided in their suit by the Institute of Electrical and
Electronics Engineers (IEEE), which contended that they were performing their ethical duties as
engineers in trying to protect the safety of the public that would use BART. Eventually, the
engineers were forced to settle the case out of court for only a fraction of the damages that they
were1 -seeking.

Feasibility study
• Is an evaluation and analysis of the potential of the proposed project which is
based on extensive investigation and research to give full comfort to the decisions
makers in-terms of technical, costing and profit.
• The objective is to ensure the success of the projects.
• The assessment is based on an outline design of system requirements, to
determine whether the company has the technical expertise to handle completion
of the project.
• When writing a feasibility report, the following should be taken into consideration:
- A brief description of the business to assess more possible factor/s which
could affect the study.
- The part of the business being examined.
- The human and economic factor.
- The possible solutions to the problems.
Planning
• Is the process of thinking about and organizing the activities required to achieve a
desired goal.
• Planning Engineer:
- Overseeing the programs of work, ensure there is enough manpower,
materials and equipment's. They ensure that the construction is completed
safely and to the required standard and time.
- They work closely with site managers and other engineers to ensure a project
runs on schedule and that material supplies are sufficient.

• A design engineer is responsible for performing research and creating designs of

and determining different types of products that will be of use within an industry.

• Is the process by which material, equipment, machinery are assembled into a
permanent facility.
• Construction Engineer :
- Primarily responsible for planning and coordination of various construction
field execution activities within the mechanical discipline.
- Activities will include involvement in the procurement, fabrication, installation,
modification, maintenance and testing of various systems and components.

Commissioning
• Process by which an equipment, facility, or plant (which is installed, or is complete
or near completion) is tested to verify if it functions according to its design
objectives or specifications.
• When new construction is planned, a commissioning engineer is hired by the
owner to provide independent oversight of the many contractors needed to install
heating, ventilation and air conditioning (HVAC), electrical and other systems for
the building.
• Many times, commissioning is not considered until a project reaches the
construction phase. While still valuable, employing a commissioning engineer
after construction begins means that there is less opportunity to organize and
plan ahead .

• Maintenance, Repair and Overhaul (MRO) may be defined as, "All actions which
have the objective of retaining or restoring an item in or to a state in which it can
perform its required function. The actions include the combination of all technical
and corresponding administrative, managerial, and supervision actions”.
• Maintenance Engineer :
- undertake scheduled, and unscheduled (breakdown) maintenance of
engineering equipment or plants.
