Pre para Draft

This document contains comments from the Telangana Junior Doctors Association (T-JUDA) on the draft NMC regulation regarding requirements for new medical colleges and increasing MBBS seats. Some of the key points made include: 1) Faculty in medical colleges should have a basic MBBS degree to effectively teach subjects and integrate clinical knowledge. 2) Non-medical faculty with MSc/PhD degrees are unable to properly teach clinical subjects due to lack of patient exposure. 3) The association recommends stopping the appointment of non-medical faculty for medical subjects, removing SR posts for pre-clinical subjects, and allowing plain MBBS degrees to be tutors while MD degrees can be directly appointed as assistant

GENERAL BODY: become competent faculty to teach MBBS students.
All Post Graduates
All Super specialty PG’s
All Interns/House Surgeons 2) Presently non-medical faculties (MSc and MSc PhD) are being
All Undergraduates recruited which is absolutely disastrous (we have been witnessing their
incompetence since years) for teaching Clinical Microbiology and its
applications in the hospital set up. They are unable to teach the subject

by correlating with other medical subjects because they enter into

medical colleges with general BSc degree and 3 year MSc in medical
colleges without exposure to the patients so they are not able to teach
this CBME curriculum to students, also they get PhD from distant
universities without regular campus course and by selecting only
one topic. So they cannot correlate 16 subjects of MBBS course to
teach MBBS degree students.

3) When they are not being appointed in Nursing colleges, how are
they being allowed to get appointed in Medical Colleges?

4) By considering above reasons it’s our suggestion that –

A) Appointment of non-medical faculties for teaching medical

subjects should be stopped completely.

B)SR post should be removed from pre and para clinical subjects

For pre and Para clinical subjects post of Tutor should be there and
plain MBBS can be allowed as a tutor, and faculty with MD degree
will be appointed directly as an Assistant Professor, so that scarcity of
the staff can be fulfilled. As per the previous gazette 14 Feb. 2022 MSc
Phd should not be promoted for Associate, Professor, Dean & HOD
post.

C) Thesis/ Dissertation Assessment- It has been observed that some

universities are sending MD thesis dissertation to MSc Phd faculties
for assessment, this is not justifiable. This should be stop immediately

5) Examiners appointments - As mentioned on page no 43 in

draft released on 12/6/2023 regarding appointment of examiners my
comments are to add following points -a) To assess the MBBS students
appointment of practical as well as theory, examiners should be MBBS
MD only in concerned subject no nonmedical faculty should be
appointed as a practical/ theory examiner.

Also the number of Examiners for the 150 students batch must be
SIX or more (Including Internal & External Examiners) for the
proper assessment & evaluation of the students as per CBME.

6) Recruitment of faculty –

a) Plain MBBS should be appointed as tutor

b) S. R. Post should be omitted for Pre-para clinical subjects,

TELANGANA JUNIOR DOCTORS ASSOCIATION

c) Fresh MBBS MD candidates should be appointed as

Assistant professors directly.
