1 Scope

1.1 The requirements in this Outline of Investigation are for verification of short-circuit tests to be
conducted on Type ″2″ coordinated electromechanical motor controllers as defined by and in accordance
with the Standard for Low Voltage Switchgear and Controlgear, Part 4: Contactors and Motor-Starters,
International Electrotechnical Commission (IEC) Publication 947-4-1.

1.2 These requirements cover electromechanical motor controllers, such as manually or magnetically
operated contactors with or without thermal or solid state overload relays, combination motor controllers
with discrete components, and starters that are provided with short circuit protective devices, that have
been investigated for compliance with the requirements in the Standard for Industrial Control Equipment,
UL 508, and where the main contact voltage rating does not exceed 1000 V ac or 1500 V dc.

1.3 The requirements in this Outline of Investigation are applicable only to those specific motor controllers
and short circuit protective devices (SCPD) which have been coordinated together by the manufacturer.

2 Normative References

2.1 These requirements are based upon the Standard for Low Voltage Switchgear and Controlgear, Part
4: Contactors and Motor-Starters, IEC Publication 947-4-1.

2.2 Prior to conducting the verification tests, the manufacturer shall provide for review Type 2
coordination charts (that is coordination of the motor controller, thermal overload relay, and short circuit
protective device). When the optional tests detailed in Discrimination Between Overload Relay and Short
Circuit Protective Devices, Section 18, are also to be conducted, graphs showing the crossover point of
the mean curves representing the time-current characteristics of the overload relays and the short circuit
protective devices shall be provided.

3 Definitions

3.1 For the purpose of this Outline of Investigation, the following definitions apply. The definitions included
in 3.9 – 3.11, 3.13, and 3.16 are from IEC 947-1, Standard for Low Voltage Switchgear and Controlgear,
Part 1: General Rules.

3.2 CONTACTOR – An electromechanical device rated in horsepower, full load-locked rotor current
(FLA – LRA), or both, capable of repeatedly interrupting a motor load under normal conditions including
overload conditions.

3.3 ″CO″ SHOT (CLOSING) – Closing the contacts of the contactor or circuit breaker on the short
circuit fault. The contactor or circuit breaker is in the open position prior to the initiation of the fault. This
condition is accomplished by the external switch (the fixed switch of the test station) being closed during
the closing of the contactor or circuit breaker.

3.4 DISCRIMINATION BETWEEN OVERLOAD RELAY AND SHORT CIRCUIT PROTECTIVE DEVICE
– Verification of the performance of the thermal overload relays of the starters and associated short
circuit protective devices (SCPD) at currents below and above the intersection of their respective time/
current characteristics and the corresponding Type ″2″ coordination.

3.5 IP2X – An enclosure which is protected against solid foreign objects of 12.5 mm (0.50 inch) or
greater in diameter as determined by the use of an object probe having a diameter of 12.5 mm and a

rounded spherical end. The object probe shall not penetrate the enclosure when pushed through any
opening in the enclosure with a force of 30 N ±10 percent (6.74 lbf).

3.6 ″Iq″ – The high capacity short circuit fault current assigned by the manufacturer (in IEC terminology,
″rated conditional short circuit current″). Any short circuit fault current assigned by the manufacturer that
exceeds ″r″ is denoted as ″Iq.″

3.7 MOTOR CONTROLLER – A contactor or starter.

3.8 ″O″ SHOT (WITHSTAND) – Closing the short circuit fault on the contactor. The contactor is in the
closed position prior to the initiation of the fault. This condition is accomplished by the use of the
external switch (the fixed switch of the test station).

3.9 POWER-FREQUENCY RECOVERY VOLTAGE – The recovery voltage after the transient voltage
phenomena have subsided.

3.10 PROSPECTIVE CURRENT – The current which flows in the circuit when each pole of the
controller or fuse is replaced by a conductor of negligible impedance.

3.11 PROSPECTIVE PEAK MAKING CURRENT – The peak value of the prospective current when
initiated under specified conditions. (Equivalent to peak value of fault current).

3.12 ″r″ – The standard short circuit fault current (in IEC terminology, ″Prospective Current″)
corresponding to the motor full load ampere rating (in IEC terminology, ″rated operational current″).

