Request For Certification of Non-Coverage To 4Ps

The Department of Labor and Employment (DOLE) implements the DOLE - Integrated Livelihood Program (DILP) to provide vulnerable groups access to grants and training for entrepreneurship. DOLE requests that the Department of Social Welfare and Development (DSWD) issue a certification of non-coverage of the Pantawid Pamilyang Pilipino Program (4Ps) for a list of beneficiaries, as 4Ps recipients are not eligible for DILP. DOLE has attached a master list of 51 potential beneficiaries and contacts DSWD to validate their qualifications for the entrepreneurship program by checking 4Ps enrollment status.

Greetings!

In the interest of the service and pursuant to the goal of inclusive growth through job
generation and substantial poverty reduction, the Department of Labor and Employment
implements the DOLE - Integrated Livelihood Program (DILP) as one of the flagship
programs of the agency that open economic opportunities to the vulnerable and
marginalized sectors by providing them access to grant assistance for capacity building on
entrepreneurial ventures for either individual or group undertaking.

Under the said program, beneficiaries are provided with working capital in the form of raw
materials, equipment, tools, jigs, and other support services needed to start-up their chosen
livelihood. Relative to the eligibility requirements under the DILP guidelines, recipients of the
Pantawid Pamilyang Pilipino Program (4Ps) and government employees, including those at
the Local Government Units are not eligible to avail of our program.

In line with this, we are humbly requesting from your office the issuance of the Certification
of Non-coverage to 4Ps for the names in the attached master list to validate their
qualifications.
