After the transition period, an external assessment will be conducted to recommend the model(s) to be adopted nationwide. Universal Health Care will first be implemented in 58 initial sites and then expanded to other local government units. The Centers for Health Development and PhilHealth Regional Offices will play a key role in assisting and monitoring the formation of health care provider networks in local government units.

Q: What is the roadmap for the implementation of Universal Health Care?

As per law, a six-year transitory provision shall be in place where the first three years will focus on managerial and
technical integration and with the next three years concentrating on strengthening the financial integration – however,
financial integration shall already be considered during the early years of transition to fully achieve managerial and
technical integration. After the transition period, an external assessment of the Universal Health Care Implementation
Sites (UHCIS) shall be done to recommend to the congress on what model/ models shall be adapted in the country.

In addition, individual Province/ City-wide Health Systems shall develop their own roadmaps based on the maturity
level assessments, LGU scorecard and other databases/ references on how to organize the Local Health System

Q: Will the Universal Health Care be implemented in all Local Government Units?
The Universal Health Care Act will be implemented by phase starting with the 58 UHC implementation sites that have
committed to its implementation then will be spread out to the rest of the Local Government Units.

Q: What will be the role of the Centers for Health Development in the Implementation of UHC?
The Centers for Health Development and PhilHealth Regional Offices will play a crucial role as frontliners of the
Department in LGUs in providing assistance and in monitoring the formation of Health Care Provider Networks
(HCPN),

Q: What will be the effect of Mandanas-Garcia Ruling to the implementation of UHC?


The Department will be slowly transitioning specific programs/ projects in the Central Office to the Local Government
Units while in the transition period. By 2022, some services and procurement of commodities will be turned over
already to the Local Government Units.

Q: How to engage health care workers in the implementation of Universal Health Care and not to see it
as additional work?

The Universal Health Care Act does not intend to put additional work to the health care workers and other
implementers – its goal is to curb the existing problems in the health service delivery and ensure that it is efficient
and equitable by removing duplicating processes and ensuring that every Filipino receives the health care that they
need.

Q: What will happen to those Municipalities who will not join the HCPN or health care provider networks
of a specific Province?

Those who will not integrate will maintain status quo on technical assistance, Health service packages while those
that will integrate will receive additional financial and non-financial technical assistance for the implementation of
Universal Health Care

Q: How can we make sure that the implementation of Universal Health Care will be successful.
The success of Universal Health Care depends on the implementation of the Local Government Units – the Local
Chief Executive and the Local Health Board, with the assistance of PhilHealth and Centers for Health Development.
The Department will still be providing technical assistance both financial and non-financial as part of the
implementation of Universal Health Care.
