iii. Testing of kwh meter  Check the connections and
the set-up of test
equipment from the power
source. Engage the meter
to the test equipment but
make sure that no
load/ampere is applied by
the phantom loader to
prevent possible
burns/accident.
 Make sure to make proper
connections to the Load
Side and Line side of the
kWh meter.
 Switch on the Phantom
Loader and the test
equipment.
 Install and align the
impulse sensor to the
LED/impulse indicator of
the meter, then set the
proper configuration
(impulse per kWh) in the
test equipment to be able
to get accurate test results.
 Shut down the Phantom
loader and the test
equipment. Gently remove
the connections of the
terminal of the meter from
the Phantom Loader. Put
back the terminal cover
with the screw
iv. Recording of data and secure  Record the percent error
test report that appears from the test
equipment.
 Observe the meter for
other remarks and
findings.
 Jot down information and
test result to the Metering
Equipment Log Book.
a. If Passed: Meter shall
be sealed and approved
for installation; to be
programmed if needed
b. If Failed: Meter shall be
rendered to the
supplier/ consumer
subject for replacement,
together with signed
test report
v. Programming of the meter  Meter shall be
programmed by the
Metering Officer/ SE
Section Head depending
on the data/parameters
needed.
 A copy of program shall be
printed and filed for future
reference.
vi. End of procedure

consumer.
 Verify and inspect the
CT if there’s nothing
suspicious. It should
have ERC sticker and
name plate having the
information of the CT
 It shall comply with
issued Transformer
Recommendation
Sheet.
a. If Compliant:
Proceed to testing
b. If non-compliant:
return to the
supplier/ consumer
subject for
replacement/ not
accepted
iii. Testing of CT  Remove the terminal
cover.
 Engage the CT to the
Phantom Loader and Test
Equipment. Make proper
connections on the H1 and
H2 of the CT to the
Phantom loader. Clamp
the Ammeter to the H1 of
the CT.
 Plug in the test equipment
to the power source.
Switch on the Phantom
loader. Adjust the input
current depending on the
test ampere for the CT.
 Repeat for different ratio of
the CT.
 Turn off the test equipment
and put back the terminal
cover with the screw.
iv. Recording of data and  Record the percent error
securing test report  Jot down information and
test result to the Metering
Equipment Log Book.
a. If Passed: CT shall be
approved for installation
b. If Failed: CT shall be
rendered to the
supplier/ consumer
subject for replacement,
together with signed
test report
v. End of procedure

ii. Inspection of PT  Receive the PT from


Warehouse / walk-in
consumer.
 Verify and inspect the PT if
there’s nothing suspicious.
It should have ERC sticker
and name plate having the
information of the PT
 It shall comply with issued
Transformer
Recommendation Sheet.
a. If Compliant:
Proceed to testing
b. If non-compliant:
return to the
supplier/ consumer
subject for
replacement/ not
accepted
iii. Testing of Potential/ Voltage  Remove the terminal
Transformer cover.
 Check the power source
and mark the "live" and
"ground" portions. Connect
the alligator clips to the
terminals of the PT:
positive/red to H1 and
negative/black to H2. Make
sure it is not interchanged.
Plug the wire connected
from the PT to the power
source, H1 connected to
the "live" and H2
connected to the "ground"
 Measure the Primary
Voltage using the multi-
tester. Tap the tip of the
positive probe to H1 and
negative probe to H2
.Make sure not to touch
bare conductor part of any
of the tools used to prevent
electric shock.
 Measure the Secondary
Voltage using the multi-
tester. Tap the tip of the
probes to secondary
terminals with X1 and X2
markings. Make sure not to
touch bare conductor part
of any of the tools used to
prevent electric shock.
 Remove the plug from the
power source and put back
the terminal cover with the
screw
iv. Recording of data and  Record the percent error
securing test report  Jot down information and
test result to the Metering
Equipment Log Book.
a. If Passed: PT shall be
approved for installation
b. If Failed: PT shall be
rendered to the
supplier/ consumer
subject for replacement,
together with signed
test report
v. End of Procedure
