1. Overview
1.1 Scope
This specification is OPWILL's broadband procurement technical specification
bidding full-service support tools, provides broadband general requirements for full-
service support tools, performance requirements, labeling, packaging,
transportation and storage requirements, the tender only for broadband support
full service Tools products.

1.2 Description
The OPWILL reserves and has the right to interpret and modify this specification at
any time.
This specification is only for the requirements of the OPWILL 's recent broadband
access network construction. The OPWILL has the right to modify and supplement
this specification as needed before signing the contract, and the revised and final
specification will be an attachment to the contract.
Without the written permission of the OPWILL, the bidder shall not disclose the
contents of this specification to third parties in any form.
The bidder shall respond to each of the functional and performance requirements
presented below, piece by piece, and first make a clear "satisfaction", "partially
satisfied", "not satisfied" response to the degree of realization or satisfaction. The
terms required to be listed in the specification must be listed in the point-to-point
response, and cannot be simply answered "satisfied", otherwise the response to this
clause is considered "not satisfied". If you answer "partially satisfied", you need to
specify which ones are satisfied and which ones are not, and explain why. Unless
otherwise specified, the functions that the bidder responds to "satisfaction" shall be
the functions that the equipment has implemented, excluding functions that are
capable of supporting but not yet implemented, which will be implemented in the
near future, and are planned to be implemented in the future.
Items marked with ※ in this specification are required to be met. If not, the bid
will be rejected.
For the parts not mentioned in this specification that the manufacturer deems
necessary to explain, as well as more reasonable technical performance, the

manufacturer shall provide detailed information and explanations in the bid
application.
The OPWILL will conduct verification testing at an appropriate time. If it is found that
the functional and performance requirements declared by the bidder do not match
the test results, the OPWILL reserves the right to take further measures.

2.1 With mobile phone function


1) Adopts Android OS, Android operating system does not less than 7.0; or using

2.2 Wireless ticket management functions

2.3 Optical power test function

1 577 nm. Enables installers to accurately measure fiber loss, verify fiber continuity,

1) Adjustable wavelength range: 800 to 1700nm.
2) Calibration wavelength: 850nm, 1300nm, 1310nm, 1490nm, 1550nm, 1557nm.

2.4 VFL Function


With VFL function, it supports continuous light and 2Hz modulated light.
Performance requirements:
1) Working wavelength: 650 ± 20nm.
2) Output power: It can support 5 kilometers or more.

2.5 Includes a LAN port access, the PC user can be simulated, support ONU

The device supports LAN access, which can write the SN code/LOID/Password of the
user-side ONU device during the opening and maintenance of the PON
communication system, emulate the user's PC, or replace the laptop to go online.

2.6 Stream analyzer


1) Supports Dual 10/100/1000M Ethernet ports, with HUB function, can be
connected in series between a set-top box and a home gateway. Support real-time
monitoring and analysis of audio and video streams (including SD, 2K HD and 4K
HD TV programs)

transmission protocol encapsulation format, Source Mac, Dest Mac, IP Tos, IP ttl,

2.7 ONU terminal simulation test function


GPON / EPON terminal emulation should be supported at the same time, compatible
with the current OLT of the operator.
Should have 1 Gigabit Ethernet ports and 1 voice interface.
It should have a PON indicator.
Should support the configuration of PASSWORD or SN registration code
configuration, showing the status change of the registration and authentication
process.
It should support the creation, editing and deletion of WAN connections. The

Support VLAN configuration for different WAN connections, VLAN mode should
include Tag/Transparent/Untag.
It should have Ping and route tracking functions to verify the connectivity of data
and voice channels.

and receive power, voltage, current, operating temperature, number of transmitted

2.8 ID card real-name authentication


The broadband full-service support tool needs to have the function of reading and
identifying the second-generation resident ID card information. It is required that

2.11 Cable tracing function

2.14 Gigabit Ethernet network speed

2.15 Network Layer Test

the network layer .

2.16 FTP client


With FTP login shortcut interface, you can log in to a specific server by entering the
server IP address and user name and password, and you can upload and download
files.

2.17 Storage and file management features

3.10 General requirements


3.10.1 Working environment should meet the following requirements

4. Marking, packaging, transportation and storage
4.1 Logo
The outer packaging and basic packaging of the broadband full-service support tool
should have obvious signs indicating the product name, model, and manufacturer's
name.

permanent label required by the customer.

4.2 Packaging
In addition to the product, the following items and related documents should be

5. After-sales requirements
Supplier shall provide good after-sales service for their products, including staff
training, broadband full-service support tool inspection, broadband full-service
support tool maintenance, technical support and so on.
1) The warranty period of the broadband full-service support tool is not less than 36
months after the final inspection.
2) There is a special technical support service agency in China, which provides 7 ×
24 hours technical support.
3) During the warranty period, no fewer than one inspection shall be organized each
year, and on-site training shall be organized during the inspection.
4) There should be a standard broadband full-service support tool repair process,
and the repair time should not exceed 10 days.
5) Before the delivery of the broadband full-service support tool is applied, users
should be organized for training. The training method is on-site training, and the
training cost has been included in this offer.
7) When sending a repair tool for a broadband full service, a backup broadband full

8) The warranty period of the broadband full-service support tool after repair is not
less than six months.

specification.

basic functions, develop new features in time, and supply them within the
