ACTIVITY DESIGN
Title: 1-DAY BASIC INCIDENT COMMAND SYSTEM (ICS)
RATIONALE:
It is a known fact that the Philippines is exposed to natural disasters and calamities
due to its geographical location. In addition, man-made disasters, crimes and acts of terrorism put the lives of the Filipinos at stake. All of these emergency situations, whether natural or man-made, are generally referred to as incidents. An incident is defined as an occurrence, caused by either human or natural phenomena,that requires response actions to prevent or minimize loss of life, or damage to property and environment.In the past outbreak of incidents in the country, several gaps were identified in the emergency management system. Examples are the presence of too many unaccounted responders, the differences in emergency response organizational structures, the inadequacy and incompatibility of communications, and the lack of clarify on who’s in charge, poor crowd management and political interventions. The lessons from the past incidents serve as a wake up call for the Philippines to institutionalize the Incident Command System (ICS). As was introduced by the US Forest Service, ICS is a standard, on-scene, and all hazard incident management concepts that can be used by all DRRM Councils, emergency management and response agencies. It is a disaster response tool that coordinates the actions of all response groups. Thus, Barangay Quirino 3-A Disaster Risk Reduction and Management Office will conduct a four-day training on Incident Command System(ICS) on March 10, 2023.
OBJECTIVES:
Upon completion of this course, the participants will be able to:
1 Appreciate ICS as a vital tool for effective disaster response and incident/event management;
2 Explain the overview of ICS - background, concepts, principles and features,organizational roles, facilities and common responsibilities.
