Consultant’s Experience

Radar Consultancy has been contracted to provide consulting services similar to the ones re-
quested under this assignment for another organization in the past. The assignment involved
conducting a comprehensive capacity strengthening program for a research institute in the in-
ternational development sector. Here are the key details of that assignment:

Background:

The research institute, similar to APHRC, aimed to enhance its capacity across programmatic
and operational areas. They recognized the need to shift from a singular focus on research ca-
pacity strengthening to a more holistic approach that encompassed all aspects of their organi-
zation. The institute sought Radar Consultancy's expertise to design and implement a capacity
strengthening program tailored to their specific needs.

Objectives:

The objectives of the assignment were to:

1. Assess the institute's capacity gaps and training needs through a thorough needs assess-
ment process.
2. Develop a customized curriculum and training materials that address the identified gaps
and needs.
3. Conduct interactive and engaging training sessions to build the knowledge and skills of
the institute's staff.
4. Enhance the overall organizational performance and effectiveness through capacity
strengthening.

Scope of Work:

Radar Consultancy's scope of work included the following activities:

1) Conducting a comprehensive needs assessment, which involved interviews, surveys, and
analysis of existing documentation.
2) Designing a capacity strengthening program that covered various aspects, including lead-
ership development, project management, research methodologies, data analysis, and
communication skills.
3) Developing detailed training materials, including curriculum, presentations, handouts,
and case studies.
4) Facilitating training sessions using a participatory approach, incorporating interactive ex-
ercises, group discussions, and practical activities.
5) Providing ongoing coaching and mentoring support to ensure the application of newly ac-
quired skills in the workplace.
6) Monitoring and evaluating the effectiveness of the capacity strengthening program and
making necessary adjustments based on feedback.
Deliverables:

The deliverables of the assignment included:

I. Needs assessment report highlighting the identified capacity gaps and training needs.
II. Customized training curriculum and materials tailored to the institute's requirements.
III. Training sessions conducted successfully, with participant engagement and positive feed-
back.
IV. Post-training evaluation report assessing the impact of the capacity strengthening pro-
gram.
V. Recommendations for further organizational development and capacity building initia-
tives.
COMMENTS AND SUGGESTIONS ON THE TERMS OF REFERENCE AND ON
COUNTERPART STAFF AND FACILITIES TO BE PROVIDED BY THE CLIENT

On the Terms of Reference

Proposal for Modifications and Improvements to the Terms of Reference:

Pre-Training Assessment:

It is recommended to include a pre-training assessment phase before curriculum develop-

ment. This will allow the consultant to gather specific information about the current skill levels
and training needs of APHRC staff. The assessment can be conducted through surveys, in-
terviews, or self-assessment tools. The findings will inform the development of targeted and
relevant training materials.

Blended Training Approach:

Consider incorporating a blended training approach that combines in-person sessions with
online modules. This approach provides flexibility for participants and allows for continued
learning beyond the classroom. Online modules can be developed as self-paced modules or
webinars, ensuring accessibility for all staff members, including those in remote locations.

Training of Trainers:

To ensure sustainability and long-term impact, consider including a "Training of Trainers"

component. This would involve identifying and training a group of internal staff members as
trainers, who can then deliver the training to their colleagues in the future. It promotes know-
ledge transfer and builds internal capacity for ongoing training and development.

Post-Training Support:

Include a provision for post-training support and follow-up. This can involve coaching or
mentoring sessions conducted by the consultant to address any implementation challenges
or questions that arise after the training. Post-training support ensures that the newly ac-
quired skills are effectively applied in the workplace, leading to enhanced performance and
results.

Monitoring and Evaluation:

Enhance the monitoring and evaluation component by including specific indicators and meth-
ods to assess the impact of the training. This can involve pre- and post-training assess-
ments, participant feedback surveys, and follow-up assessments at designated intervals after
the training. The evaluation findings will provide valuable insights into the effectiveness of the
training and inform future capacity strengthening initiatives.

Phased Approach:
Consider dividing the training into phases to ensure a systematic and structured implementa-
tion. Each phase can focus on specific topics or skill areas, allowing participants to build
upon their knowledge progressively. A phased approach also provides opportunities for on-
going evaluation and adaptation based on the outcomes of each phase.

Customized Training Materials:

Emphasize the need for tailored and customized training materials that align with APHRC's
specific context, goals, and challenges. The materials should be interactive, engaging, and
relevant to the participants' roles and responsibilities. Incorporate real-life case studies, ex-
amples, and practical exercises to enhance the learning experience.

By incorporating these modifications and improvements, the performance and impact of the
assignment can be enhanced. These suggestions aim to ensure a more targeted, flexible,
and sustainable approach to capacity strengthening, ultimately leading to improved know-
ledge, skills, and performance of APHRC staff.
On Counterpart Staff and Facilities
In order to facilitate the successful implementation of the consultancy assignment, it is es-
sential for the client to provide the necessary counterpart staff and facilities. These provisions
will contribute to a conducive working environment and efficient collaboration between the
consultant and the client. Here are some key considerations:

Administrative Support:

The client should designate a focal point or project manager who will serve as the main con-
tact person for the consultant. This individual should be responsible for coordinating adminis-
trative matters, facilitating communication, and providing timely feedback. Clear lines of com-
munication and efficient administrative support will streamline the implementation process.