3.13 RECOVERY VOLTAGE – For a single-pole service, the voltage which appears across the
terminals of a pole of a switching device or a fuse after the breaking of the current. This voltage is to be
measured at one time or in two successive intervals of time, one during which a transient voltage exists,
followed by a second one during which the power-frequency voltage or the steady-state recovery
voltage alone exists. For a multipole device, it is the phase-to-phase voltage across the supply terminals
of the device.

3.14 SCPD – Abbreviation for short-circuit protective device.

3.15 STARTER – A combination of a contactor and a thermal overload relay.

3.16 TRANSIENT RECOVERY VOLTAGE – The recovery voltage during the time in which it has a
significant transient character.

3.17 TYPE ″2″ COORDINATION – Under short-circuit conditions, the controller shall not result in
danger to persons or the installation, and after the short-circuit test the controller shall be capable of
further use. The risk of contact welding is recognized, in which case the manufacturer shall indicate the
measures to be taken regarding maintenance of the equipment.

4.1 When a value for measurement is followed by a value in other units in parentheses, the first stated
value is the requirement.

CONSTRUCTION

5 General

5.1 For the purpose of Type ″2″ coordination, the motor controller, with or without thermal overload relay,
shall comply with the applicable requirements in the Standard for Industrial Control Equipment, UL 508.

5.2 The thermal overload relay, when not part of the motor controller, shall comply with the applicable
requirements in the Standard for Industrial Control Equipment, UL 508.

5.3 A short circuit protective device (SCPD) for motor controllers other than a starter that is provided with
short circuit protective devices (in IEC terminology – Protected Starter) and discrete component type
combination motor controllers shall be:

a) Nonrenewable branch circuit cartridge fuses complying with the requirements in the
Standard for High-Interrupting-Capacity Fuses, Current Limiting Types, UL 198C; the Standard
for Class K Fuses, UL 198D; the Standard for Class R Fuses, UL 198E; or the Standard for
D-C Fuses for Industrial Use, UL 198L; or

b) Nonrenewable branch circuit cartridge fuses complying with the requirements in the UL 248
series of standards; or

c) Inverse time circuit breakers complying with the requirements in the Standard for Molded-
Case Circuit Breakers, Molded-Case Switches, and Circuit Breaker Enclosures, UL 489.

5.4 In reference to the requirements in 5.3, an instantaneous type circuit breaker (magnetic only) is able
to be used as a short-circuit protective device when the specific combination of the starter and
instantaneous type circuit breaker comply with the requirements for combination motor controllers as
outlined in the specific part for combination motor controllers in the Standard for Industrial Control
Equipment, UL 508.

5.5 A circuit breaker which is provided with current limiters that have been previously evaluated is able to
be employed for branch circuit protection when the current limiters comply with the Short Circuit Test for
protective devices as specified in the Standard for Industrial Control Equipment, UL 508.

6 Enclosure Tests

6.1 An enclosed-type motor controller shall be tested within the same enclosure with which it had been
previously investigated.

6.2 An open-type motor controller is to be tested in the smallest size enclosure specified by the
manufacturer. The enclosure size shall not be larger than the size of the enclosure in which the controller
had been previously investigated. The enclosure cover is to be held closed only by the simplest latching
mechanism and securement means (i.e. the least provisions for pressure relief) or, when the end
application and enclosure construction have been determined, by the intended latching mechanism and
securement means.

7 Conductors, Conduit, and Terminal Torque

7.1 The size, length, insulation rating, and type of conductors as well as the length of the conduit shall be
the same as specified under the Short Circuit Test in the Standard for Industrial Control Equipment, UL
508.

7.2 The terminal torque shall be as marked on the motor controller.

8 Selection of Heater Elements

8.1 For each controller that is provided with a thermal overload relay, the heater elements selected for
the tests shall consist of the minimum and maximum resistance heaters. When the construction and
material of the intermediate resistance heater elements are different from those of the minimum and
maximum resistance heaters, an intermediate resistance heater among each group with different
construction shall also be selected for tests.

