Background/ Rationale
One of the mandates of the Department of Education is to ensure that all learners shall
be given the opportunity to have an access of the basic education to develop their full
potentials. It is embodied in the Enhanced Basic Education Act 2013 than the state shall
established, maintain and support a complete, adequate, and integrated system of education
relevant to the needs of the people, the country and the society at large. It states that the state
shall protect and promote the rights of all citizens to quality education at all levels, and shall
take appropriate steps to make such education accessible to all.
To fully realize the goals of the Department of Education, schools then are
encouraged to design and implement strategies which may help in realizing the activities to
address the needs of the school particularly the learners.
Hence, this LAC session is proposed to capacitate all teachers concerned teaching
mathematics in primary grades.
Objectives:
After the School-based Learning Action Cell (SLAC), the school heads and teachers are
expected to:
1. Explain and Discuss the advantages of using techniques and strategies likes games and
puzzles in teaching.
2. Plan and implement balanced literacy and numeracy using games and puzzles instruction
for K-3 Learners.
3. Appreciate innovative measures to sustain continual professional development.
Target Groups
A total of 7 Teachers of Sta. Clara ES and 1 School Head, are expected in this Learning and
Development Activity.

A number of programs and strategies have been introduced by the Department of Education
which includes the techniques and strategies to respond to the rights and to address the needs
of the learners.
All purpose math hat can help the learners in kindergarten to Grade 3 (K-3) teachers. It is a
Teacher Professional Development (TPD) initiative in support of the Department of
Education’s Early Language, Literacy and Numeracy (ELLN).
To fully realize the goals of the Department of Education, schools then are encouraged to

I. Program Title: ‘Ni Berto a Nagaget ken Nasingpet nga Ubing,A bigbook for
Math 1.
Proposed Venue: Sta.Clara Elementary School, Sta. Clara, Aritao, Nueva Vizcaya
Big books motivated children to read and created an exciting way for them to
experience books. It is also an important way to motivate pupils to read.
Based from the result of the Non-Numerates Test and Master Your Skills in
Mathematics Grade 1 given last October 2023 ,all pupils were non-numerates .The proponent
used of big book as one of the solution to improve the performance of grade 1 pupils in
mathematics.
This resource material sought to answer the problem on how to improve the
performance level of the grade 1 pupils in mathematics of Sta.Clara Elementary School.
