Chapter V

SCHOOL MONITORING, EVALUATION AND ADJUSTMENT FRAMEWORK


 
This SIP SMEA Framework outlines the scope (outcomes, intermediate outcomes,
strategies, and enabling mechanisms) of the monitoring and evaluation from 2022–2028 and
defines the indicators that will be used to verify performance and the processes that will be
used to validate the achievements and accomplishments of Washington National High School.

M&E will be playing an important role in implementing the SIP. The ability of WNHS to
readily set up and operationalize M&E will provide immediate benefits to school management
and stakeholders with early indications of progress (or lack thereof) and manifestations that
strategies and programs are delivering the desired results as intended. In this regard,
immediate mobilization of the school to do MEA work and operationalize verification processes
must be prioritized. Thus, capacity building of teacher assigned to do M&E work should be
done. Another thing to do is to develop M&E tools and techniques. This also means
customizing M&E processes in the school.

A school-level system for doing M&E work will be established for use by the school
head, teachers, community stakeholders, and learners to manage the learning process inside
the classroom and school. The school M&E system will be designed to address the school’s
decision-making needs and information requirements and those of its stakeholders. M&E
processes, tools and templates, and reports will be designed based on school needs and
mandates.

The conduct of the Quarterly School Monitoring, Evaluation and Adjustment


(SMEA) will serve as platform for documenting the learners’ situation for immediate
feedback on the effects of programs and projects in terms of learners’ access to
education, learners’ performance in school, and how learners’ rights are enforced.
