Preface

In this list of the Association of German Transport Companies (VDV) presents the VDV Recommendations and VDV
Reports and the regulatory frameworks of relevance to the public transport and rail freight transport sector.
Further publications are found in the Internet under www.vdv.de
The large quantity of publications impressively demonstrates the broad range of tasks to which the VDV is devoted.
You are very welcome to use the specialist knowledge gathered in these publications by our internal and external
experts for your work.
You can order the publications of interest in several ways. The publications listed on the following pages have been

VDV Recommendations

According to its Articles of Association the VDV prepares standard recommendations and rules
concerning operational, legal and technical subjects in working groups and together with other
interested parties. VDV’s preparing rules, VDV Recommendations and VDV Reports means that it fulfils
its object, i.e. to prepare expert solutions, standard recommendations and rules by consensus on the basis
of the extensive operational, legal and technical experience and knowledge of representative experts for
the benefit of the entire sector.

VDV Recommendations are prepared by VDV committees. They circulate under an enquiry procedure
before they are published. At this stage all VDV member companies and – if relevant – industrial
enterprises and other associations can give their views on the draft publications. In this way broad
consensus is ensured. The VDV Recommendations are numbered consecutively within a number range
relating to the relevant subject areas, which appear from the below overview.

In the column “Language” a “D” indicates that the publication has been published in German, an “E” that
an English version exists, and an “F” that the publication is available in the French language. If there is
no entry in the column “Order”, the VDV Recommendation can be purchased here:

VDV Reports

According to its Articles of Association the VDV prepares standard recommendations and rules
concerning operational, legal and technical subjects in working groups and together with other
interested parties. VDV’s preparing rules, VDV Recommendations and VDV Reports means that it fulfils
its object, i.e. to prepare expert solutions, standard recommendations and rules by consensus on the basis
of the extensive operational, legal and technical experience and knowledge of representative experts for
the benefit of the entire sector.

VDV Reports are to inform VDV member companies about special subjects. Contrary to the VDV
Recommendations they do not circulate under an enquiry procedure before they are published. The VDV
Reports are numbered consecutively within a number range relating to the relevant subject areas, which
appear from the below overview.

The German Federal Regulations on the Construction and Operation of Tramways (BOStrab) specify the basic requirements
and provisions for the safe operation of tramways in the sense of the German Passenger Transport Act (PFefG). At present,
the edition of 11.12.1987 as amended on 16.12.2016 is valid.

Operational Rules for Railway Undertakings

The Operational Rules for Railway Undertakings are VDV’s recommendations on the regulations that each railway
undertaking has to prepare to fulfil its duty for safety and to meet the requirements specified in TSI OPE.
The Operational Rules for Railway Undertakings support the realisation of the high safety standards for railways in
Germany and the uniformity of the railways. They also make it easier to realise company-overlapping training and
co-operation. They are obtainable from: DB Kommunikationstechnik GmbH.
The expert committees of the VDV, especially by the committee of railway operation, refine the set of rules for railway
undertakings (BRW; Betriebsregelwerk) continuous. The edition 4 (A 04) is the current version of this set of rules,
which is in force since 15th December 2019. The edition 5 (A 05) was published in December 2020; its entry into force
is recommended on 12th December 2021.

Railway Regulations for Non-federal Railways

The railway regulations, staff instructions and recommendations that the expert committees of the VDV prepare are the
asis for the Regulations for Non-federal Railways. Some of them have been put into force upon special implementation
decrees of the transport ministries of the German states and some of them are integral parts of the terms of use of the rail
networks and the terms of use of the railway infrastructure operators’ service facilities in the form of technical and
