ADDRESSING THE GAPS
Learning shall continue for SY 2021-2022. DepEd has recently reopened classes
last September 13, 2021. Due to the continuous increase of COVID-19 cases in the
country, schools remain to conduct classes through distance learning modalities.
However, studies show that prolonged school closures may result to learning loss
especially among children from marginalized households. With this, DepEd
advocates for a safe return to school starting in schools located in minimal-risk
areas.

WHY LIMITED FACE-TO-FACE?
F2F classes, even in limited form, can mitigate the challenges of distance learning

a. Address difficulty in monitoring and assessing learning progress remotely


b. Mitigate inequalities and unevenness in access to technology, household
resources, and student skills for self-learning
c. Allow resumption of activities that cannot be done at home, such as the
workshop requirements in the TechVoc Track
d. Ease the negative mental health impact of the lack of face-to-face
interaction among children
e. Absence of more responsible adult in the family qualified to take the role of
learning facilitator
f. With resumption of face-to-face classes, schools can help in the
enforcement of health standards in school setting

marginalized learners;
c. Coordination with partner agencies in the provision of assistive devices
such as wheelchairs, cane, walkers, and others;
d. Ensuring their safety and well-being by following health protocols.

ENSURING SCHOOLS SAFETY
▪ Ensuring Schools Readiness. To facilitate safe resumption of classes, DepEd
crafted the Schools Safety Assessment Tool to evaluate the readiness of the school
on (a) Managing School Operations, (b) Teaching and Learning, (c) Wellbeing
and Protection, and (d) Home-School Coordination.

▪ Essential actions for safe return. The measures for school reopening are intended
to support the implementation of existing measures to enable, monitor and sustain the
return to school as equitable and ensuring high-quality education while safeguarding
students’ health and well-being.

ELIGIBILITY OF PARTICIPATION
The school shall:
• be located in minimal-risk areas based on criteria set by DOH
• pass the school safety assessment using the School Safety Assessment
Tool (SSAT)
• have expressed support from LGUs (Barangay, Municipality, City,
Province) in the form of a resolution or letter of support allowing them to
participate in face-to-face classes
• secure expressed support and consent of parents of students who shall
participate in the reopening of face-to-face classes, in the form of a
written Consent Form

ELIGIBILITY OF PARTICIPATION
For private schools that signify to participate, the following requirements shall be complied
prior to the authorization from the Regional Director:

● Submission of a formal letter addressed to the Regional Director expressing the


following:
○ interest to implement limited face-to-face classes;
○ willingness to submit a report on lessons and recommendations on a monthly
basis during the pilot implementation and quarterly for the expanded
implementation of face-to-face classes
● The following attachments shall be submitted along with the formal letter:
○ implementation plan for the face-to-face classes including class program, class
schedule, and health and safety protocols (including testing capacity and
arrangements for all students and personnel attending schools).
○ clear protocols for medical isolation, school re-closures and reopening in the
event of detected cases among students or school personnel.