Office Space:

The client should allocate suitable office space for the consultant to work on-site, if required.
The office space should be equipped with essential amenities such as a desk, chair, and ac-
cess to necessary resources like internet connectivity and printing facilities. This will ensure a
productive work environment for the consultant.

Local Transportation:

The client should provide assistance or reimburse the consultant for local transportation, if
needed. This can include transportation to and from the office, meeting venues, and any field
visits or data collection locations. Access to reliable and convenient transportation will enable
the consultant to carry out their tasks efficiently and meet project timelines.

Equipment and Tools:

client should provide access to any specialized equipment or tools required for the con-
sultancy. This could include computers, software, data analysis tools, or any other relevant
equipment needed to carry out the training or consultancy services effectively. Having ac-
cess to the necessary equipment will enable the consultant to deliver high-quality outputs.

Data and Information:

The client should provide the necessary data, reports, and relevant information to support the
consultant's work. This could include access to internal documents, research findings, re-
ports, and any other data sources required for curriculum development, training materials, or
analysis. Timely access to accurate and comprehensive data will enhance the consultant's
ability to provide informed recommendations and deliver targeted training.

Collaboration and Engagement:

The client should encourage the participation and engagement of relevant staff members and
stakeholders in the consultancy process. This includes involving key personnel in training
needs assessments, curriculum development, and training sessions. Collaborative engage-
ment will ensure that the training content is tailored to the specific needs of the organization
and that the knowledge transfer process is effective.

By providing the necessary administrative support, office space, local transportation, equip-
ment, and access to data and information, the client will create an enabling environment for
the consultant to deliver their services effectively. A well-supported consultant-client relation-
ship fosters collaboration, maximizes productivity, and enhances the overall success of the
assignment.
DESCRIPTION OF APPROACH, METHODOLOGY AND WORK PLAN FOR
PERFORMING THE ASSIGNMENT

a) Technical Approach and Methodology:

Our technical approach and methodology for carrying out the assignment are designed to
effectively address the objectives and challenges identified in the Terms of Reference. We
understand the importance of the assignment in strengthening the capacities of APHRC staff
through the delivery of targeted training courses. Our approach focuses on the following key
elements:

Understanding Objectives:

We will begin by conducting a thorough analysis of the objectives outlined in the Terms of
Reference. This will involve reviewing relevant documents and engaging in discussions with
key stakeholders from APHRC to gain a comprehensive understanding of the desired
outcomes and the specific skills and knowledge areas that need to be addressed.

Needs Assessment:

To ensure the training courses are tailored to the specific needs of APHRC staff, we will
conduct a comprehensive pre-training needs assessment. This assessment will involve
surveying and interviewing staff members to identify their current skill gaps, training needs,
and areas for improvement. The findings from the needs assessment will inform the design
and content of the training courses.

Curriculum Development:

Based on the needs assessment findings and in consultation with APHRC, we will develop
customized training curricula for each of the identified courses. The curricula will be designed
to cover the essential leadership skills and knowledge areas relevant to different cadres of
staff at APHRC. The curricula will include a detailed outline of topics, learning objectives, and
suggested training methods and activities.

Training Methodology:

Our training methodology will emphasize interactive and participatory learning approaches.
We will incorporate a variety of training techniques, including case studies, group
discussions, role plays, and practical exercises, to engage participants and facilitate active
learning. The training sessions will provide ample opportunities for participants to apply their
learning in real-life scenarios through simulations, group projects, and individual
assignments.

Training Delivery:
The training sessions can be conducted in-person, online via platforms like Zoom, or a
blended approach based on the preferences and logistical considerations of APHRC. We will
work closely with APHRC to determine the most suitable delivery method that ensures
maximum engagement and participation from the staff members. The training will be
conducted in English, and we will ensure that language proficiency does not hinder
participants' comprehension and active participation.

Output and Evaluation:

At the end of each training course, participants will be expected to demonstrate their
acquired knowledge and skills through a final product or deliverable. This could include a
presentation, a written report, or an action plan outlining how they will apply their learning in
their respective roles. We will provide ongoing monitoring and evaluation throughout the
training to assess the effectiveness and impact of the sessions. A final evaluation report will
be prepared to summarize the outcomes and recommendations for further capacity-building
initiatives.

Our proposed technical approach and methodology align with the objectives of the
assignment and prioritize the practical application of knowledge and skills. We believe that
our interactive and participatory training methods, combined with a thorough needs
assessment and customized curriculum development, will effectively address the identified
skill gaps and contribute to the professional development of APHRC staff