9 Calibration of Test Circuits

9.1 The test circuits for both ″r″ and ″Iq″ fault currents shall be calibrated as specified under Calibration
of Test Circuits in the Standard for Industrial Control Equipment, UL 508.

10.1 The power factor of the test circuits shall be in accordance with Table 10.1. Table 10.1 also provides
the values of time-constant for DC Circuits. The power factor of a polyphase circuit is the mean value of
the power factors of each phase.

10.2 The difference between the mean value and the maximum and minimum values of the power factors
in the different phases shall remain within ±0.05.

11 Ground Fuse (Link) Requirements

11.1 For prospective short circuit fault currents of 1500 A or more, the metal enclosure is to be connected
through a fusible element consisting of a copper wire 0.8 mm (0.031 inch) in diameter and at least 50 mm
(1.97 inch) long, or a 30-A non-time delay cartridge fuse which has been evaluated and found to be
equivalent to a 0.8 mm thick, 50 mm long copper wire for the detection of ground fault, to the electrical
supply live pole determined least likely to strike to ground. The connection is to be made to the load side
of the limiting impedance by a 5.3 mm2 (No. 10 AWG) copper wire that is 1.22 – 1.83 m (4 – 6 feet) long.

11.2 In reference to the requirement in 11.1, for a minimum prospective current of 1000 A, the fusible
element consists of a copper wire 0.6 mm (0.023 inch) in diameter and at least 50 mm (1.97 inch) long.

12 Recovery Voltage

12.1 When the SCPDs consist of branch circuit fuses, the recovery voltage shall be at least equal to the
rated voltage, as required in the Short Circuit Test requirements in the Standard for Industrial Control
Equipment, UL 508.

12.2 When the SCPDs consist of circuit breakers, the value of the power-frequency recovery voltage shall
be 1.05 times the value of the rated voltage. The power-frequency recovery voltage is the circuit breaker
recovery voltage.

12.3 The value of 1.05 times the rated operational voltage for the power-frequency recovery voltage (See
12.2) covers the effects of the variations of the system voltage under normal service conditions. The
applied voltage is to be increased as required to achieve the specified recovery voltage. The prospective
peak making current shall not be exceeded without the consent of the manufacturer. The upper limit of
the power-frequency recovery voltage is able to be increased with the agreement of the manufacturer.

13 Short Circuit Test at ″r″

13.1 The test circuit shall be adjusted to the standard required fault current corresponding to the motor
full load ampere (FLA) according to Table 13.1. One sample of the contactor (without overload relay) or
starter (with overload relay) and the associated SCPD, or the combination motor controller consisting of
discrete components, or the starter provided with short circuit protective devices shall be mounted in an
enclosure as intended in service except the load terminals are to be shorted by a copper busbar intended
for the use and subjected to an ″O″ shot. During this test, at least two fuses shall open or the circuit
breaker shall trip.

13.2 Upon replacement of the fuses or resetting of the circuit breaker, the same sample is to be subjected
to a ″CO″ shot. During this test, at least two fuses shall open or the circuit breaker shall trip.

13.3 Immediately after completion of the ″CO″ shot, the controller and circuit breaker, when provided as
the SCPD, is to be subjected to the Dielectric Voltage-Withstand Tests, Section 16.

13.4 Subsequent to the dielectric voltage-withstand test, the contactor with thermal overload relay or the
thermal overload relay is to be subjected to the Overload Relay Calibration Tests, Section 17.

14 Short Circuit Test at ″Iq″

14.1 The Short Circuit Test at ″Iq″ is to be conducted the same as specified for the Short Circuit Test at
″r,″ Section 13, except as described in 14.2 – 14.5.

14.2 A new sample is to be used for tests at ″Iq.″

14.3 When the SCPD is a fuse and the test current is within the current-limiting range of the fuse, the fuse
shall exhibit the maximum Ip and I2t permitted for the fuse class. This requires calibrating the test fuses
in accordance with the requirements in the Standard for Industrial Control Equipment, UL 508, or using
test fuses which have been previously investigated with published Ip and I2t values exceeding the
maximum Ip and I2t values of the intended fuse.

