CHAPTER I

THE PROBLEM AND ITS SETTING

This chapter includes the introduction, background of the study, statement of the

problem, possible solutions were also discussed. General and specific objectives were

set and the scope and delimitations were tackled for the coverage of the study. And

lastly, significance of the study was also provided.

INTRODUCTION

Technology has solved a number of important social issues that affect humanity.

Education has become democratized and health information can be distributed to

doctors around the world via the internet. Vaccines are delivered via drones.

Apps predict earthquakes. The world is changing because of technology.

Unfortunately, there are still some areas in the community that lacks

technological advances and one of many examples is in correctional facilities like jail

management. The jail is a very large yard where prisoners, warders and other prisons

staff reside. Jail have a two-fold mission to protect society by confining offenders in

facilities that are safe, humane, and secure and to ensure that offenders are actively

participating in programs that will assist them in becoming law-abiding citizens when

they return to our communities.

Having said that, some jails rely on mostly outdated solutions like manual

encoding of prisoner’s profile resulting to data redundancy, missing records, manual

monitoring system of the facilities, etc.  Prison staffs like any other human will also need

latest technology in the facility so as to reduce stress that they encounter every day.

The proponents will design and develop a system that offers automated solutions

to some of the common problems that the correctional facility encounters today.

BACKGROUND OF THE STUDY

Before the inception in 1992, Sarangani was part of South Cotabato as its Third

District. The province was created by Republic Act No. 7228 on March 16, 1992

penned by Congressman James L. Chiongbian gaining its independence to

administer its own local government with the seven municipalities; Maitum, Kiamba,

Maasim, Malungon, Malapatan, Glan, and Alabel as its capital.

Part of the requirements as mandated by RA 7160 for a province to operate is to

establish its own provincial jail which will be headed and supervised by the Office of

the Governor. Anent, on November 9, 1994 the Sarangani Provincial Jail was

established and Renato G. Purisima was the appointed Provincial Jail Warden.

Manuel P. Sales, Jr. was appointed as the Assistant Jail Warden together with the

20 appointed Jail Personnel. They were tasked to run the Jail Operations and

managed the 78 inmates that were transferred from South Cotabato Provincial Jail

to Sarangani Provincial Jail.

Lacking in security, three provincial jail guards were under investigation for the

mysterious escape of a murder suspect from the facility on October 2014 .

The Sarangani Provincial Jail is located at Barangay Baluntay, Alabel, Sarangani

Province.

STATEMENT OF THE PROBLEM

The Jail Monitoring and Security System aimed to solve the following problems:

1. The need to have an automatic alarm system added to the respondent’s

security system.

2. The need to upgrade the cell locks for more security.

3. The need to monitor the number of prisoner in a cell.

4. The need to eliminate the manual and unmonitored access of the person who

control the prison cell gate.

5. Manual encoding of prisoner’s data and information.

6. Manual monitoring of the facility to refrain someone from escaping.

GENERAL OBJECTIVES

This project aimed to develop a Jail Monitoring and Security System that will

upgrade the current manual system by introducing a more advance automated system

through the integration of new technologies.

SPECIFIC OBJECTIVES

The ultimate aim of the study is to automate the routine function of jail

management system and overcome the problems associated with the present system.

The aim and objectives are to handle the following;

1. To develop a system that automatically alarms when a getaway is detected.

2. To develop an automated system that can easily store, update and retrieve

personal information of prisoner.

3. To develop a fingerprint-based gate lock system that creates a log containing

check-in and check-out of each user along with basic information of user.

4. To develop a system that can monitor the prisoner in every cell and

automatically warns the jail guard if the prisoners in the cell are incomplete.

SIGNIFICANCE OF THE STUDY

The Jail Monitoring and Security System may help the Sarangani Provincial Jail

resolve their current problems with their manual system. The proposed system has an

automatic alarm system, an automated information system for the prisoners, a

fingerprint gate lock, and jail cell monitoring system. With the help of this system, the

number of hours that the employee need to spent in the task will be reduced and they

can become more productive by allowing them to focus on more important tasks

associated with their position.

The study may also help the proponents in enhancing their knowledge, skills, and

attitude thus preparing them to be successful in the future.

SCOPE AND LIMITATIONS OF THE STUDY

The Jail Management and Monitoring System will be implemented in Sarangani

Provincial Jail. The system aims to improve their current manual system into more

secure, precise and reliable automated system. This automated system will

electronically process the personal information of Person Deprived of Liberty (PDL) to

provide higher level of compliance and faster service. This system will also notify the

microcontroller when the sensor detects an incomplete number of PDL inside the cell.

Furthermore, another sensor will be placed around the barriers that automatically alarm

when a PDL is trying to escape. And also, this system will be equipped with a biometric

fingerprint scanner to monitor the records of the person accessing the main cell gate.

The whole system will not work when there is a power outage since it is powered

by electricity. Biometric fingerprint scanner has its limitation and does not take into

consideration when a person physically changes, people who have suffered the loss of

fingers or hands would be excluded. Motion sensor can only detect movements in a

certain distance and may not properly function in a distant.
