Respected Ma’m,
First and foremost, I want to express my commitment to the
organization and assure you that I have always carried out my duties with
utmost dedication and professionalism. I take these allegations seriously
and have taken the time to carefully review them to provide an accurate
response. I appreciate the opportunity to provide my perspective and present
the facts in this matter.
I am writing in response to the charge memorandum issued to me, stating
that I took more than 15 days to prepare the Technical Specification (TS)
and Notice Inviting Tender (NIT) for the TRD work at Meerut and Tapri
during the last week of May 2023.
I would like to clarify the sequence of events regarding this matter. Initially,
you requested me to prepare an estimate, which I diligently completed and
submitted to the Engineering department for inclusion in the main estimate
on 06.06.2023. Subsequently, the estimate underwent finance vetting on
08.06.2023, which was successfully concluded. It was only after this stage
that I received your instructions to proceed with the preparation of the TS
and NIT. Consequently, the NIT was published on 19.06.2023, resulting in a
total of 11 days for the completion of the TS and NIT, considering the time
frame provided.
During the same period, I was also assigned additional work by you, which
I carried out consistently alongside my other responsibilities. I believe that
my commitment to efficiently managing both the assigned tasks and the
additional workload is evident in my performance.
In regard to the alleged delay, I would like to draw your attention to the
timeline of the overall project. The tender for the OHE work was opened on
11.07.2023, while the tender for the engineering of the same work is
scheduled to be opened on 18.07.2023. Moreover, it is important to note
that the tender process follows a two-packet system. Considering these
circumstances, it becomes evident that there was no delay on my part, as
the preparation of the TS and NIT was completed well in advance of the
respective tender openings.
I would also like to highlight my extensive experience in the railway
construction field. Having been appointed as a junior Electrical engineer in
the construction organization of South Eastern Railway 23 years ago, I have
successfully worked across all three divisions. Until 2010, I primarily dealt
with manual tender processes. However, I have adapted to the online
tendering system effectively, which is evident from my successful completion
of three sets of TS and NIT for OHE work, with the issuance of the Letter of
Acceptance (LOA) by competent authority. The respective agencies are
currently executing their work based on these documents.
I genuinely appreciate the consistent guidance and instructions you have
provided me with, enabling me to perform my duties successfully. Your
support has been instrumental in enhancing my skills and work efficiency.
Therefore, I humbly request your continued guidance and mentorship to
further improve my speed and effectiveness in handling such projects in the
future.
Once again, I assure you of my unwavering commitment to the
organization and my determination to excel in my role as a Sr. Section
Engineer/Electrical. Throughout my tenure in the organization, I have
consistently demonstrated dedication and commitment to my
responsibilities. I have always strived to meet deadlines and deliver quality
work.
Any delays or shortcomings, if any, were unintentional and not a result of
negligence or deliberate disregard for protocol.