14.4 In addition to the ″O″ and ″CO″ shots at Iq, in the case of a combination motor controller consisting
of discrete components or a starter provided with the short circuit protective devices, and when the
switching device of the SCPD has a rated short-circuit making capacity less than the rated high capacity
short circuit rating (Iq) of either of the controllers, the test described in 14.5 shall also be conducted.

14.5 With the contactor in the closed position, a ″CO″ shot shall be conducted by mechanical closing of
the circuit breaker of the combination motor controller or the switching device of the SCPD provided with
the starter on the short circuit fault. That is, the test station external fixed switch is also in the closed
position.

15 Type ″2″ Coordination Criteria for Evaluation of the Test Results ″r″ and ″Iq″

15.1 General

15.1.1 The contactor, starter, combination motor controller with discrete components, or the starter
provided with short circuit protective devices shall comply with the requirements specified in 15.2 – 15.4,
as applicable, for the Type ″2″ coordination.

15.2 All devices

15.2.1 The fault current shall be successfully interrupted by the SCPD and the controller.

15.2.2 The ground fuse or fusible element and the solid connection between the enclosure and supply
circuit shall not have opened.

15.2.3 The door or cover of the enclosure shall not have been blown open, and it shall be possible to
open the door or cover. Deformation of the enclosure shall not result in the accessibility of live parts as
determined by the requirements for accessibility of live parts in the Standard for Industrial Control

15.2.4 There shall be no damage to the conductors or terminals and the conductors shall not have
separated from the terminals.

15.2.5 There shall be no cracking or breaking of an insulating base to the extent that the integrity of
mounting of a live part is impaired.

15.3 Discrete-type combination motor controllers and starters provided with short circuit
protective devices

15.3.1 The circuit breaker or the switch shall be capable of being opened manually by its operating
means.

15.3.2 Neither end of the SCPD shall be completely separated from its mounting means and shall not
contact any exposed conductive part.

15.3.3 When a circuit breaker with rated ultimate short-circuit breaking capacity less than the rated
conditional short-circuit current (high capacity) assigned to the combination motor controller or the starter
provided with short circuit protective devices is employed, the circuit breaker shall be tested to trip before
and after the ″r″ and ″Iq″ tests as follows:

a) Circuit breakers with instantaneous trip relays or releases, at 120 percent of the trip current.

b) Circuit breakers with overload relays or releases, (inverse time circuit breakers), at 250
percent of the rated current of the breaker.

15.4 Type ″2″ coordination for all devices

15.4.1 No damage to the overload relay or other parts shall occur, except that welding of contactor or
starter contacts is permitted when they are easily separated (as by a screwdriver) without significant
deformation. No parts are to be replaced during the tests, except that in the case of fuse protection, all
fuse links are to be replaced.

15.4.2 In the case of magnetically-operated contactors, one method of separation of welded contacts is
by energization and de-energization of the coil of the contactor. Once the contacts are separated, two or
more mechanical operations shall be executed to verify proper operation of the contacts. Additionally,
separation of contacts shall be confirmed by the use of a continuity tester.

15.4.3 In addition to the requirements of 15.4.1 and 15.4.2, when welding of the contactor or starter
contacts occurs and these are easily separated, then ten operations of make and break tests are to be
conducted on the device to verify that the contactor is still able to make and break a motor load.

15.4.4 In reference to 15.4.3, the make and break tests are to be conducted in accordance with the
endurance test in the Standard for Industrial Control Equipment, UL 508, except the tests are limited to
ten make and break tests at the maximum voltage of the device using the corresponding motor full load
ampere (FLA) setting.

16 Dielectric Voltage-Withstand Tests

16.1 Immediately after the ″CO″ test, the adequacy of the insulation shall be verified by a dielectric test
on the contactor, starter, combination motor controller with discrete components, and starters provided
with short circuit protective devices using an essentially sinusoidal test voltage of twice the rated voltage
and not less than 900 V. The test voltage is to be applied for 1 minute in accordance with 16.2 or 16.3,
as applicable.

