I am glad that Nepal Hydropower Association (NHA) has published the "Nepal Hydropower
Database 2016", a subject of high importance to all of us concerned with the economic development
and the wellbeing of the Nepalese people.
If harnessed and managed properly, I believe we have the potential to meet our own long term
domestic demand of electricity for various uses. There is also great potential to avail the excess power
to the countries in the region. We intend to achieve this through co-operation based on equitable
terms and mutual benefit and through a broad vision of "Planning Prosperity Together" with
the neighbors.

Message From the Minister for Energy
Ref No.:
Hydropower is the most promising sustainable natural resource to generate energy. Even though having
a huge hydro potential, Nepal has not been able to tap it and relies heavily on nonrenewable form of
energy for its needs. The only possible way to prosper our nation is by tapping the water resource in
correct manner. Our country has around 175 million cubic meter of Water available to generate electricity
and from that volume 42000 MW electricity can be generated in an economical way. The Nepalese
people can prosper from this electricity and the surplus can be sold to other countries adding financial
assistance to our country.
For the construction and development of Hydropower, in one hand we need to be able to attract foreign
investors in the other Nepal Government will be implementing a 4P module (Public, Private, People,
Partnership) to harness the resource within the country. Ministry of Energy will be providing more
conducive environment for the developers in the sector. In order to alleviate National Energy Crisis of
Energy Generation and Distribution, construction of Electricity Transmission Lines will be prioritized.
For overall energy development of transmission and distribution line Government will make Department
of Electricity Development (DOED), Nepal Electricity Authority (NEA), Hydro Investment and
Development Company Limited (HIDCL) more aggressive and also introduce Generation, Transmission,
Engineering and Business companies under the wing of Ministry of Energy to help overcome the current
energy crisis of Nepal. The main responsibility of these organizations will be to attract foreign investment
and utilization of scattered financial resources.
The Ministry of Energy has also initiated “Nepal ko Pani, Janta ko Lagani” program. The program
will be utilizing the resources available in our country and abroad for national development in order to
make our country independent of Energy dependency. The new program expects to bring in competition
in the sector and transparency in the process.
Information Management is an important aspect for a development activity. The necessity of thorough
documentation of information on various aspects of hydropower development in Nepal was felt since
long. In this context, the database has/is expected to fill this void. The Nepal Hydropower Database
2016 will provide a comprehensive information on the professionals; individuals and corporate available
in Nepal, project status and overall information regarding hydropower in Nepal. I hope this will serve as
a valuable reference for the people and agencies interested and actively engaged in hydropower sector
in Nepal and in addressing the challenges.

Besides providing a solid platform for its members to join forces to exchange experiences, to enhance their
knowledge, and to strengthen national and international co-operation to tackle the challenges facing the
profession today, NHA also strives to raise the profile of hydropower by developing useful information and
disseminating them to policy makers, politicians, professionals, related expertise and the general public.
NHA has been actively involved in the information documentation of hydropower sector in Nepal since
its conception in 5th of November 1999. The first striking publication of NHA was the Nepal Hydropower
Database 2001. It contained genuinely useful data such as articles from the pioneering and forefront
hydropower entrepreneurs, inventory of hydropower projects, projects under study, agencies, companies
and individual experts in and outside Nepal. Further, NHA updated the database in 2009 and published the
Nepal Hydropower Database 2009 where all the information mentioned above found an adequate space.
The databases have been used for the benefit of the larger mass of Nepal. I am pleased to inform you that
Nepal Hydropower Association (NHA) is going to publish this yet another edition of the Nepal Hydropower
Database in 2016.
Many people wonder the palpable benefits of joining NHA. I have summarized few of them below:
• As a member, one can benefit from valuable researches and state-of-the-art technical and financial
information, networks.
• NHA members are entitled for a discounted price for any event/ seminars organized by NHA.
• Members regularly receive a free copy of the official NHA Newsletter.
As of December 2016, NHA has more than 200 Individual and 20 Corporate Members.
I find it essential to draw your attention to the fact that NHA is a non-profit and a mutual association of its
members. NHA is run exclusively on membership fees and financial support from various sponsors. The
fact that NHA was successful in organizing two major international conferences and compile the Nepal
Hydropower Database, speaks for the significance of NHA both at home and abroad. Hard work comes at
a price and without the support of Hydro Lab Pvt. Ltd., which has sheltered the NHA secretariat all these
years, all this success would not have been possible. Let us work together and see this association grow in the
coming years!

The contribution of NEA (own) and IPPS generation are seemed 65.52% on average and their generation
drops to (25-30%) in dry season. Thus the condition of load shedding becomes more severe in dry season
than wet season.
d. Electricity Loss:
It is also one of the main reasons of load shedding. The accumulated loss of INPS f/y 2072/73 was 25.78%
and it includes the loss due to generation, transmission and distribution as below:
Total unit received (Gwh) : 5047
Total sales unit (Gwh) : 3746
Total system loss of NPS : 25.78%
The system loss 25.78% stands for commercial and technical loss. The above data shows that the maximum
loss occurs in distribution system.
It is essential to reinforce the distribution system to reduce the technical loss. The detail distribution planning
is necessary and the up gradation work shall be initiated promptly according to this plan. After the successful
completion of reinforcement work, the technical loss may be reduced upto (7-8)%. This result has become
possible and achieved in some countries. But it needs huge budget for this work.
NEA management has initiated effective programs to control the electricity theft on large scale throughout
the country. The management has determined to reduce the commercial loss by 3.5% from last F/Y 2072/073
(25.78%) and it shall be maintained up to 22.28% in F/Y 2073/074.
All the 100 NEA Distribution Centers have continued the loss reduction activities as follows:
i) To remove the direct hooking wires with the help of local administration, journalists media and
civil society persons.
ii) To arrange the interaction program at local level for the public awareness not to misuses the
electricity.
iii) To distribute pamphlets, news bulletins at local Hat Bazars.
iv) To start the re-sealing programs of energy meters
v) To change the defective/stopped meters at the earliest.
vi) To depute the vigilance group for the cross checking of units consumed in energy meters.
vii) Even Ministry of energy, GoN has formed a "Special Electricity Theft Control Committee" for the
unscheduled inspection and monitoring regarding the loss reduction activities. Ultimately the
results of the above regular and effective programs shall help in reducing electricity leakage and
theft control.
Now, it has become essential to use Smart Meters in our System to reduce the Commercial Loss and initiate
the re-enforcement works according to Distribution Planning. Commercial Loss Control is not only possible
by Nepal Electricity Authority's effort but it needs the joint efforts of all political parties, Nagarik Samaj,
Journalists and media persons also. The loss control supports to reduce the gap between energy demand and
supply which further helps in minimization of Load Shedding.
