NVDA EIA/EMP study for Alirajpur Lift Irrigation Scheme
EXECUTIVE SUMMARY
1. AIM OF THE PROJECT
The objective of the project is to increase production of agriculture and improve the living standard
of farmers in the designed command area of Alirajpur district (Madhya Pradesh), by constructing
Distribution Network for Micro-irrigation. This will lead to the utilization of limited water resources
efficiently and ensure equitable assured water supply to the command area. The Alirajpur Lift
Irrigation Scheme has been conceived to cater irrigation water to about 35,000 ha CCA in Alirajpur
district in 70 villages.
2. PROJECT PROFILE
In the proposed scheme the 12.6 cumec of water from Hathani River (Tributary of Narmada) will be
lifted through suitable dia M.S. pipe rising to irrigate command area with the duty of 0.36 lps/ha.
Water will be lifted through suitable dia 25.14 km long M.S. pipe rising main with a static head of
244 m in 3 stages (minimum lifting level of 110 m) and distributed to Command Area through RCC
distribution chamber for catering water for irrigation up to 2.5 ha. Chak. Three stages of pumping
include Intake pumping station (PH-1) at lifting point, second pumping station (PH-2), third pumping
station (PH-3), Delivery Chamber-1, Delivery Chamber-2 & Delivery chamber-3, based on topography
of land. The rising main and disnet system is completely designed as piped canal. The total power
requirement for the project is approximately 35.5 MW. 70 villages of Alirajpur district will be
benefitted by the scheme.
3. LOCATION
The project area lies in Alirajpur District. The supply source Hatahni river near Jhandana village of
Alirajpur District and command area lies in Alirajpur, Sondwa, Jobat & Katiwada tehsils of Alirajpur
district. (Figure 1)
4. LAND REQUIREMENT
Permanent:
• The entire micro irrigation system has been aligned in such a way, that it passes through
minimum forest area.
• For construction of pump houses, and distribution chamber of the project, land of about 12 ha
shall be required of which 3.5 ha shall be Govt./Private and 8.5 ha shall be forest land.
Temporary:
• In Private or Govt. land. The pipe shall be laid 1.00 m below average ground level hence no land
for pipes shall be acquired permanently and temporary land acquisition will be done as per
Bhumigat pipe line laying act.
• The temporary land requirement is 80 ha
5. RESERVOIR
No Reservoir Study is required as 12.6 cumec of water will be lifted from Hathani river & proposed
irrigation is through underground piped system only.
Study area comprises of area within 2.5 km buffer on either side of pipeline (water
conductor system) and command area. The study area lies in Alirajpur, Sondwa, Jobat and
Katiwada tehsils of Alirajpur district.
Data has been presented in EIA report in detail. It has been observed that ground water
levels are depleting. Analysis Results of surface as well as ground water samples are within
permissible limits as per Inland surface water quality and drinking water standards. As per
land use map, most of command area is agriculture which is 93.41%. Physio-graphically the
project study is falling in Alirajpur district. As evident from the land use/ land cover map of
the area, the project study area is mainly under agricultural crop fields and settlements.
Vegetation of the project study area is comprised of agricultural crop fields with small-
scattered patches of trees in the form of plantations at certain places. However, these are
far and few. In order to understand the general vegetation in the study area, inventory of
plant species belonging to different groups found in the study area was prepared and
community structure in the crop fields as well as scattered patches of trees was assessed
through quadrat sampling. Data has been presented in EIA report.
The analysis shows a clear picture that the construction of this project will be able to bring
improved quality of life paving a path of development for the present and future
generation which in turn can improve their life and prevailing circumstances. This Project
may open new avenues for giving an opportunity to the people for accessing their rights on
health, education, livelihood and other empowerments.
The increased yield due to assured irrigation will lead to integrated development of
agriculture in the region.
9. IMPACT ASSESSMENT
Impacts on noise and air quality: In a water resources project, air and noise pollution
occurs mainly during project construction phase. During operation phase, no major impacts
are envisaged.
Impacts on water resources: Water conductor system shall be crossing several streams.
Improved availability of irrigation in the area shall lead to reduced extraction of ground
water for irrigation and domestic uses thus reversing ground water decline in the region.
No adverse impact on downstream users is envisaged.
Change in cropping pattern: There would be change in cropping pattern. More area would
come under crops because of increase in irrigation intensity.
Flora and fauna: No significant impact is envisaged on flora and fauna due to absence of
significant vegetation/forest in the region.
Social benefits: Improved water availability for irrigation and drinking purposes will
obviously have positive impacts on all socio-economic parameters including health.
Muck disposal: The total muck quantity required to be disposed off shall be approximately 3.9
lakh cum. The excavated material will be utilized for refilling of the trenches and the
approach road proposed to be constructed for carrying the pipes at site and preparation of
platform for crane. The useful material received from the excavation of trenches on the
land of private cultivators will be spread on the cultivator’s field after their consent.
Further the extra muck shall be laid in the undulating area of the connected villages with
the consent of concerning Gram-panchayat or Janpad Panchayat.
However, site specific detailed scheme for Compensatory afforestation shall be prepared
and undertaken by State Forest Department.
Land compensation
The entire micro irrigation system has been aligned in such a way, that it passes through
minimum forest area. For construction of pump houses, and distribution chamber of the
project, private/govt land of about 3.5 ha shall be required and 8.5 ha shall be forest land.
In addition to all above, environmental management plans for air, water and noise
parameters have been suggested in EIA report.
Plan for surface & ground water, land use /land cover, air quality, noise, and ecological
monitoring have been suggested and cost provisions have been made accordingly.
