 Process to solve real and relevant problems that affect
population at large

 Sets broad regulations and directions for governments
 Revolves around important concepts such as State, Government,
Sovereignty

*Treaty of Westphalia of 1648 spoke of state and its sovereignty
*Has territory, government, population and sovereignty as important
aspects

 Any policy becomes effective only if it is in accordance with the

• Meaning and Significance of Values:
 Set of shared beliefs and ideas by group of people or community
 Values as a concept important in various disciplines of social science
• Impact of values on public policy making:
 Has huge impact on public policy making
 Policies reflect the ethos and value system of the society at large
 Eg: at individual level, individuals involved in policy-making will have their
own set of value system that may have a huge impact on policy making. At
system level, the predominant value system of the country will shape the
policies.
Pluralism and Public Policy making
• Theory of Pluralism in Politics:
 Pluralism emphasizes that power is dispersed among variety of
groups and not concentrated in one single group of ruling elites
 Includes multiple actors on decision making such as pressure
groups, interest groups, civil society at large, private sectors along
with government
• Significance of Pluralism in Public Policy making:
 Decentralization of power
 Different views are considered while determining public policies
• Does Pluralism exist in public policy making?
Information and Public Policy
• Meaning and significance of Information:
 Processed, organized and structure data
 Data enables informed decision-making process
• Role of Information in Public Policy:
 Information helps in providing concrete inputs while making
policies
 In public policy making, information helps in gathering data,
designing programmes and their effective implementation
