V. RATIONALE:

Climate Change has become a reality much faster than all scenarios predicted. It is not just an
environmental issue, as too many people still believe, but an all-encompassing threat, to health,
agriculture, peace and security, to the very ground millions of people,and ofcourse to the global
economy.

Everyone depends entirely on a healthy natural environment for our wealth and wellbeing as
it is vital to our economy and social structures, our capacity to construct things, to our health and
happiness. However, this natural environment is being destroyed because of human activities, so the
people should take the responsibility to save them. Hence, there is a need for a collaborative effort
between the community, especially the youth to combat the loss of our natural resources and
rejuvenate our environment by undertaking tree planting activities and providing effective measures
for their maintenance and sustainability.

Republic Act 9729 or the Climate Change Act of 2009 states that the state should recognize
the vulnerability of the Philippine archipelago and its local communities, particularly the poor,
women, and children, and to potential dangerous consequences of climate change. The state shall
cooperate with the global community in the resolution of climate change issues, including disaster risk
reduction. Section 14 states that the LGUs shall be the frontline agencies in the formulation, planning
and implementation of climate change action plans in their respective areas, consistent with the
provisions of the Local Government Code, the Framework, and the National Climate Change Action
Plan.

The Resolution No. 2022-035 of the Naga City Youth Officials states that there should be a
Tree Planting activity to be conducted by the organization every month. Therefore, this activity would
be implemented by the Naga City Youth Officials 2023 this month of March with the theme
“ Binibinhi: Tanom Kababaihan” in connection with the celebration of women’s month.

This activity will be held in partnership with the Zonta Naga Camarines Sur, the NCSHS
Z-Club, Biscast Golden Z-Club, and other Non-government Organizations. This event will not only
improve the environment of the locality, but this will also highlight community service, social
responsibility, and the advocacy of Women’s Month which is Women Empowerment and Gender
Equality. More importantly, this will serve as a venue for the youth officials to connect with the
participating non-government organizations.
VI. OBJECTIVES:

The objectives are:

1. To raise awareness to the society in the importance of planting and saving trees

2. To help minimize the climate change effects

3. To promote community service and social responsibility

4. To highlight the advocacy of Women Empowerment

5. To build a strong relationship and camaraderie with each other by helping hand in hand in
preserving the ecology

VII. PARTICIPANTS: This activity will be conducted with the Naga City Youth
Officials with Zonta Club Naga Camarines Sur, NCSHS Z-Club, Biscast Golden Z-Club, JJC, and
other women non-government organizations.
