A brief Note on Biennial National Grassroots Innovation and

Outstanding Traditional Knowledge Awards and Festival of


Innovation and Entrepreneurship (FINE) 2023

10th - 13th April 2023

The annual Festival of Innovation and Entrepreneurship (FINE) is country’s


flagship initiative towards recognizing and rewarding creativity of common
man of our country. Organized by Department of Science and Technology
(DST), Government of India and the National Innovation Foundation (NIF) -
India under the aegis of Rashtrapati Bhavan, FINE is unique effort in the sense
that it promotes Science, Technology and Innovation and together bring about
a cultural shift amongst citizens for profound interest in Entrepreneurship.
Year on year, the festival continues to reinforce, an unwavering commitment
of country’s Presidency, DST and NIF towards promotion of Innovation and
Entrepreneurship. The Biennial National Grassroots Innovation and
Outstanding Traditional Knowledge Awards of the National Innovation
Foundation (NIF) – India is the most prestigious recognition in this field.

On 10th April 2023, Hon’ble President of India Smt Droupadi Murmu will
inaugurate the Festival of Innovation and Entrepreneurship (FINE) and also
confer the 11th Biennial National Grassroots Innovation and Outstanding
Traditional Knowledge Awards (National Awards) to common people of our
country. The State, Consolation, Appreciation and other awards to the
Grassroots Innovators and Outstanding Traditional Knowledge holders will be
conferred by Dr. Jitendra Singh, Hon’ble Union Minister of State (Independent
Charge), Ministry of Science and Technology & Earth Sciences, Govt. of India.

Ever since its first edition in the year 2001, at a time when the term “grassroots
Innovation” was not widely known, in fact the term “innovation” itself wasn’t
so very popular, the grassroots innovation and outstanding traditional
knowledge movement have come a long way. The awardees experience very
rewarding journeys and the fact that many awardees later are conferred with
Padma awards, speaks volume about the important role that this first
recognition plays in the life of grassroots innovators and outstanding
traditional knowledge holders. Year on year, there are instances where
grassroots innovators make their presence felt and it remains a fact that most
of the times, the recognition through the Biennial National Grassroots
Innovation and Outstanding Traditional Knowledge Awards of NIF remains
their first major recognition in life.

In addition to the award function on 10th April, 2023, the festival comprises of
following key components -

a) A large exhibition of grassroots innovations, student innovations and


outstanding traditional knowledge representing the length and breadth of
our country. It also features social entrepreneurs, women entrepreneurs
and a whole range of inclusive innovations which are very important for
society and human civilization. It re-establishes the fact that India is indeed
a global leader when it comes to demand driven and frugal innovations,
which is becoming significant and a curious case for rest of the world.

b) A series of roundtables are organized on topics of contemporary


importance by involvement of experts from various Science and Technology
domains. The discussions are duly noted and a rapportization summary is
presented to the Secretary to the Hon’ble President of India. This year,
roundtables will encompass themes like Scaling up and commercialization
of innovations, Innovations for wealth creation and employment, Inclusive
and sustainable development, Healthcare Innovations, Energy and
Environment.
