Queen’s Landlord Agreement Tenant Consent Form

Queen's runs a voluntary program for landlords who have had their units inspected by an independent third party
for compliance with the City of Kingston's property standards bylaw. This By-law describes standards for such
items as pest prevention, structural soundness, windows and doors, kitchens, walls, ceilings, floors, egress, steps,
handrails, heating systems, bathrooms, ventilation, and yards.

Units that are under the Landlord Contract Program, or Queen’s Landlord Agreement, are extended an exemption
under the Residential Tenancies Act. The exemption permits a Tenancy Termination Agreement to be signed at the
time that the lease is signed. In other words, if you are a tenant of a unit in the Landlord Contract Program, you will
be agreeing to terminate your tenancy at the conclusion of the lease. Landlords/Property Managers with units in
the program generally allow a period of time for tenants to apply to be considered for a lease renewal in the same
unit.

The main benefits to students of units in the program are:


1) they can feel confident that the unit has been inspected and is compliant with the City’s property standards by-
law (inspections are conducted annually);
2) rent levels for the unit will not increase any more than the guideline amount as determined by the Provincial
Government each year, even when new students move in (for units not in the program, landlords may increase the
rent by whatever amount they feel they can get when there is a tenancy change);
3) the stock of rental apartments available to students is protected.

The rental unit that you are currently residing in has recently been inspected as part of the certification process to
participate in the Queen’s Landlord Contract Program. As a sitting tenant(s), we require your permission to fully
implement the Queen’s Landlord Agreement for your unit. Providing this permission is not a requirement for your
continued tenancy with us, however doing so ensures that the benefits mentioned above will continue for student
renters into the future.

O I understand the terms of my unit entering the Queen’s Landlord Contract program and consent to full
implementation of the Queen’s Landlord Agreement for my unit upon receipt of a copy of said Agreement from my
Landlord. I understand that I will be signing a Termination Agreement at that time and, in the event that I wish to
be considered for a new lease in the unit, I will follow the requirements provided by my Landlord to re-apply for a
new lease.

O I do not consent to my unit entering the Queen’s Landlord Contract program. I understand that in order to
terminate my tenancy I will be required to provide a Notice to Vacate to my Landlord per the Residential Tenancies
Act.
