LEGAL BASIS:
Rationale
Architecture is a very unique and complex field and the learning of students is largely
dependent upon actual experiences that even the use of visual aids cannot provide. EXPERIENCE
can better the acquisition of learning by the students as they would see, touch and experience the
subject of discussion. Experiencing the place is a lot better than by just merely viewing it, reading
about it or looking at it. This is very important to architecture education.
Bicol University Institute of Architecture is the leading institution in the region that had
experienced the continuing changes in the field of Architectural Education. This change can be
directly attributed to the fast technological advancement, current issues, new enacted laws, climate
change, environmental sustainability and the diversity of contemporary societal needs.
The challenge for the Architect Academician is the teaching methodology on how to
deliver ideas, new concepts and other issues which directly affect the education of the future
architects. Practical implementation of concepts is the most effective tool for learning. It is said
that the best way explaining or teaching these ideas and concepts is through showing them the real-
life practice and scenarios of being an architect, having an actual exposure and or practical
applications of theories, or how to feel the spaces of the different types of buildings that the
architect design and how the immersion to the actual practice of the profession can uplift their
appreciation of the profession and respond to different situations accordingly. One of the means to
provide better learning experience, is by adopting the “OUTSIDE the Classroom'' learning process.
The “On the Job Training Course or Apprenticeship Program '' can give opportunity to students to
apply acquired skills and knowledge from studios and classrooms to the actual industry setting.
Conventional way of learning may no longer be the best option. A student must explore other
experiences outside classrooms and experience real-life issues and problems. Opening

opportunities to the students to engage in the actual practice and introducing them to the different
industry partners may widen their horizon of learning and experience. The Immersion Program is
one best option as it offers the perfect informal set-up for lively discussions and engagements. The
experience of traveling to other cities and practical applications of diverse works in an architectural
office makes them independent individuals and helps establish lifelong values and priorities.
The policy and guidelines presented below will serve as reference for making the syllabus
and course guide of the faculty in charge of the conduct of the immersion program.
● Webinar shall refer to professional & technical online seminars aligned with
the education of and pursuant to the general practice of Architecture

establishment in the Philippines with established system of training; the legal
Individual, Firm or Company where trainee/s is to undertake the Practicum
requirement or OJT
● Trainer shall refer to the legal person/s who will supervise the trainee who shall
undergo training
● Host Training Entity (HTE) shall also refer to the Provider or the Trainer.
1. TRAINEE
a. Bona fide students of Bicol University Institute of Design and
Architecture.
b. Incoming 4th year Architecture standing students, who have no
failed or incomplete grades by 3rd year 1st semester in any of the
Major subjects.
c. Students must be enrolled in the current semester (Midyear Term).
d. Students who have not incurred 3rd degree probationary status.
e. Students are required to present their Certificate of Grades (COG),
Immersion proof of payment and Certificate of Registration (COR),
for evaluation purpose.
f. At least (18) years of age from the start of the internship period.
g. Submit a medical certificate indicating that he or she is in good
health and emotionally fit. The medical certificate shall be based on
a physical and/or psychological examination (if required by the
HTE) conducted or certified by the Department of health (DOH)
accredited clinics and hospitals.
h. Submit a copy of the Vaccination Card reflecting that the student is
fully vaccinated. Can include the booster card copy if available.
i. Must be a member of PhilHealth if 21 years old and above; and if
20 years old and below, must submit a Member Data Record (MDR)
as proof of being a beneficiary.
j. Have a notarized written consent from his or her parents or legal

