Guide
Introduction
Results Based Management is a shift from a focus on inputs and activities to a focus on
outputs, outcomes, and impact. Results are the a changes that can be described and
measured, and it’s the consequence of a cause‐effect relationship. They imply that
changes in behaviors, by individuals, groups of people, organizations, government
bodies or society, has taken place.
This course takes the concepts of RBM and applies it directly to the project management
environment, using all the processes and methods that will help development projects
achieve the desired results. Its designed for people that have a responsibility to manage
or contribute to the results of a project; especially project managers, team members
and program directors.
Course objective
Participants will have an improved understanding of how RBM can improve the quality
of their projects while promoting learning and accountability. Participants will also learn
how to plan, manage, and monitor a project with a focus on results. In addition, they
will learn the concepts for an effective evaluation, the qualities of good reports and the
benefits of continuous learning process applied during the project life‐cycle. Participants
will gain the confidence to apply the acquired skills and knowledge of RBM to their
projects.
Learning methodology
The training has a theoretical‐practical focus appropriate for adult education and offers
learning aimed at problem solving. Participants will learn the key concepts and methods
and participate in discussion forums to explore the use and application of the RBM.
Participants will receive feedback and guidance from the online instructor throughout
the duration of the course.
On‐line Learning
Distance learning is an ideal system for active professionals, because it allows them to
complete learning tasks and objectives asynchronously, in other words, participation at
fixed times is not required, so they may choose the hours of the day that will be devoted
to study and to performing activities as their schedule permits. However, in order to be
successful, the students in an on‐line course must have the following characteristics:
1. Self‐motivation to remain in the course
2. Ability to organize their personal time to complete the training.
An important aspect to bear in mind is that, although it is possible to choose the times
for doing the work, participation in an on‐line course requires discipline to meet the
established dates for turning in the assignments; in other words, there is schedule
flexibility, but not calendar flexibility. Therefore, self‐organization is a very important
aspect for successful completion of the course. We recommend using the course
planning chart found at the end of this Learning Guide as a guideline.
Collaborative learning
The teaching‐learning process involves the interaction of the students’ varied
knowledge. Consequently, exchange and collaboration is an indispensable feature of
this course and helps increase the exposure to experiences and lessons learned.
Educational materials and resources
The course will include a set of educational materials and resources that will facilitate
the students’ learning process:
The learning guide and the work plan to be followed.
The curricular content, divided into learning activities.
Supplementary readings.
Types of activities
Presentations. Video presentations of key concepts of project management. These
short videos include a PDF version for download
Readings. Necessary for comprehension of the conceptual content, these includes:
articles, manuals and other documents from leading organizations
Discussion. The students will discuss of the concepts. Ideas and questions posted in
the forums by the instructor and can ask the instructor questions through the various
forums.
Exercises. Consist of written assignment, the student will analyze four essay type
questions and and submitt the best possible answer.
Test. To help reinforce knowledge of concepts and quantify the learning that has
taken place.
Time commitment
The students must commit between 8 to 10 hours a week. Prior to the formal start of
the course, the students will have access to freely navigate the classroom spaces so they
can explore and use the different places and learning support resources. This activity is
highly recommended, since the students will be considered to have this knowledge and
familiarity with the classroom. During this introductory period, it is also advisable to
become familiar with the characteristics of distance work and the directives for
successful completion. All the course activities will be asynchronous.
Responsibilities
Students will have the support and help of a PM4DEV instructor. The instructor will
guide the students through the contents of the course and the activities, will orient
them concerning implementation of the activities, answer questions, and provide
evaluations that will help the students be aware of their learning progress. Therefore,
each student must pay attention to the messages the instructor sends him or her to
make the learning experience expeditious, formative, and positive.
In the course, learning will be built on the exchanges among the students and the
instructor. The commitments of each are described below.
Student
The course student is responsible for his or her own learning process and will undertake
the following commitments:
Enter the classroom at least once a day to keep informed about proposals for
activities, readings, and course tasks, and the messages from the instructor and
course coordination.
Review the course materials, such as the readings, activities, and visual support, in
order to appropriately carry out the various tasks scheduled in the academic agenda.
Complete the tasks in the established time periods. The delivery dates are fixed and
exceptions are generally not permitted, unless a request is sent to the instructor in
advance explaining the nature of the extraordinary situation.
Notify the instructor of the circumstances which, in exceptional situations, may
prevent normal implementation of the course, and commit to catching up in
accordance with the instructor’s proposal after evaluating the situation.
Complete all the course activities.
Fulfill all the requirements for passing the course.
Any student that fails to honor these commitments, jeopardizing achievement of the
learning objectives, may forfeit his or her right to enter the classroom. Also, any of the
following will entail automatic suspension of that right:
The student does not enter the classroom for an entire week.
The student fails to submit or satisfactorily carry out more than two mandatory
activities.
The student behaves inappropriately in the virtual classroom, after having received a
warning from the instructor concerning the inappropriate nature of his or her
actions.
The instructor
The instructor is responsible for the virtual classroom assigned to him or her. His or her
commitments are:
To return and grade the activities within the four days following submission by the
students.
To guide the students concerning the content of the various course modules and
their units.
To guide the students in performing the activities.
To promote the students’ participation in the forums and other activities of each
module.
To follow up on the students’ performance and responsibilities and maintain ongoing
communication with them in order to identify problems that limit or impede their
learning process.
To respond to the students’ questions and queries within 24 hours on workdays and
48 hours on weekends.
To evaluate the students’ activities and offer appropriate feedback. It is important to
point out that the student may ask the instructor for more extensive feedback if he
or she considers it necessary.
Course coordinator
The course coordinator will undertake the following commitments:
Oversee the educational material for the courses;
Monitor the instructor’s work;
Review the evaluations of the students and decide on the corresponding academic
certificates;
Notify the student of the forfeiture of his or her right to participate in the course if
he or she has not entered the classroom or has failed to perform more than two
activities or has not entered the class‐room for more than one week;
Participate in the potential appeals concerning disagreements between instructor
and students over grades.
Course Evaluation
To pass the course, a student must earn a minimum of 70 points.

Course Certificate
All students that successfully complete the course will receive a completion certificate
that will be sent via postal mail at no extra cost to students. The certificate is a
demonstration that you have learned the adaptive project management methodology; it
is a valuable credential for your professional growth. Upon receiving your certificate,
you will join a growing number of people who are building their competencies to
increase their skills and knowledge to improve the quality of the projects they manage.
The certificate has three levels based on the grade you obtain at the end of the course,
the levels are:
A grade between 70% ‐ 79% Certificate of Completion
A grade between 80‐89% Certificate of Completion with Merit Award
A grade between 90%‐100% Certificate of Completion with Excellence Award
The certificate will be sent via postal mail to your home address via USPS. For US based
addresses the delivery time is one week, for international addresses, please expect
between 2 to 3 weeks.
This course is part of the CDPM Level II ‐ Expert Certified Development Project
Manager. This certificate is essential for development project managers, and program
managers charged with leading a cross‐functional or project team to success. It is
appropriate for organization leaders, mid‐level managers, and project managers who
need to learn the critical leadership skills necessary to ensure the high performance of a
project team.
