Government of Japan (MEXT) Scholarship (2022)

The Royal Civil Service Commission is pleased to announce the availability of various scholarships
under the Government of Japan’s MEXT Scholarship Program for the academic year 2022 as
detailed below:

1. Research Scholarship (Master Level) for in-service candidates

Criteria Requirements

Age Must have been born on or after April 2, 1987 (As required by the
Government of Japan)

Academics Must be a University Graduate with minimum 50% aggregate marks.

Fields of study: Applicants should apply for the field of study they majored in the
university or its related field. Moreover, the fields of study must be
subjects which applicants will be able to study and research in graduate
courses at Japanese Universities.

A student who studies medicine, dentistry or welfare science will not


be allowed to engage in clinical training such as medical care and
operative surgery until he/she obtains a relevant license from the
Ministry of Health, Labor and Welfare under applicable Japanese Law.

Mode of Selection: Document screening and Interview

Specific Application Documents a candidate should submit


1. Completed Application Form (1 original & copy 2);
2. Placement Preference Form (1 original);
3. Field of study and Research plan (1 original & copy 2)
4. 4 recent passport size photographs;
5. Attested Academic transcript of each academic year (1 original & copy 2);
6. Attested Course completion certificate/ Degree Certificate (1 original & copy 2);
7. Recommendation from principal/advisor of last university attended (1 original & copy 2);
8. Recommendation from current employer (1 original & copy 2);
9. Medical certificate on the prescribed form (1 original & copy 2);
10. Abstracts of thesis (1 original & copy 2);

Note:
● Civil servants applying for the above mentioned programs must fulfill eligibility criteria
prescribed in BCSR 2018: and
● Non-civil servants should route through the Department of Human Resources, MoLHR.

*Please refer to the end of the announcement for additional documents that all applicants must
submit.

2. Undergraduate Scholarship (for pre-service candidates)

Criteria Requirements

Age Must have been born on or after April 2, 1997 (As required by the
Government of Japan)

Academics Class XII passed with 65% academic marks (English and relevant
Science, Commerce or Arts Subjects) and at least 70% in Mathematics

*Note: students who have been selected through BHSEC Examination


for various Colleges under RUB (July 2020 intake are also eligible to
apply for this scholarship)

Fields of study: 1. Social Sciences and Humanities

SS A: Laws, Politics, Pedagogy, Sociology, Literature, History,


Japanese Language and others (excluding Economics, Business
Administration and Others in SS B)
SS B: Economics, Business Administration and others
(Accounting, Financial economics).
Note 1: Applicants who wish to major in fields other than those
listed above (“others in SS A”) may have difficulties in finding
universities that can accept them.
2. Natural Sciences (NS)

NS A: Science (Mathematics, Physics, Chemistry), Engineering


(Electrical, Information, Mechanical, Civil, Environmental, Mining,
Maritime, Metallurgical & Architecture), Chemical Studies (Applied
Chemistry, Chemical Engineering, Industrial Chemistry, Textile
Engineering,) and Biotechnology

NS B: Agriculture Studies: (Agriculture, Agricultural Chemistry,


Agricultural Engineering, Animal Science, Veterinary Medicine,
Forestry, Food Science, Fisheries; Hygienic studies: (Pharmacy,
Hygienic, Nursing); and Science: (Biology)

NS C: Medicine and Dentistry

Note: A student who intends to major in NS and would like to choose


more than one major is required to choose and select (First, -Second,
and Third- Choice subjects) from within NS A, B, C. However, a student
who selects a course from NS C as his/her first choice may choose
his/her second choice subjects from NS B or C and third choice from NS
B as NS C offers only two subjects.

Mode of Selection: Interview and Written Tests in:


● English, Japanese Language & Mathematics (A) for fields under
SSA and SSB;
● English, Japanese Language, Mathematics(B) & two additional
papers in Physics & Chemistry for fields under NSA; and
● English, Japanese Language Mathematics (B) and two additional
papers in Chemistry & Biology for fields under NSB and NSC.

No. of scholarships Up to 18
Candidates should submit:
1. Completed Application Form (1 original and 1 copy);
2. Direct Placement Preference form (1 original);
3. Academic transcripts for the past three years along with completion certificate (1 original
and copy);
4. Recommendation Form completed by the Principal or Advisor of the school attended (1
original and 1 copy);
5. Recent passport size photographs;
6. Medical certificate (as per format given)- 1 original and 1 copy
3. Specialized Training College Students (for pre-service candidates only)

Criteria Requirements

Age Must have been born on or after April 2, 1997 (As required by the
Government of Japan)

Academics Class XII passed with 60% in English and relevant subjects

Fields of study: A. Technology, B. Personal Care and Nutrition, C. Education and


Welfare, D. Business, E. Fashion and Home Economics, F. Culture and
General Education

Mode of Selection: Written Test in English, Mathematics & Japanese Language and
Interview

No. of scholarships Up to 18

Candidates should submit:


1. Completed Application Form (1 original and 1 copy);
2. Direct Placement Preference form (1 original);
3. Academic transcripts for the past three years along with completion certificate (1 original
and copy);
4. Recommendation Form completed by the Principal or Advisor of the school attended (1
original and 1 copy);
5. Recent passport size photographs;
6. Medical certificate (as per format given)- 1 original and 1 copy

Note:
● For pre-service candidates who secures the scholarship shall be governed by the general
undertaking (bond) for ex-country undergraduate scholarship (as specified by DAHE) for
the Undergraduate Scholarship.
● Applications are invited from those who fulfill the above criteria along with the following
documents in addition to those mentioned above.
1. Nominating letter from the Ministry/Agency (Civil Servants only)
2. Academic Certificates and Transcripts
3. LTT Review Checklist (Civil servants only)
4. Photocopy of Citizenship ID card (New)
5. Phone number (Mobile)

Application Procedure and Deadline


Due date for submission of Application documents 24th June, 2021

Announcement of Shortlisted applicants 28th June, 2021

Written Examination 12th-13th July 2021

Selection Interview 14th to 16th July 2021

Note:
● Selected candidates will be required to provide to the RCSC the following documents
within 5 working days upon announcement of selection results:
1. Valid Security Clearance Certificate
2. Valid Audit Clearance Certificate (for in-service candidates only)
3. Valid Medical Certificate and Health Check Form

Important Notes:
1. Only those candidates who are committed to this scholarship should apply. If the
candidate withdraws after the announcement of the interview/selection result, candidate
shall be liable for HR action;
2. Application of recommended candidates will be forwarded to the Japanese Government
for Final Selection. Confirmation of scholarship and date of commencement of course
shall depend on the candidate fulfilling the admission criteria laid down by the Japanese
Universities for securing admission. Award of scholarship will be subject to the approval
of the Government of Japan. Therefore, the candidates are advised not to make major
changes to their home/office life (such as handing over of work, moving out of their house
etc) until the confirmation of scholarship/admission is received from RCSC;
3. The scholarship application should be routed through the applicant’s agency with the
complete sets of documents (for research students)
4. Incomplete documents will not be accepted for the purpose of short listing.
5. Agency should ensure that the relevance of the course and only eligible candidates
(research students) fulfilling requirements are forwarded to HRDD, RCSC on or before the
deadline. In the event any discrepancies are found after the selection, the respective
agency shall be held accountable.
6. For future career progression to Specialist position, Master course should be aligned to
Super Structure.
7. The scholarship for Undergraduate and Specialized Training College Students is subject
to the Written examination.
8. Moreover, the conduct of written examination, Interview and the offer of scholarships
can be changed by the COVID 19 situations in both Bhutan and Japan.