guardian.
k. Any & all relevant qualifications as may be prescribed by the Office
of the Director, Bicol University Institute of Design and
Architecture as indicated in BUIDeAS Policies and Guidelines.
l. Qualified Student/s shall be referred to as Trainee/s hereinafter.
m. Obligations/Responsibilities
1. Enter into an OJT contract and/or agreement with the
participating provider;
2. Sign all required documents necessary for his or her
participation in the internship program, including the
acceptance letter, OJT contract and/or agreement;
3. Comply with the provision of the contract and/or agreement
including the rules and regulations of the HEI and
Provider/Trainer at all times;
4. Undergo the required orientation/internship program
conducted by the HEI and Provider/Trainer;
5. Report for internship in the Provider/Trainer based on the
schedule indicated in the OJT contract and/or agreement;
6. Perform tasks and activities indicated in the OJT policies and
guidelines;
7. Maintain confidentiality, when and where appropriate,
during and after the internship period of all the data, business
or trades secrets where such information is not within the
public domains and is indicated or understood to be
confidential;
8. Adhere to the existing rules and regulations of the
Provider/Trainer including the proper use of tools,
instruments, machines and equipment;
9. Submit a journal of internship as required by
Provider/Trainer reflecting on the approved OJT plan, his or
her experiences describing the internship activities any
problem/s encountered, and his or her reflections on the
internship experience to the Adviser;
10. Complete the agreed duration of the OJT; In case the student
intern will be unable to finish his or her internship within the
designated period, he or she shall inform the Adviser
Coordinator in OJT in writing of his her intent and reason to
prematurely end his her OJT. Failure to complete the OJT
program without valid cause disqualifies the student intern
from retaking the program with the concerned
Provider/Trainer; and
11. Report to the Adviser/OJT Coordinator for an exit
assessment after the completion of the internship period.
2. TRAINER
a. Registered and Licensed Architect of the Republic of the Philippines
PRC.
b. UAP Registered Member and in good standing with the IAPOA.
c. Employee of a Provider
3. PROVIDER
a. Individuals, Firms and Companies in the business and practice of
Architecture and its allied services, including but not limited to

Architectural Design, Architectural Interiors, Construction,
Construction Management, Project Management and Project
Consultancy.
b. Individuals, Firms and Companies legally engaged in the business
and practice of Architectural Interior, Construction, Construction
Management, Project Management and Project Consultancy
provided that the trainee undergoes training in the capacity befitting
and complying with the laws and documents listed under the
Policies on Industry Immersion & Seminars and R.A. 9266.
c. Capable of providing the appropriate internship program and has the
capacity to co-develop, along with the Provider/Trainer, and follow
an OJT plan to be undergone by the student intern in the
Provider/Trainer;
d. Has capacity to mentor, provide and facilitate the provisions of
technical training to student intern;
e. follow the evaluation system of student performance provided by
the HEI;
f. All Individuals, Firms and Companies hereinafter referred to under
4.a & 4.b shall be duly registered with the national and local
government.
g. All Individuals, Firms and Companies hereinafter referred to under
4.a & 4.b, who are not engaged in any form of illegal activity and/or
transactions.
h. Obligations/Responsibilities
o Designs and implements the OJT plan in partnership with the
HEI;
o Encourages student interns to develop their personality and
professionalism, and to the extent possible, protect them
from physical or moral danger;
o Assigns a point/focal person responsible for the
implementation of all phases of the internship;
o Orient the student intern on the standard rules and
regulations of their establishment before signing of contract;
o Enters into an internship contract/agreement with the student
intern;
o Facilitates the processing of the documents of the student
intern in coordination with the HEIs;
o Provides practical training or work experience in accordance
with agreed OJT plan and schedule of activities;
o May provide necessary incentives of the students as
contained in the MOA/contract/agreement, such as free duty
meals, travel allowance and uniform, if applicable;
o Ensures that student do not perform tasks and duties of
regular position in Provider/Trainer;
o Provide supervised applied learning experience for student
in accordance with agreed internship plan and schedule of
activities;
o Develop feedback mechanism to the student;
o Develop feedbacks mechanism to Adviser of the overall
implementation of the internship and the student

performance;
o Provides monitoring and evaluation reports or other
information on the students intern’s performances a may be
required by the HEI;
o Make available, accurate and current records and provide
access to the HEI of a student while on OJT;
o Notifies and provides at least 30 working days written notice
to the HEI of a student breach of contract or misconduct in
the internship premises prior to HTE’s decision to suspend
or terminate the contract; and
o Issues certificates of completion for the student interns not
later than two weeks after the completion of internship.
4. ADVISER
a. Registered and Licensed Architect of the Republic of the
Philippines, Professional Regulation Commission (PRC).
b. UAP Registered Member in good standing with the IAPOA.
c. Faculty Member of Bicol University Institute of Design and
Architecture (BUIDeA) and the University.
d. Must have official designation by their respective head/president on
the basis of the HEI’s qualification requirement.
e. The Adviser shall serve as the arm of the Institute in the
implementation of the guidelines for the BUIDeA Immersion
Program.
f. Obligations
o Provide pre-internship orientation prior to deployment to
internship venues including among others work ethics and
anti-sexual harassment laws as pre-requirement;
o Coordinate with the Director or the Department Chair for
the purpose of the internship orientation;
o Inspect internship venues and sites;
o Monitor and assess student interns periodically;
o Coach or mentor student interns;
o Consult and assist student interns in resolving
problems/issues encountered; and
o Validate the result of the internship of students per batch, at
the end of the internship period.
2. All existing and applicable policies including but not limited to policies set by
the Offices of Student Affairs and Services (OSAS), Vice-President for
Academic Affairs (VPAA) and the Office of the University President (OP).
3. R.A. 9266 otherwise known as the Architecture Act of 2004 and the governing
policies contained within the documents on Professional Practice, Design and
Allied Services by the United Architects of the Philippines (UAP-IAPOA) and

