SUBJ : STRICT COMPLIANCE TO THE 02nd NATIONAL MEETING OF THE LIGA NG MGA BARANGAY SA PILIPINAS on
UPDATES REGARDING THE TERM EXTENSION OF BARANGAY OFFICIALS and ELECTION OF LIGA NG MGA
BARANGAY & PEDERASYON NG SANGGUNIANG KABATAAN which will be held on NOVEMBER 3 to 5, 2019 at
INTERNATIONAL EUCHARIST CENTER, CEBU CITY.

On September 30, 2019, the Senate passed SB 1043 an act of postponing the May 2020 Barangay and
Sanggunang Kabataan elections.

The above bill provides on Section 1 that the Barangay and Sangguniang Kabataan elections shall be postponed
to DECEMBER 05, 2022 and subsequent elections shall be held on the FIRST MONDAY OF DECEMBER 2025 AND
EVERY THREE YEARS THEREAFTER.

The bill also provides that the the term of office of the barangay and sangguniang kabataan officials elected in
December 5, 2022 shall commence at NOON of JANUARY 1 FOLLOWING THEIR ELECTION.

The said bill also specifies in Section 3, the hold over provisions as follows:

1. All incumbent barangay and sangguniang kabataan officials shall remain in office unless sooner removed
or suspended for cause.
2. That barangay and sangguniang kabataan officials who are ex-officio members of the sangguniang bayan,
sangguniang panlungsod, or sangguniang panlalawigan shall continue to serve as such members in their
respective sanggunian concerned ONLY UNTIL JUNE 30, 2020.

On the House of Representatives pass HB 4933 which states that the term of office of the barangay and
sangguniang kabataan officials elected in December 5, 2022 shall commence at NOON of JANUARY 1 FOLLOWING
THEIR ELECTION.

1. Until their successors shall have been duly elected and qualified, all incumbent barangay and sangguniang
kabataan officials shall remain in office, unless sooner removed or suspended for cause: Provided that
barangay and sangguniang kabataan officials who are ex-officio members of the sangguniang bayan,
sangguniang panlungsod or sanggunian panlalawigan, AS THE CASE MAY BE shall continue to serve as
such members in the sangguniang concerned UNTIL THE NEXT BARANGAY AND SANGGUNIANG
KABATAAN ELECTION. The Liga ng mga Barangay and the Pederasyon ng Sangguniang Kabataan at the
municipal, city and provincial levels SHALL CONDUCT ELECTIONS FOR EX-OFFICIO POSITIONS IN
THE SANGGUNIANS UNDER THE SUPERVISION OF THE DEPARTMENT OF INTERIOR AND LOCAL
GOVERNMENT.

BARANGAYS WHICH SHALL INCLUDE THAT EX-OFFICIO MEMBERS SHALL BE ON HOLD OVER UNTIL THE NEXT BARANGAY
ELECTIONS which we intend to submit to MEMBERS OF THE BICAM.

We would also NEED YOUR SUPPORT in the CAMPAIGN for the MAGNA CARTA FOR BARANGAYS which is lobbying for the
BENEFITS OF THE BARANGAYS AND OUR OFFICIALS.

Likewise attendance is pertinent to the proper DISSEMINATION OF THE NEW PROCEDURE ON THE COLLECTION OF LIGA DUES
and discussions regard our efforts to COMPLY WITH COA AUDIT PROCEDURES.

A registration fee shall be collected from each participant chargeable against their respective barangay, municipal or provincial fund to
cover HOTEL ACCOMODATION (For Live-In Guests), MEALS, SNACKS, CONGRESS MATERIALS, HONORARIAS & TALENT FEES &
OTHER LOGISTICS EXPENSES.