16.2 For contactors and starters, the test voltage is to be applied as follows:

a) With the main contacts open:

1) Between the line terminals (L1, L2, and L3 connected together) and load terminals
(T1, T2, and T3 connected together); and

2) Between all the live parts (L1, L2, L3, T1, T2, and T3 all connected together) and
the enclosure (grounded dead metal).

b) With the main contacts closed:

1) Between all the live parts (L1, L2, L3, T1, T2, and T3 all connected together) and
the enclosure (grounded dead metal).

2) Between phases as follows:

i) Between phase A and phases B and C with B and C connected to the


enclosure;

ii) Between phase B and phases A and C with A and C connected to the
enclosure; and

iii) Between phase C and phases A and B with A and B connected to the
enclosure.

16.3 For combination motor controllers with discrete components and starters with short circuit protective
devices, the test voltage is to be applied in accordance with 16.2, and the following tests are to be
conducted:

a) In accordance with 16.2(a)(1) except with the contacts of the switch or of the circuit breaker
open and the contacts of the contactor or starter closed; and

b) In accordance with 16.2(a)(2) except with the contacts of the switch or of the circuit breaker
closed and the contacts of the contactor or starter open.

17 Overload Relay Calibration Tests

17.1 Following the Dielectric Voltage-Withstand Tests, Section 16, the tripping of the overload relay (the
overload relay is able to be part of the starter) is to be verified in accordance with 17.2 and shall conform
to the published tripping characteristics of the overload relay.

17.2 In reference to 17.1, overload relay calibration tests are to be conducted in accordance with
Calibration Test in the Standard for Industrial Control Equipment, UL 508, except the tests are limited to
either 200 or 600 percent of the trip current rating for each motor full load ampere (FLA) setting.

18 Discrimination Between Overload Relay and Short Circuit Protective Device (Optional)

18.1 General

18.1.1 This section describes the method of verifying the performance of the overload relays of the
starters and the associated SCPD at currents below and above the intersection of their respective
time/current characteristics and the corresponding Type ″2″ coordination as described in this document.

18.1.2 For the purpose of these tests, the manufacturer shall provide the mean curves representing the
time/current characteristics of the overload relay and SCPD superimposed on one another showing ″Iq″,
which is the current corresponding to the cross-over point of the mean curves.

18.2 Condition for the test

18.2.1 The starter and its associated SCPD shall be mounted and connected as in normal use. The test
is to be conducted at room temperature.

18.3 Test currents and test circuits

18.3.1 The test circuit shall meet the specifications of the Standard for Low-Voltage Switchgear and
Controlgear, Part 1: General Rules, IEC Publication 947-1 or the criteria described for the Overload and
Endurance Tests in the Standard for Industrial Control Equipment, UL 508.

18.3.2 The currents for the tests shall be:

a) 0.75 Ic + 0 percent, - 5 percent, and

b) 1.25 Ic + 5 percent, - 0 percent

in which:

Ic is the current corresponding to the cross-over point of the mean curves representing the time-
current characteristics of the overload relay and the SCPD, respectively.

18.3.3 When the switching device is a contactor, its coil shall be energized from a separate source at the
rated control supply voltage of the contactor coil and connected so that the contactor opens when the
overload relay operates.

18.4 Test procedure

18.4.1 With the starter and the SCPD closed, the test currents specified in 18.3.2 shall be applied by a
separate closing device. In each case the device tested shall be at room temperature.

18.4.2 After each test, the SCPD and overload relay are to be inspected, and the overload relay and the
circuit breaker shall be reset or all fuses (when at least two of them have opened) are to be replaced,
when required.

18.5 Results to be obtained

18.5.1 After the test at the lower current specified in 18.3.2(a), the overload relay or release shall have
operated to open the starter. There shall be no damage to the starter. The SCPD may open after the
tripping of the overload relay. The sequence is to be verified.

18.5.2 After the test at the higher current specified in 18.3.2(b), the SCPD shall have operated before the
tripping of the overload relay (i.e., the overload relay shall not trip prior to the opening of fuses or the
tripping of the circuit breaker). The starter shall comply with Type ″2″ coordination criteria for Evaluation
of the Test Results ″r″ and ″Iq,″ Section 15.