that of the Comprehensive and Diversified Training requirement for Licensure
Examinations for Architecture by the Professional Regulatory Commission's
Board of Architecture (PR BOA).
1. Field Immersion with Seminars (in case face to face meetings are allowed).
2. Webinars (lectures/ product presentation) is an option if ever the Field
Immersion with Seminars cannot be realize).

IV. OJT QUOTA HOURS FOR OJT, FIELD IMMERSION & DIAGNOSTICS:
1. The trainee shall undergo a minimum of 122 hours as described in Table No. 1.

8. Office works designated by the Trainer at the field office shall be credited as
FIELD work and only where Trainee is assigned to the site on a whole day
basis.
10. The Trainee is bounded to the Schedule Matrix submitted to the Adviser.
HOURS UNACCOUNTED FOR IN THE SAID MATRIX SHALL NOT BE
CREDITED.
11. In cases where classes are suspended or canceled, liberating any portion of the
matrix for additional OJT hours, Trainee/s shall submit letter of request to the
adviser within the next twenty-four hours (excluding Saturdays & Sundays) for
proper credit. Although allowed, this condition is highly discouraged.

12. As a general rule, quota credits shall be PROACTIVE and NOT retroactive in
nature.
V. MECHANICS:
1. Each student shall be required to compile in clear book compilation of
documents as required for the subject.
2. Clear books shall be presented to the Adviser no later than the second regular
week containing the following:

c. OJT SCHEDULE MATRIX (5 weeks duration)
i. The schedule matrix is prepared to establish the available
hours for the OJT component. The schedule matrix shall
reflect the trainee's whereabouts at the given time of the
school week/ day concerned.
ii. Color coding of red, yellow and green shall be used in the
Matrix 1 as follows:
(a) Green – OJT
(b) Blue – Break (BRK)
(c) Red – Diagnostics (DIAG)

g. OTHER WAIVER FORMS (As Applicable)
i. A bi-partisan quality for waiver status may exist due to
standard company policies on operational procedures &
human resourced development by Trainer/Provider. In this
regard, additional waiver forms may be required by the latter
to be accomplished by the Trainee.
ii. Any and all other forms as may be required by the Provider.
iii. Students are enjoined to read waiver forms carefully before
affixing their signatures.
iv. The rule of “Safety First” shall prevail in field as well as
office work.

ii. All Providers are enjoined to provide qualitative comments,
inputs & feedbacks in the interest of improving the quality
of graduates from the Institute.
iii. If mutually consenting, a Memorandum of Agreement
cementing the partnership in the development of quality
future professionals may be entered into formally.
l. CLEARANCE
i. It is the intention of the University and Institute to further
and continue the relationship with the Provider and to foster
an environment for better equalization between industry and
education. In this regard, a Clearance for the Provider is
critical and essential to the completion of the Trainee's OJT
requirement.
ii. The clearance intends to arrest any potential disputes, claims
and misunderstandings that may have occurred during the
provision of opportunity for training.
m. CERTIFICATES OF ATTENDANCE
i. As part of the comprehensive development as Architecture
students and future professionals, the trainee shall be
required to attend at least three (3) Technical Seminars and
three (3) Professional Seminars.
ii. Certificates of Attendance shall therefore be required.
iii. Seminars conducted within or outside the campus as
arranged by the Adviser shall be credited. Attendance
records shall replace the required seminar certificates.
iv. Seminars conducted within or outside the campus and
provided by the Adviser or College/University but must be
properly noted and approved as applicable and creditable by
the adviser. Attendance records shall replace the required
seminar certificates.
v. Credits for seminars shall be for the current semester only
and may not be retroactive.

Trainer/Provider per project assignment.
iii. Allowances for Trainees may be afforded upon the
discretion of the management. Except for transportation and
meal allowances in the conduct of official business, the
Provider/Trainer is not required to pay the Trainee, although,
any generosity in this aspect is more than welcome.
b. COMPILATION
The following items shall be required for each Trainee. Additional
sets shall be required for Items II & III, where total number of
TRAINER /PROVIDERS exceed one.
