ACTIVITY DESIGN
FOR THE REVENUE CODE AND MARKET CODE OF THE MUNICIPALITY OF IGBARAS

Rationale
In preparation for the passage of the Revenue Code and Market Code, a planning
workshop is crucial to gather program ideas and concepts that could be incorporated on the
plans and programs that will be incorporated to the Code. Moreover, the workshop could serve
as a venue to raise issues and concerns affecting the municipality that should be directly
addressed by the Code.

The preparation of the Revenue and Market Codes are tedious and sensitive process of
developing projects and projects geared towards to the growth of the local economy in the
Municipality.

The plans and programs for the next five years is a crucial and integral part of the Code
which explicitly put into detail a five-year plan on how to enhance cum improve the delivery of
services in the municipality on the aspect of Local Economic Development. It also aims to
provide a direction on how the municipality could full with the policies and programs being
implemented by the national government.

Furthermore, it should be noted that the existing Municipal Revenue Code and Market
Code are long overdue for updating, the same were enacted in 2007 and 2008, respectively.

Participants

A total of 44 participants are expected to attend the said activity. Enlisted hereunder is the
profile of the expected participants:
1 Mayor
1 Vice Mayor
10 Sanggunian Bayan Members
1 SB Secretary
12 Sanggunian Staff
11 Departments Heads and Staff
4 Academes, NGO, CSO and other stakeholders
4 Market Administrator and Market Association Representatives (per section)

Objectives

 To come up with an updated Revenue Code and Market Code for the municipality

 To identify or determine responsive programs and projects that can directly solve
prevailing and concerns in the municipality that are related to local economic
development

Program of Activities

It shall be a three-day activity which shall include lectures, focus group discussions and
workshops. The activity shall be facilitated by the Training Coordinator who shall also handle
the daily scheduling.

A detailed program of activities shall follow after the approval of the design.

Expected Outputs

At the end of the activity, the following are the expected outputs:

 A draft amendment/update of the Revenue Code and Market Code

Financial Requirements

A total amount of P 227,000.00 is required to fulfill the proposed activity. Stated hereunder is
the financial breakdown.

Supplies and Materials = P 5,000.00 (e.g. production of information materials)

Food and Accommodation = P 195,000.00 which shall cover the room accommodation and
food (Breakfast, Lunch, Dinner, AM and PM Snacks) for the two-
day activity

Honorarium and Tokens = P15, 000.00 for resource persons, facilitators of the activity

Miscellaneous = P 12,000.00 shall cover unprogrammed expenses

The budget of this activity will be taken from the MOOE of Sangguniang Bayan and Vice-
Mayor’s Office
